SAN DIEGO (CNS and KGTV) - San Diego's City Council voted 6-3 Tuesday night to place restrictions on sleeping and living in vehicles on city streets and parking lots.The vehicle habitation ordinance goes into effect immediately and restricts people from living in their vehicles anywhere within 500 feet of a school or residence. It also places an overnight ban between from 9 p.m. to 6 a.m. anywhere in the city, with the exception of approved lots. According to a news release from the city, the ordinance aims to address illegal dumping, public urination and drug use on city streets and in parking lots. “We are creating a balance that provides opportunities to those in need while protecting our neighborhoods from behavior that creates unsanitary conditions and hurts quality of life,” Mayor Faulconer said. “If you want to work toward finding a permanent home, we have programs that can help. We will not allow the proliferation of ‘van life’ culture that takes advantage of San Diego’s generosity and destroys community character.”The ordinance will be enforced using criteria including sleeping, bathing, meal preparation, grooming items and containers of human waste. SAN DIEGO (CNS) - A 22-year-old man was fatally stabbed during a fight in the College Area, police said Thursday.The stabbing was reported shortly before 7:35 p.m. Wednesday at a home near 71st Street and Mohawk Street, about two blocks north of El Cajon Boulevard, San Diego police Lt. Matt Dobbs said.Officers responded and found a man suffering from at least one stab wound to his upper torso, Dobbs said. The victim, whose name was withheld pending family notification, was taken to a hospital, where he was pronounced dead at 8:56 p.m. Wednesday.Investigators determined the victim was hosting a gathering at the residence when some a disagreement began, prompting the him to ask people to leave, the lieutenant said. About 30 minutes later, some of the attendees returned and a fight broke out, during which the victim was stabbed.The suspects drove off in two vehicles, one described as a silver sedan and the other as a tan- or gold-colored sedan, Dobbs said.No detailed descriptions of the suspects were immediately available. 1043

SAN DIEGO (CNS) - A five-vehicle pileup at a College Area intersection left two young women severely injured and sent four others drivers to the hospital, police said Thursday.The crash was reported around 9:10 p.m. Wednesday at the intersection of 70th Street and El Cajon Boulevard, San Diego police Officer John Buttle said.A 63-year-old man driving a 2016 Mercedes E400 eastbound on El Cajon Boulevard suffered an unknown medical issue and slammed into the back of a 2015 Ford Fusion sitting in the northbound turn lane to 70th Street, Buttle said.The impact pushed both vehicles into the westbound lanes, where they were both struck by three vehicles -- a Nissan Rogue SUV, a BMW and a Honda Civic, the officer said. At that point, the Ford caught fire, leaving two 22-year-old women trapped inside before witnesses pulled them from the car.Both women suffered second- and third-degree burns over 70% of their bodies, along with uncontrolled internal bleeding, Buttle said. They were taken to a hospital for treatment of their injuries, which were considered life-threatening.The Mercedes driver was taken to a hospital for treatment of unknown injuries, Officer Tony Martinez said.The Nissan driver, a 20-year-old woman, the BMW driver, a 63-year-old man, and the Honda driver were taken to local hospitals for treatment of minor injuries, Buttle said.No details about the Honda driver were immediately available. 1427

  

SAN DIEGO (CNS) - A 17-year-old boy was pistol whipped and shot in the leg by a man who also snatched the child's cellphone Saturday morning in the Grantville community of San Diego.The teenager was talking on his cellphone in the 6100 block of Decena Drive when he was approached by the suspect at 4 a.m., who demanded his cellphone, said Officer Tony Martinez of the San Diego Police Department.The victim refused and was pistol whipped and then shot in the leg. The suspect then fled the scene with the child's cellphone, Martinez said. The boy suffered a laceration to the head and a shattered femur. Paramedics rushed him to an area hospital.The suspect was about 6-foot, 4-inches tall with a heavy build. He was last seen wearing a black hoodie and green pants.Anyone with any information regarding the assault and shooting was urged to call Crime Stoppers at 888-580-8477. 887

  

SAN DIEGO (AP/KGTV) — Unlike most Californians, people in San Diego will be able to get a reprieve from the heat this Labor Day weekend by heading to movie theaters and dining inside a restaurant. Among California’s 10 most populous counties, San Diego is the only one with virus cases low enough to meet state standards for reopening theaters, museums and gyms, and resuming indoor dining — all with limited capacity to provide for physical distancing. San Diego County is listed in the state's second tier, or "substantial" tier, for cities reporting four to seven daily coronavirus cases per 100,000 residents and a positive test rate between 5% and 8%.As of Thursday, San Diego’s case rate is 5.8 and the testing positivity percentage is 3.8%. Since one of those metrics is in the second tier, the county isn't eligible to begin the 14-day countdown to qualify for the next tier of easing restrictions.Local officials say an aggressive reaction to outbreaks and a bipartisan approach have helped the county deal with the pandemic.While San Diego County has kept case rates low, the county reported two new outbreaks — in a business and in a restaurant/bar — on Thursday for a total of 17 community outbreaks in the last week.Officials warned this week that Labor Day weekend poses a threat to those gradually decreasing metrics and encouraged residents to be safe and avoid gatherings over the holiday weekend. 1422
