A pastor from North Carolina is accused of peeing on a passenger while onboard a Delta Airlines flight earlier this month. He has been cited for simple assault.According to a police report, Daniel Chalmers acknowledged having “a couple of drinks” before an overnight flight from Las Vegas to Detroit on October 12, reports the Charlotte Observer.Chalmers told police he was taking prescribed medicine, which he later admitted was a sleeping aid.The victim reports she “woke up feeling something warm on her body and when she looked up to her right, she observed Mr. Chalmers standing next to her shaking his exposed penis,” the police report states according to the Charlotte Observer. The victim then started screaming.A police officer was onboard at the time and asked the victim what happened.“He peed on me!,” she said, according to the report.The police report states Chalmers responded affirmatively that he peed on the woman, and said “I thought I was going to the bathroom.”Chalmers and his wife, Shara Lea Chalmers, lead “Love Wins Ministries” in Raleigh, North Carolina.They released a statement Tuesday that reads, "I want to sincerely apologize for my actions on this overnight flight. I took an Ambien for the first time to sleep well on my flight and had a terrible reaction. I want to please ask everyone for their forgiveness in this. A plan to raise San Diego's hotel tax to expand the convention center appears to be headed to the March 2020 ballot. The City Council voted 5-4 Monday to formalize its intention to place the tourist tax hike on next year's primary election. The measure, called "Yes! For a better San Diego," would raise the transient occupancy tax by as much as 3.25 percent per night, depending on location. Hotels closest to the heart of the city would see the tax rate increase the most. The revenue would fund a convention center expansion, homeless services and road repair. The council was split on its decision because voters passed Measure L in 2016. Measure L called for citizens initiatives to be placed on November general elections, when turnout is highest. However, the measure gave the City Council the option to move votes to different elections if it sees fit. It is still unclear whether the measure needs a simple majority or two-thirds support. The City Council is expected to formally place the tourist tax increase on the March ballot when it calls for the election in the fall. 1092

A possible partial government shutdown is only a hand full of days away with President Donald Trump and congressional Democrats locked in a dispute over border security with no resolution in sight.Funding expires for a number of key government agencies on December 21 at midnight. And while there is still time to avert a shutdown, so far the two sides have been unable to reach an agreement to keep the government open.The key sticking point is how much money Congress should allocate for the President's long-promised wall at the US-Mexico border. Trump wants billion, but Democrats are unwilling to agree to that and any spending bill needs bipartisan support to pass Congress, due in part to Senate rules requiring a 60-vote threshold to advance (Republicans control the chamber 51-49).If a shutdown takes place, it would be limited in scope. That's because Congress has already funded roughly 75% of the federal government through September 2019, including the Pentagon as well as the Departments of Health and Human Services and Labor.But that doesn't mean a partial shutdown just days before Christmas wouldn't be disruptive.There are still seven spending bills that need to be passed and funding is set to expire on December 21 for the Department of Homeland Security, the Justice Department, the Interior Department, the State Department, the Department of Housing and Urban Development and other parts of the government.In the event of a shutdown, some federal employees would be deemed essential and would continue to work, but their pay would be withheld until the shutdown is over.Other federal employees would be placed on furlough, meaning they would effectively be put on a leave of absence without pay. Congress could move to order that furloughed employees be paid retroactively after the shutdown is over, but that is not guaranteed.It is difficult to predict how a shutdown might play out and what impact it would have.But according to a fact sheet released by the Democratic staff of the Senate Appropriations Committee, more than 420,000 government workers are expected to work without pay if a partial shutdown occurs, including more than 41,000 federal law enforcement and correctional officers.The fact sheet, which outlines the projected impacts of a shutdown, estimates that the vast majority of employees at the Department of Homeland Security would be among those required to work without pay during a shutdown, including tens of thousands of Customs and Border Protection agents and customs officers.More than 380,000 federal employees would be placed on furlough, according to the fact sheet, including the majority of the staff at NASA, the National Park Service and the Department of Housing and Urban Development.An administration official told CNN that "If a lapse in appropriations were to take place, a majority of DHS activities would continue. A new political ad could be masquerading as an official correction to the sample ballots that hit mailboxes across San Diego.It's the latest swing in the fight over the state's recent 12-cent per gallon gas tax hike.The mailer, sent to two million Californians mail-in voters, is titled "Election Ballot **Correction**" and says the correct title for Proposition 6 should be "Gas Tax Repeal Initiative.”Proposition 6 is on the November ballot to repeal the state's gas tax increase and new vehicle registration fees. The state raised the levies last year to generate billions of dollars in infrastructure projects. Dave McCulloch, communications director for Reform California, which sent out the mailer, says the Attorney General's ballot language does not make that clear. It instead reads that Prop 6 "eliminates certain road repair and transportation funding...repeals a 2017 transportation law's taxes and fees designated for road repairs and public transportation."We sent out this mailer to make sure that everyone in California knows Prop 6 is the gas tax repeal," McCulloch said. "We know that when people discover that Yes on 6 means to repeal the gas tax, they're much more in favor of it because they realize what it is.”The Attorney General's office did not immediately respond to a request for comment. The mailer instructs voters to keep it with their sample ballot mailed to them. Thad Kousser, a political scientist at UC San Diego, said ballot language is often contentions. But he noted the gas tax increase has been so heavily covered that most people will associate with Prop 6. He says this mailer reinforces that. "When they get to their ballot on election day, they're not going to see repeal the gas tax," Kousser said. "They're going to see a proposal written legal language that says exactly what this bill does, which is it changes transportation fees and cuts funding for things." That mailer does include disclosures that it's not official and that Reform California paid for it.
