SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. SAN DIEGO (KGTV) - Hawaii recently passed a ban on sunscreens containing certain chemicals deemed harmful to their coral reefs.With more than 70 miles of coastline in San Diego County, the question of whether a similar ban could affect our region has been brought to light.The chemicals in question are oxybenzone or octinoxate, both of which are found in many commonly purchased sunscreens.RELATED: What ingredients to avoid, look for in reef-safe sunscreensA study by the Haereticus Environmental Laboratory found the chemicals seep into young coral and lead to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grow inside coral, turning reefs white. This eliminates other nutrients that sustain marine life.Researchers say 14,000 tons of sunscreen lotion gets into reefs around the world every year.We asked our 10News Facebook fans how they would feel about a similar ban in California. At press time, 81 percent said they would support similar legislation in our state:When asked for comment regarding a similar California ban, the Governor's Office told 10News they do not comment on any potential legislation and there is currently no bill in the works.While San Diego doesn't have a robust coral ecosystem, the region is home to scenic coastlines that draw tourists from all over the world and off-shore fishing that fisherman enjoy just the same.RELATED: Hawaii moves to ban certain sunscreens to save coral reefs"The physical block more hitting and going away, the more chemical blockers are causing a chemical reaction," Mark Vierra, a dermatologist in Rancho Bernardo, told 10News. "You think about the old surfer with the white on the nose, people didn't always love that but now they're micronized, so I have a physical block on now and it doesn't look totally white."There are no studies on how sunscreens affect San Diego's coastline, which is home more to kelp forests than coral reefs. For now, Vierra suggests picking one and sticking with it."I always want patients to pick one that they like and they'll use consistently and reapply," Vierra said. SAN DIEGO (KGTV) — Hundreds of San Diego Gas and Electric customers around the Point Loma area were without power on Black Friday.The outage was reported just before 10 a.m., according to SDG&E's outage map. The outage affected more than 1,000 customers in the Ocean Beach, Midway, and Point Loma areas.Lindbergh Field was listed under the affected areas, but the airport told 10News they were not aware of any issues.By 6 p.m., power was restored to all customers, except for 11 households, according to SDG&E.Crews say they needed to repair a piece of equipment.10News has reached out to SDG&E for more information. 637

SAN DIEGO (KGTV) - Family members are offering a reward for information that leads to an arrest in the shooting death of Victor Vega.On May 28, 2016, San Diego Police officers responding to a shooting in the 8300 block of Brookhaven Road in the Skyline area found Vega lying on the street with gunshot wounds. Officers and medics began life-saving measures, but Vega died at the scene. 398
