WASHINGTON, D.C. — Federal officials say the key component to getting the COVID-19 vaccine distributed across the country will lie in the hands of states, with help from major pharmacy chains, like CVS and Walgreens.“We want to replicate what the experience you have with the flu vaccine — convenient to you, a tried-and-true system that we do hundreds of millions of vaccines through every year,” said U.S. Health and Human Services Secretary Alex Azar. “That's the backbone of the approach we're taking.”Yet, if flu vaccine rates are any indication, that backbone may not suffice.Dr. Eric Schneider is with The Commonwealth Fund, an independent organization that studies health policy. They recently delved into previous vaccination rates to see how it might unfold for COVID-19.“Our health care system does well at developing new technologies like these vaccines, which are really quite amazing, scientifically speaking,” Dr. Schneider said. “But we don't do as well at making sure those technologies are distributed to the people who need them most. And we're seeing that in the prior vaccination experience, and I’m worried we will see that with COVID-19.”What did they find?A mere 51% of Americans got the flu vaccine last year and only 38% got the H1N1 swine flu vaccine 10 years ago, which had a similar vaccine development timetable and pressure to COVID-19.Those low vaccination rates matter because in order for the COVID-19 vaccine to create herd immunity in the U.S., between 70 and 90% of all Americans will need to get vaccinated.“The concept of herd immunity really is developed out of vaccination programs because the question is ‘What proportion of the population needs to be vaccinated to prevent the circulation of a virus in the population?’” Dr. Schneider said.Just getting that shot could vary depending on where you live, as the federal government is leaving that up to each state.“That's going to be up to the nation's governors as they prioritize within their states,” HHS Secretary Azar said.However, Dr. Schneider said that in order for the states to pull it off, they are going to need federal help.“States are in incredible difficulty right now with their budgets and they need federal support,” he said. “Congress is considering a federal rescue package. WASHINGTON, D.C. — The constellation of polling places across the country forms the backbone of voting in America. Yet, with about 117,000 of them, it doesn’t always run smoothly.“Some of them are commonplace situations, folks who may not know what ID they need to vote,” said Izzy Bronstein, campaign manager with the nonprofit, nonpartisan organization Common Cause.Common Cause is one of several organizations banding together for the nonpartisan effort Protect the Vote to ensure every vote gets counted in the 2020 election.“There are a number of problems we expect this year,” Bronstein said.Among the potential issues: confusion over mail-in ballots, early voting dates, whether ballot witnesses are needed and what polling sites are open, as well as the potential for voter intimidation. Fear of that is rising on the heels of President Donald Trump saying at the first presidential debate, "Go to the polls and watch very carefully."With all of that in mind, Protect the Vote is recruiting thousands of volunteers across the country – 20,000 signed up so far – to be on hand at polling sites to answer voter questions. They will also help get them in touch with attorneys – from the Lawyers Committee for Civil Rights Under Law -- through a nationwide hotline, so they can assist a voter if they run into trouble casting a ballot.“We know that this is a big election with a lot of at stake,” said Suzanne Almeida of Common Cause PA, which is heading up the effort in the battleground state of Pennsylvania.Almeida is quick to point out that their volunteers are not poll watchers, which are people usually affiliated with a particular candidate.Instead, volunteers with Protect the Vote are called poll monitors and are non-partisan.“It is even more incumbent on us, particularly wearing our nonpartisan hat, to make sure that the election runs smoothly, because we know that folks are going to be looking carefully at the results in Pennsylvania,” Almeida said.Other battleground states, like Florida and Wisconsin, can also expect an election spotlight since there have been election-related issues there in the past.“It's about making sure that every voter gets their ballot counted and their voice heard in our democracy,” Bronstein said. “And that's really something we can all come together on.”If you run into any issues while voting, Protect the Vote has set up a nationwide hotline, staffed by attorneys from the Lawyers Committee for Civil Rights Under Law. WASHINGTON, D.C. – The U.S. Postal Service has launched a new website to help Americans vote by mail in the November general election.The USPS announced the creation of usps.com/votinginfo Friday, saying the site is meant to provide the electorate with clear and concise information about voting by mail.The website is also meant to help election officials as states choose to expand mail-in voting options for the upcoming elections, so that voters don’t have to risk contracting the coronavirus at the polls.For domestic voters, the website provides direct links to federal election resources as well as links to state-specific resources. For overseas and military voters, the new site provides additional information, including links to resources supporting their election participation.The site also highlights what the USPS views as the most critical information for voters who opt to vote through the U.S. mail: that, in requesting or casting a mail-in ballot, they not only must comply with their local jurisdictions’ requirements, but also should start the process early.To allow sufficient time for voters to receive, complete and return ballots via the mail, the USPS strongly recommends that voters request ballots at the earliest point allowable, but no later than 15 days prior to the election date.The Postal Service also recommends that voters mail their ballots at least one week prior to their states’ due dates to allow for timely receipt by election officials.Voters should contact their local election officials for further information about deadlines and other requirements.The USPS says it remains fully committed to fulfilling its role in the electoral process and can handle the anticipated increase in election mail.“Election officials and voters are being asked to be mindful of the Postal Service’s established delivery standards and consider how the mail actually works, so that voters have adequate time to request, receive, complete and send their mail-in ballots,” wrote the USPS in a press release. “The Postal Service will continue to do everything in its power to efficiently handle and deliver Election Mail, including ballots, in a manner consistent with the proven processes and procedures that have been relied upon for years.” 2273
