SAN DIEGO (KGTV) - The Gaslamp Quarter Association has plans to turn a section of Fifth Avenue into a pedestrian friendly promenade. The section affected would be from Broadway down to L Street, where the Convention Center is located. The change could help during big events like the week of Comic-Con and holidays like Halloween. “It’s kinda mayhem,” says Michael Carbone, director of the Chuck Jones Gallery. “As far as trying to get from one block to the other, it could take you 15 minutes.” Carbone says while he loves the crowds during Comic Con, the rent is so high downtown, his gallery is moving to Little Italy.Some suggestions under consideration, according to the GQA: putting in street furniture, plants, local art sculptures or murals and entertainment venues. “Well, the safety factor is you can just stroll, you don't need to look out for cars, and we don't allow bicycles either,” said Sue Meek, a tourist from Scotland who says similar areas function well back home. SAN DIEGO (KGTV) — The City of San Diego could go to court to invalidate a landmark pension reform measure that voters overwhelmingly supported in 2012.The City Council is expected to meet in closed session the week June 10 to decide whether to ask a judge to throw out Measure B. The measure switched most new hires from pensions to 401(k) style retirement plans. More than 65 percent of San Diego voters supported Measure B in 2012. The problem, however, is that the measure got to the ballot via a citizens initiative, but then-Mayor Jerry Sanders campaigned on its behalf. Labor unions challenged the initiative in court, contending the mayor's involvement meant the city needed to meet and confer with them. The state Supreme Court agreed, and an appellate court ordered the city to make its employees whole, plus pay them 7 percent interest. The courts, however, did not invalidate Measure B, instead directing the city to work out a compromise with the unions. On Thursday, City Councilman Scott Sherman and former Councilman Carl DeMaio held a news conference pushing the city to protect Measure B."Right now we are being asked to go against what our bosses told us, and I don't think we should do that," Sherman said, adding that the city spends 0 million a year now meeting its minimum pension obligations. DeMaio said he would work with a coalition to go to court to protect Measure B. "I'm talking about putting the City of San Diego back on the brink of bankruptcy, let alone telling voters that they don't have a say on where their tax dollars go," he said. Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. SAN DIEGO (KGTV) - The biggest auto theft scheme in San Diego history has come to an end. District Attorney Summer Stephen announced Thursday that more than 100 vehicles were stolen though identity theft and fraud dating back to 2016. Investigators say the ringleader, 34-year-old Bryan Orr, created shell companies and used more than 20 co-conspirators to help him steal cars using identity theft and fraud. The items stolen ranged from high-end luxury vehicles to RVs and jet skis. "They would create fake lines of credit, fake credit histories, fake documents so that they could use it in their schemes," said CHP Captain James Portilla. "He would create fake websites so if an institution wanted to verify info on a loan application they would look like there was a legit business."In one scam, a straw buyer would purchase and finance a new vehicle. Thereafter, the auto loan would be paid in full by other co-conspirators. Once the title to the vehicle was sent to the purchaser, the vehicle would be immediately re-sold. Once the sale proceeds were secured, the individuals who made the payments would falsely report the fraudulent use of their bank accounts, leading financial institutions to refund the payments that had been made on the vehicles. Immediately the funds were withdrawn and passed on to Orr, investigators said.“As newer vehicles become equipped with effective anti-theft technologies, traditional methods of stealing vehicles are not as effective,” said Portilla, “As a result, we have seen an increase in vehicle theft using a variety of fraud schemes.”Another fraudulent scheme involved the purchase or return of “merchandise” between the various shell companies. Once the seller withdrew the proceeds from the transaction, the buyer would dispute the purchase and receive a provisional credit from the bank. Similar to the vehicle purchase scheme, upon receipt of the refund, the funds would be withdrawn immediately or used to make fraudulent purchases with other “shell companies.” Orr used the shell companies to steal in excess of .5 million from banks during this time period, prosecutors said.Orr has no criminal history and is still in custody on million bail. If convicted, he may face up to 100 years in prison.While 21 people face charges, six of them are still wanted in this case. 2334
