CARLSBAD, Calif. (KGTV) - Tuesday night a teen was seen on camera stealing a decoration right off a home's walkway. The Klus family moved to Bressi Ranch three months ago, from Boston, and were thrilled to become part of the neighborhood tradition."I'm totally blown away I had no idea it was this extensive and this creative and it's incredible the scenes of it come up with the kids are loving it," Visitor Amanda Alcorn said."When we moved here the kids were super excited super pumped to be included in the decorating," Nora Klus said. She has a daughter in 5th grade and a son in 2nd grade. They transformed their entry into Skele-topia, a night at the movies.Wednesday morning she noticed something was wrong. She looked at the footage on her Ring Neighbors App from the night before, "I saw a few, it looked like teenagers, and then the last one in the group just snatched our little decoration.""My son was crushed, he was like why would anyone do that?" She said. The same question posed in other neighborhoods where similar thefts, like a beloved cat decoration in Carmel Mountain, and pumpkin smashing happened all over the county.Klus flipped her theft into a teachable moment, "We talked about stealing and, you know, what they would do if they were with friends who want to steal something.""You just hate that someone would sort of diminished from that, take away from all the time and money put into it," Alcorn said. Both Alcorn and Klus hoping the thief has a change of heart. "I hope that we can kinda just move forward and maybe that little person who took that will return it to us," Klus said.Klus put up a sign right next to where the decoration was replaced, reading, "Smile, you're on camera" hoping to deter potential thieves. 1801

CARLSBAD, Calif. (KGTV) - The purchase of a dream home nearly turned into a nightmare for a Carlsbad family, as they narrowly avoided a costly escrow scam.In late July, Greg Shoman and his wife were just days from closing on a four-bedroom home when he thought he got an email from his escrow officer with wiring instructions for the down payment to be sent that day. In the email, the escrow officer said she was busy and could only talk by email, before sending him a calculation of the closing costs. "You see so many emails and documents during the process, and you start to become numb to it ... Everything on the email - from the masthead to the signature - looked like the emails we had been receiving from the escrow company during the process," said Shoman.Shoman went to his bank to wire the money. His bank happened to be the same bank the money was to be transferred to, and the bank confirmed the routing number matched a non-business account in Wisconsin, not a California escrow company. After a call to the real escrow company, he learned the emails were fakes."Surprised and angry, and then ultimately relieved you didn't give away several hundred thousand dollars," said Shoman. Shoman isn't alone. According to the FBI, Americans lost 0 million to real estate fraud last year. In many cases, the scammer identifies pending home sales through the MLS and real estate sites and hacks the emails of someone involved in the sale, before sending out false wiring instructions."Be aware, be vigilant, and call your escrow company. Don't be afraid to triple check," said Shoman's realtor, Ilana Huff of Pacific Sotheby's.Shoman says the FBI is investigating his case. He says a closer look at the emails revealed the email address in the scam message was different from the email address of the real escrow officer. 1838

CARLSBAD (KGTV) -- A slope in Carlsbad is moving, affecting a senior community on top of it. The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said the city did not fix the problem properly in the first place. “The city actually knew that there was an ancient landslide at this location and rather than make the developer make a more expensive repair, they allowed the developer to put in a subsurface buttress made of soil, but in recognition that that wasn’t the best repair,” French said. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. In the indemnity agreement, French said it required the developer to fix any problems for up to 10 years after the community was built. Camino Hills was built in the mid-1980s and the developer is now out of business. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. This is where I’m going to be until they carry me out of here,” Stout said. However, if residents are forced to pay for street repairs, she would have to sell.“I would be one of the ones that would have to leave and that would make me very sad,” Stout said.Nobody with the City of Carlsbad would agree to an on-camera interview. CAMP PENDLETON (CNS) - The commander of I Marine Expeditionary Force today relieved from duty the commander of a landing team involved in a training accident that killed nine young servicemen in the ocean near San Clemente Island last summer, the Marine Corps announced. USMC Lt. Gen. Karsten Heckl removed Lt. Col. Michael Regner from his post as commanding officer of Battalion Landing Team, 1st Battalion, 4th Marine Regiment, 15th Marine Expeditionary Unit ``due to a loss in trust and confidence in his ability to command'' following the sinking of an assault amphibious vehicle about 80 miles west of Encinitas.``Although the command investigation (into the accident) has compiled a substantial amount of information and data which formed the basis for Heckl's decision, it is still ongoing as the Marine Corps continues to investigate, assess all relevant information and take appropriate actions,'' I MEF public affairs advised in a prepared statement. The amphibious troop-transport vehicle carrying the Camp Pendleton- based personnel -- seven Marines and a Navy sailor, ranging in age from 18 to 22 -- foundered for unknown reasons about 5:45 p.m. July 30 during a maritime training mission and went down in water nearly 400 feet deep. Seven other members of the crew survived. The naval Undersea Rescue Command recovered the victims' remains from the sea floor eight days later. The Marine Corps has not released an official determination of the cause of the accident. 1485
