The Port of San Diego this week approved a 10-year lease with the owners and operators of Carnitas Snack Shack, Broken Yolk, and Little Italy food hall to open a new kind of restaurant at Seaport Village.The new restaurant, which will be on the east end of the property, will have a "Sam the Cooking Guy" concept. Sam Zien, also known as Sam the Cooking Guy, is a celebrity chef who aims to make cooking more down-to-earth, using ingredients that come from the everyday supermarket. However, that project is still at least five to seven years away. In the last year, the Port has invested more than million to bring new events and freshen up the center - including creating art spaces and a podcasting studio. SAN DIEGO (KGTV) -- A man with San Diego ties who worked for the U.S. government is accused of drugging and sexually assaulting multiple women, according to federal court documents.An FBI spokesperson confirmed Brian Jeffrey Raymond was arrested in La Mesa earlier this month.The arrest was first reported by The Daily Beast.Team 10 learned his arrest on October 9th took place in the parking lot of a La Mesa gym. Currently, he faces one charge related to sexual assault, but prosecutors said he is under investigation for crimes against 21 other women.Raymond, who most recently worked for the U.S embassy in Mexico City, had worked for the government for 23 years."For years, he has exerted power and control over unconscious women, undressing them, sexually assaulting them, photographing them, and recording them without their knowledge or consent," prosecutors wrote in court documents. They called him an "experienced sexual predator."He is currently at the Metropolitan Correctional Center in downtown. In a hearing this week, he was ordered to be transferred to Washington D.C. The investigation showed in May 2020, police in Mexico City responded to Raymond's apartment to reports of a "naked, hysterical woman desperately screaming for help." The woman said she met Raymond on Tinder. Their date eventually led to his apartment, where they ate snacks and drank "from a wine glass [Raymond] provided in his residence," documents showed. The victim said she suddenly blacked out. A sexual assault examination showed several injuries.On Raymond's devices and iCloud, investigators said they found approximately 400 photos and videos, some dating back to 2011. They showed at least "21 different unconscious women." Some of the women were fully nude.Law enforcement said they found his internet searches included "passed out black girl," "deep sleep," and "Ambien and alcohol side effects."The alleged assaults took place from Mexico City to Virginia, according to prosecutors. Raymond's parents live in La Mesa. Documents showed he moved back to their home in June after he resigned from his job. In an interview with federal agents, his parents said "they feel like they do not know their son" and were surprised when he came to visit. Prosecutors said his behavior was escalating, even after his arrest. A week before he was arrested in La Mesa, they said Raymond met another women who could only remember small fragments of their sexual encounter.Raymond's attorney did not return Team 10's request for comment. 2531

Duncan Hunter’s attorney to the United States Deputy Attorney General discussed possible evidence of extramarital infidelity and excessive drinking.On August 6, Hunter attorney Gregory A. Vega wrote to Rod Rosenstein at the Department of Justice requesting the postponement of this week's campaign fund misuse indictment, and addressed “an overly aggressive prosecution intent on criminalizing content that is civil in nature”.“While there may be evidence of infidelity, irresponsibility, or alcohol dependence, once properly understood, the underlying facts do not equate to criminal activity; these allegations are, however, intended to embarrass and humiliate the Congressman shortly before a crucial election, and also to alienate him from his wife, the only other person under investigation and his intended co-defendant,” wrote Vega.Prosecutors allege the Hunters used more than 0,000 in campaign funds to support a lavish lifestyle and reported the purchases as campaign expenses.The affidavit detailed money spent on hotel rooms for different individuals and various social outings, including one involving 30 shots of tequila. SAN DIEGO (KGTV) - A new camera system along the west coast helps firefighters pinpoint wildfires faster. ALERTWildfire has officially launched the first 70 cameras in Southern California including 15 here in San Diego. There are 160 total cameras along the west coast in Washington, Oregon, Nevada and California. UCSD Geosciences Professor Neal Driscoll has worked for two years as the co-developer for ALERTWildfire. Driscoll tells 10News, "they form this network, we can triangulate and we can actually locate the fire so we can give this ignition point to the first responders". Driscoll hopes to see ten times the number of cameras installed in five years. For him, it's more than just new technology, Driscoll says it's a faster way to protect buildings and people caught in wildfires, "in the old days wed have to send out engines or aircraft". Now, fire crews will be able look at the cameras online to see how sever the flames are before calling rigs to the scene. "We can scale our response up or down from the information on the camera". ALERTWildfire is funded by utility companies including SDG&E as well as Southern California Edison. 1162
