An emergency bill in California will continue the state's moratorium on evictions for nonpayment, but evictions could resume in February.The deal, reached Friday, will avoid what some had dubbed the eviction cliff that was set to begin Sept. 1. That was when the Judicial Council's order stopping courthouses from taking nonpayment eviction cases was going to expire. This bill, called the COVID-19 Tenant Relief Act of 2020, does two major things to protect tenants:1) It converts unpaid rent from March 1 to Aug. 31 to civil debt, meaning a tenant cannot be evicted for nonpayment. Instead, that person can ultimately be taken to small claims court. 2) It prevents eviction of tenants who pay at least 25 percent of their rent from Sept. 1. to Jan 31, 2021. If a tenant pays at least 25 percent, the rest would be converted to civil debt. Otherwise, a landlord can begin eviction proceedings Feb. 1, 2021. Gov. Newsom announced the deal Friday, saying he would sign the bill once it reaches his desk. The Southern California Rental Housing Association expressed major concerns about the legislation, saying it does not protect against financial ruin for landlords. In a statement, it said the bill doesn't provide rental income assistance, and does not guarantee landlords will ever get the money they are owed.The bill requires a two-thirds vote, and is expected to be taken up in both houses of the state legislature Monday. 1437

As Fire Chief John Alston Jr. spoke to reporters in New Haven, Connecticut, about a spate of drug overdoses on Wednesday, he heard shouting coming from behind him."We're getting another call of a person," Alston said.He quickly helped coordinate the response, and then returned to the microphone.That scene occurred the same day that 76 people were believed to have overdosed on some form of K2, or synthetic marijuana, officials in New Haven said. Officials responded to 19 additional reports of overdoses on Thursday, bringing the total to 95 cases, according to Rick Fontana, New Haven Emergency Operations Director.Almost all of the overdoses occurred in New Haven Green, a large park in the city's downtown.On Wednesday, 72 people were transported to the hospital and four people refused treatment, according to Fontana.There have been no deaths from the spate of overdoses. An Ohio woman is filing a lawsuit against the Montgomery County Jail claiming excessive force was used against her.Marsha Pate-Strickland is suing the Montgomery county jail for this video-tapped incident.It happened back in 2015.Pate-Strickland says it all began when she asked a corrections officer at the jail if she could exchange her juice for milk.In the video, you can see the officer grab her and slam her to the floor.Pate-Strickland said she complained that her arm and shoulder were injured. But she refused medical attention.Now she claims she has permanent and debilitating injuries.Officials with the Montgomery County jail have not commented on the lawsuit. 710
