A highly anticipated audit of the city's water-billing practices could be delayed. City Auditor Eduardo Luna made the comments Thursday at the city's first public hearing after hundreds of residents complained about mysteriously high water bills. "Some of the key billing data that we're looking for may be delayed, they're looking about providing that to us in about two months, which could potentially have an impact when we complete this audit," Luna said. The city's environment committee - which includes four City Council members - held the meeting in order to question public utilities officials over the water bills.San Diegans have complained for months about spiking bills - some more than ,000. A changing of the seasons has ushered in a change of a different kind for day cares across the country.Father Stephen Lundrigan has overseen Annunciation Parish for the last three years. For the last three decades, the church here has run The Caring Place, a day care that has seen generations of children come through.“It’s developed a tremendous amount of trust with the families that have sent their children there,” he said. “That’s evidence by children who have gone there end up sending their children.”But in two weeks, the playgrounds at The Caring Place will no longer be filled with kids, because the day care is closing.Day cares across the country are facing similar hardships.Most had to shut down during the spring. Unlike schools, they couldn’t provide care virtually. Day cares that have reopened have seen enrollment numbers plummet, as many parents who are working from home and don’t need child care.With nearly 18 million Americans also out of work, some families simply can’t afford daycare anymore.“I’s not just about business. If we could run it at a ,000 loss, we would, but we can’t,” said Father Lundrigan.By some estimates, a staggering 50 percent of child care providers throughout the country could close permanently by the end of the year.Capacity limits due to COVID-19 safety procedures have limited the total number of kids many places can care for. U.S. day cares also lack any kind of public funding.“Even before the pandemic, parents were struggling to afford and find child care, and this may make that worse,” said Elizabeth Davis, an economist with the University of Minnesota.Davis says without some kind of federal aid, an untold number of day cares nationwide will permanently close, and it could have long-term impacts on families and the economy.“It’s shown us how important child care is to our modern economy and it’s part of the infrastructure, and so yes, this is a sector that needs some of that support,” Davis explained.It’s just another layer of uncertainty as families try to navigate the pandemic. 2062

A huge fundraiser to support both students and historically black colleges and universities has decided to go virtual this year. United Negro College Fund says now, more than ever, help is needed to not only keep students applying, but to keep them enrolled in school.Even as a kid, Velvet Gunn was always singing, dancing, writing and painting. She owes that support to her mom, who she says would let Velvet follow her every whim. “She’s extremely happy that I got my degree but also that I’m getting paid for my art!” Gunn said.Gunn calls herself a "creative freelancer." “I taught theater for 10 years, I paint, I sing, wherever my creativity brings me, I do graphic art, I do web design," Gunn said. But, getting to where she is today wasn't easy. “When I went to college or was deciding to go to college I knew I wanted to do something in the arts, I had the talent and the determination, but I didn’t have the money," Gunn said.She had her eye on Lane College in Jackson, Tennessee. They were going to give her just the right amount of money for her to attend. Things were going well, until her junior year when she ran out of money. “I went on the website, I had heard of UNCF before but I had never gone on the site until my junior year. And they saved me. It was so easy, it was personal," Gunn said.Right on time, the funding came in and Velvet was able to graduate. Now, she uses her degree to support herself and her art. Brian Bridges, Vice President of Research and Member Engagement at the United Negro College Fund says stories like Velvet's are what drive the organization to continuously look for support. Since 1944, the organization has helped over 500,000 students get an education, and raised over billion dollars for students and colleges.“To hear some of these students, their testimonials sometimes, teary eyed, telling stories how they wouldn’t have gone to college without the UNCF scholarship or how they didn’t have an idea where their life might have gone or given the background they came from this would be transformative simply because of the scholarship UNCF gave them," Bridges said.UNCF surveyed more than 5,000 students across their member institutions to understand how the pandemic was affecting them. The results were disheartening. “Over half said their financial stability had declined during COVID-19, 40 percent said mental well-being had declined and those were 2 and 3 times more likely to want to transfer to be closer to home to help their family,” said Bridges.And he says, while some reported mental improvement, their responses said otherwise. "Those stories are heartbreaking. 'I don’t know where my next meal is from, everyone in my household is unemployed, I’ve had to take on 50 hours of work in a hospital rife with COVID and it’s a mental strain on me.'”The organization's annual Walk for Education is one of the many fundraisers that supports students. This September 19th, the walk will be virtual. They're urging people to participate any way they can.“Whether they want to walk, run, walk, bike, dance, we encourage any type of activity along with the support that would come with that in order to participate in the walk and be supportive of UNCF," said Bridges.He says he wants people to know that all the money they raise goes to support students and the schools they attend. That money supported students like Velvet, who says she'll do anything for UNCF.“Every time UNCF has something or is needing someone I’m like 'let me know, I will scream to the heavens and let people know about what you all do,'" Gunn said. 3593

A bystander video shows the moment a demonstrator was hit by a Sacramento County Sheriff's deputy's vehicle Saturday night as people protested the shooting death of Stephon Clark.The collision happened during a vigil as a woman carrying a "Stephon Clark Rest in Power" sign walked in front of a sheriff's vehicle and motioned the driver to stop, according to a video from the National Lawyers Guild Legal Observers obtained by CNN.The deputy then drove away, said Guy Danilowitz, a legal observer who recorded the video."The vehicle accelerated and struck her, accelerated very fast and struck her violently and she fell to the ground," Danilowitz said."It was a very fast acceleration, not the way you would move with people around," he added.The woman suffered minor injuries and was taken to a hospital, according to the Sacramento County Sheriff's Department.About eight seconds before the collision, a deputy inside the sheriff's SUV could be heard on a loudspeaker repeatedly telling protesters to "back away from my car."The Sacramento County Sheriff's Department said protesters approached the vehicles and "began yelling while pounding and kicking the vehicles' exterior.""The collision occurred while the patrol vehicle was traveling at slow speeds," said Sheriff's spokesman Sgt.
