TAIPEI, Dec. 17 (Xinhua) -- Procedures of cross-Strait talks had become more "simplified" and the results "more tangible" after five talks over the last two-and-half years, said chairman of the Taiwan-based Straits Exchange Foundation (SEF) Friday in Taipei.Chiang Pin-kung told a press conference that the Chinese mainland and Taiwan were expected to sign a medical and health cooperation agreement at the upcoming talks between the SEF and the mainland's Association for Relations Across the Taiwan Straits (ARATS), scheduled Tuesday.Regarding a cross-Strait investment protection agreement, he said the two sides had "reached a preliminary consensus" on it, but still needed time to further exchange views since it was "complicated" and "concerned a wide range of issues."The investment protection agreement is an important part of the follow-up negotiations after the cross-Strait Economic Cooperation Framework Agreement (ECFA) took effect in September.Chiang said the SEF and the ARATS would "continue to discuss" it in order to reach a deal as soon as possible, as "it is related to people's interests."The talks will be the sixth round since the two organizations, authorized by the mainland and Taiwan to handle cross-Strait affairs, resumed negotiations in June 2008 after an 11-year suspension.About 560 reporters, including more than 400 from Taiwan, 60 from the mainland, as well as those from Hong Kong, Macao and foreign countries, will cover the event.Chiang said a mainland delegation, led by the ARATS executive vice president Zheng Lizhong, was scheduled to arrive in Taipei on Sunday and would hold a preparatory negotiation with SEF vice chairman and secretary general Kao Koong-lian, to decide the agenda of the talks.ARATS president Chen Yunlin and his wife are expected to arrive in Taipei Monday morning. UNITED NATIONS, Nov. 16 (Xinhua) -- China's UN Ambassador Li Baodong on Tuesday expressed hope for a "peaceful, free, transparent and fair" referendum to be held in south Sudan early next year."The south Sudan referendum is a key step in the implementation of the Comprehensive Peace Agreement (CPA), but it is not an end in itself," Li told a high-level meeting of the UN Security Council here."We hope that the referendum will be held in a peaceful, free, transparent and fair manner in accordance with the CPA and reflect the will of the Sudanese people, and that the outcome of the referendum will be respected by all parties."The ambassador urged the northern and southern Sudan to "try their utmost to expedite the preparations for the referendum," and called on the international community to create favorable conditions for the referendum, "but not to prejudge its outcome.""Neither party must take unilateral actions," he stressed. " Whatever the outcome of the referendum, it is necessary to ensure the overall peace and stability of Sudan and the whole region."The Chinese envoy also expressed concern about "the serious lacking behind of the political process" in Darfur, which poses the "most prominent challenge" for the settlement of the question of Darfur.He urged those Darfur parties that have yet to join the political process to do so immediately and without conditions.Li announced that the Chinese government has decided to make an additional donation of 500,000 U.S. dollars to the UN Trust Fund for the political process in Darfur.

HANGZHOU, Nov. 19 (Xinhua) -- Rescue efforts are continuing to save a worker trapped 18 meters under sea surface for almost 18 hours in Jiaxing Harbor, east China's Zhejiang Province, local authorities said.The worker, 43, surnamed Fan from central China's Hubei Province, was stuck at the bottom of a steel shielding canister in which he was working at 9 a.m. Thursday. The shielding canister deformed under sudden increase of hydraulic pressure from flood tide, according to local media report.The shielding canister, a part of an offshore platform, is one meter in diameter. Fan was working at the bottom of the canister that joins a cement column when the incident happened.Rescue staff said, "We are making slow progress because of complex geological conditions. The deformed section, about two to four meters under the sea surface, has been squeezed to only 3cm wide at the narrowest part."Thankfully, the shielding canister has not fractured, though seriously deformed.Rescue workers have decided to cut the cement column off the seabed to lift the shielding canister.Rescue efforts started at 10 a.m. Thursday. Food, including ham sausages and drinking water were supplied to the worker, through a flexible pipe. Fan asked for some cigarettes.Fan's family members have arrived at the site, praying for him at the bank.
