SAN DIEGO (KGTV): Wall Street set a record last week for the longest "Bull" run in US Stock Market history, topping 3,400 days of growth. Now, financial experts are saying it won't last forever and advising clients to prepare for a downturn."You have to expect at some point, we're due," says Dennis Brewster of SagePoint Financial. "I think everybody's almost forgotten, look at earlier in the year, how sharp the markets broke back in February. So it wouldn't be unusual to see any of those declines coming up later this year or early next year."Brewster says he doesn't expect anything as drastic as 2008, but he still says investors should take a few steps to safeguard their earnings and even make the downturn work in your favor.A lot of it, he says, depends on how close you are to retirement."When you look at the year to year returns, they're all over the board. When you look at the 20-30 year returns they're very close," says Brewster. "If you're younger and have 20-30 year horizons, the day to day gyrations are almost noise to you. But if you're getting closer to retirement or in retirement, then you have to be more careful."'Brewster looked up numbers from the S&P 500 for the last 20 years. He says someone who invested ,000 in 1998 would have lost about ,300 after the crash in 2008. But if they kept their money in until 2018, that same ,000 investment would now be worth more than ,000.He says older investors should be more conservative with their portfolios. Younger investors should increase how much they invest if the market falls, to take advantage of lower prices.As for when the correction could come, Brewster says it's too tough to predict. But he says to watch out for "triggering" events that could rattle the market, some of which may already be happening. Things like trade wars or the Federal Reserve spiking interest rates could be the kind of thing to end the Bull Run."It always goes higher than you think and lower than you think," he says. SAN FRANCISCO (AP) — A suspect was arrested in a 1970s-era killing in California after investigators used the same advanced DNA testing that helped crack the Golden State Killer case, authorities said Thursday.John Arthur Getreu, 75, was arrested on suspicion of sexually assaulting and strangling 21-year-old Janet Ann Taylor in March 1974, the San Mateo County Sheriff's Office announced.Taylor was last seen alive attempting to hitchhike from Palo Alto to her home in nearby La Honda. Her body was found along a busy street.Getreu was already in custody in Santa Clara County after being charged last year with sexually assaulting and strangling Leslie Perlov, another 21-year-old woman, in 1973.Investigators previously believed the killings of Perlov and Taylor were connected. But their cases had gone unsolved until DNA testing evolved enough to deliver credible results from the degraded DNA collected at both killing scenes.Authorities in both counties submitted DNA samples to the same publicly available DNA database used to identify Joseph DeAngelo, who authorities believe is the Golden State Killer.Getreu was linked to both killings after the testing connected him to both crime scenes, investigators said.In the Golden State Killer case, investigators used DNA from the attacks to locate a relative of DeAngelo then turned to traditional techniques to find the suspect.Authorities have linked the Golden State Killer to 13 attacks of women throughout California between 1974 and 1986."Law enforcement is not giving up on victims," Assistant San Mateo County Sheriff Gregory Rothaus said at a news conference on Getreu in Redwood City. (KGTV) - For 250,000 San Diego County students, school is not just access to education, it is access to food.“We know that for many many of our students, the stable meal they can rely on each day is that breakfast and lunch they can normally get at school,” said SDUSD Trustee Richard Barrera.There are food distribution sites across the county where families can pick up meals for kids while school is not in session. These services will continue through the summer. While thousands are taking advantage of the food distribution sites, not everyone can physically get to the locations, so there is a new state resource to combat that.Pandemic EBT, or P-EBT, is available to students who are eligible for free or reduced price meals at school. Families can apply and get 5 per child on a card that can be used like a debit card at grocery stores or online. The money stays on the card for a year. That number was chosen based on an estimate of how much it would cost to feed a child through the summer.With about a million households applying in the first week, Anahid Brakke with the San Diego Hunger Coalition said there has been a delay with signing up, so anyone interested needs to have patience during the application process. She said it's currently taking about three weeks to process and warned that phone lines are currently backed up, adding that it could take until the end of July to process everyone.“If you apply, if you leave a voicemail, if you send an email, they are making their way through all of that. They’re hiring new staff at the state, they’re extremely committed to making sure everybody who is eligible get their card,” said Brakke.Families need to apply by June 30. If there is more than one child in a family, all of the money will come on one card and the oldest child’s name will be on the card.Barrera mentioned some of the feedback so far has been caution from families who are worried about sharing their information.“Some of our families have called us and said is this some sort of scam? Is somebody trying to get my information? No. Take advantage of this program. It’s meant to support you and your kids,” said Barrera.He said SDUSD is communicating this information through robocalls, so families should not be surprised if they get a voicemail with this information.Leaders also encouraged everyone to apply because families could be eligible if a parent recently lost a job or took a pay cut.According to a release, P-EBT was authorized under the Families First Coronavirus Response Act of 2020 which allows for states to apply to the USDA to run a P-EBT program to meet children’s nutritional needs. SAN DIEGO, CA (KGTV) -- A debate is unfolding across the country, and right here in San Diego over how and when to reopen schools during this pandemic.With the new school year is quickly approaching, and the number of coronavirus cases continuing to surge locally, many teachers are left with concerns about opening their classrooms.The California Teachers Association (CTA), one of the largest teachers unions, urging state lawmakers to hold off reopening schools until it is proven to be safe enough."It is not reasonable for us to think that it’s safe for us to go back to schools," said E. Toby Boyd, the president of CTA who heard from teachers across the state. "We have to look at what is being mentioned in terms of the science, the facts, and how the disease is being spread."People are very afraid, very concerned because they either have underlying health conditions or someone in their household does," said Kisha Borden, the president of the San Diego Education Association (SDEA). "I'm hearing from educators of all ages who are very concerned about being put into an enclosed space, their classroom, with 25 to 30 children without the proper protocols in place."The San Diego Unified School District will start the 2020-2021 school year on Aug. 31 with an option of in-person or online distance learning.But, Borden said before teachers return, they have some demands."We're asking for at least a decline in cases over 14 days so that we're not bringing back large groups of people during a time when we're seeing an increase in cases," she said.The union would also like to see widespread, accessible, and frequent COVID-19 testing of students, staff, and parents when necessary, and fully-funded doctor recommended prevention measures.The district has listened to the union's concerns, and Borden said, after the latest meeting, she's feeling hopeful."I'm encouraged, the last statement that came from the district said that they'd like to meet with health professionals, they'd like to meet with public safety experts and really come up with clear medically proven guidelines and timelines around what is going to be necessary to bring students and staff back into our classrooms," she said.SDEA sent ABC 10News the following statement 2261

SAN DIEGO (KGTV)- Hundreds of volunteers, from all over the state, are in San Diego for Governor Gavin Newsom’s emergency preparedness campaign. It’s called “California For All.” The campaign is designed to help emergency responders during wildfires and other disasters. California For All campaign is bringing together 600 volunteers. The Community Emergency Response Teams, also known as CERT, is on a mission to help prepare people in the community in case of a natural disaster.CERT members are also trained to assist first responders. “It’s an opportunity for community members to learn basic skills to prepare their community to respond, in case of a major disaster or any event, where the actual true responders can’t get there on time” Dore Bietz. Governor Gavin Newsom and legislators came together to make a million commitment to the campaign. A video message from the governor was played during today’s session. CERT members also help engage diverse and socially vulnerable communities during times of need. “It is very difficult for first responders to come in when there is a language barrier,” says Bietz. CERT is a FEMA- recognized program. Members suggest every household should have a plan in case there is an evacuation in their area. 1265
