SAN DIEGO (KGTV) -- A water contact closure was extended Sunday to include the Silver Strand due to flows from the Tijuana River. According to the county, a water contact closure was issued Saturday for Imperial Beach. The closure was extended north to include the Silver Strand. “Sewage-contaminated runoff in the Tijuana River has been entering the Tijuana Estuary as a result of recent rainfall,” the Department of Environmental Health said. SAN DIEGO (KGTV) — An arrest has been made in the death of a teenager found dead in a Rancho Bernardo street last March.San Diego Police say Angel Ramirez, 19, of Escondido, was arrested Wednesday in connection with the death of a 16-year-old male on March 7, 2019.The teenage victim was found just before midnight lying in the middle of the street in the 16800 block of Cresta Dr. Police said despite life-saving efforts, the teen died at the scene. Based on the evidence collected, it appeared the teen had died as a result of a traffic accident.RELATED: Man found dead in middle of Rancho Bernardo streetThe Medical Examiner's officer, however, ruled the teen's death as a homicide and not caused by a traffic incident. Police didn't elaborate on the cause of death.Investigators say their case led to the identification of Ramirez, who was arrested and charged with first degree murder. SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too.
