SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) — Days after pleading guilty to misusing campaign funds, Congressman Duncan Hunter has announced he will resign from Congress.Hunter, who represented the 50th District, pleaded guilty Tuesday to a federal charge of conspiracy to misuse campaign funds for personal use. Though after the plea, it wasn't clear if the embattled Congressman would resign.“Shortly after the Holidays I will resign from Congress. It has been an honor to serve the people of California’s 50th District, and I greatly appreciate the trust they have put in me over these last 11 years," Rep. Hunter said in a statement Friday.RELATED: Rep. The timing of his decision now leaves the door open for Gov. Gavin Newsom to leave the seat vacant until after the 2020 election. Newsom can also still choose to proceed with a special election or consolidate the special election with a regularly scheduled election, such as the March 2020 Primary.Under California law, Newsom has 14 calendar days after a vacancy occurs to call for a special election, which must then be held within 140 days. Our goal is to always line them up with existing elections to the extent legally possible."The San Diego County Registrar's Office tells 10News the longer Hunter waits, the more complex it could make the March election process.The Congressman said earlier this week he had decided to take a plea deal for the sake of his family. Hunter's wife and former campaign treasurer, Margaret, has already admitted to her role in the finance scandal and faces five years in federal custody and a fine of up to 0,000. Supposed campaign-related events were planned around the family outings to justify using the funds. He and his wife were facing criminal charges including wire fraud, conspiracy and falsification of records ahead of a Jan. 22 court date.Before changing his plea, Hunter continued to maintain his innocence and accused the U.S. Attorney's Office of making a politically motivated case against him, saying two prosecutors were supporters of then-Democratic presidential frontrunner Hillary Clinton.Hunter had planned to seek another term in the November 2020 election. He was re-elected last November with 51.7 percent of the vote despite being indicted in the case just three months prior.Hunter, a Republican from Alpine, was first elected in 2008. SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. The six-week long study begins on Monday, March 19.Those interested can view real-time results of the study here. Now, does that mean you’re going to be compensated for them? Probably not," said Mike Bomberger with Estey & Bomberger. "Most scooter operators don't have insurance to cover them for the operation of the scooter."While scooter riders must have a driver's license, they are not required to have insurance. SAN DIEGO (KGTV) -- Chief Border Patrol Agent Douglas Harrison apologized Wednesday after a binational garden at the border was bulldozed. Harrison said on Twitter he met with Friends of Friendship Park and apologized for the “unintentional destruction of the garden.”“The original intent was to have the garden trimmed. We take full responsibility, are investigating the event, & look forward to working with FoFP on the path forward,” Harrison continued.
