LOS ANGELES (AP) — The western Joshua tree needs protection under the California Endangered Species Act because of threats from climate change and habitat destruction, the Center for Biological Diversity said in a petition Tuesday to the state's Fish and Game Commission.The petition comes amid rising concern about the future of the crazy-limbed trees with spikey leaves that have come to symbolize the Mojave Desert and draw throngs to Joshua Tree National Park."The state has to step up for these trees," center conservation director Brendan Cummings said in a statement.The petition asks that western Joshua trees be given "threatened" status under the act.The request states that the trees meet the definition of a plant that "is likely to become an endangered species in the foreseeable future in the absence of the special protection and management efforts."Researchers have found that Joshua trees are dying off due to hotter and drier conditions, and fewer young trees are surviving, according to the center, a nonprofit conservation organization based in Tucson, Arizona.The trees are migrating to higher elevations where there are cooler and more moist conditions, but they face destruction by fire due to invasive, non-native grasses in those locations.Joshua trees also face challenges due to urban sprawl in the desert as well degradation of habitat for energy projects, powerlines, pipelines and off-road-vehicle use.The western Joshua tree's habitat includes Joshua Tree National Park and stretches to the west along the north slopes of the San Bernardino and San Gabriel mountain ranges into the Antelope Valley, northward along the eastern flank of the southern Sierra Nevada and eastward toward the edge of Death Valley National Park and into Nevada.The eastern Joshua tree — a distinctly different plant — lives in the Mojave National Preserve and eastward into Nevada, Arizona and Utah.The Center for Biological Diversity said that under the California Endangered Species Act, the state Department of Fish and Wildlife has three months to make a recommendation to the Fish and Game Commission, which would then vote on the petition next year. 2171

LOS ANGELES (CNS) - Workers at Ralphs, Albertsons and Vons/Pavilions throughout Southern California and as far north as Santa Maria ``overwhelmingly'' ratified a new contract with the grocery chains, averting a potentially costly and disruptive strike, union officials announced Thursday. Officials with the United Food and Commercial Workers Local 770, the Los Angeles-area union representing grocery workers, issued a statement saying the deal ``represents the most significant increases in wages and benefits in over 30 years.'' ``This agreement is a first step towards security good, career jobs in the changing grocery industry,'' Kathy Finn, secretary-treasurer of UFCW 770, said in a statement. ``As important as the hundreds of millions of dollars in improvements to members is the way we got to this contract -- by standing together store by store and with our communities to demand recognition of the value we earn these corporations every day.'' Union members cast ballots on the contract proposal Monday and Tuesday. The tentative deal was announced Sunday. The previous contract between the union and the grocery companies expired in March. Grocery workers in June voted to authorize a strike if a contract deal could not be reached -- raising fears of a repeat of the 2003-04 Southland grocery strike that dragged on for 141 days. When the tentative deal was announced Sunday, Ralphs spokesman John Votava said, ``We are pleased to have worked with the union to secure increased wages, continued premium health care coverage, and pension. According to the union, the three-year deal includes wage increases of .55 and .65 per hour depending on job classification, with pay retroactive to March. LONDON (AP) — An artist has erected a statue of a Black Lives Matter protester atop the plinth in the English city of Bristol once occupied by the toppled statue of a slave trader. Marc Quinn created the likeness of Jen Reid, a protester photographed standing on the plinth after demonstrators pulled down the statue of Edward Colston and dumped it in Bristol's harbor on June 7. The statue, titled "A Surge of Power (Jen Reid)" was erected before dawn on Wednesday without approval from city officials. Colston was a 17th-century trader who made a fortune transporting enslaved Africans across the Atlantic to the Americas. LOS ANGELES (AP) — The number of homeless people counted across Los Angeles County jumped 12% over the past year to nearly 59,000, with more young and old people and families on the streets, officials said Tuesday.The majority of the homeless people were found within the city of Los Angeles, which saw a 16% increase to 36,300, the Los Angeles Homeless Services Authority said while presenting January's annual count to the county Board of Supervisors.The previous tally found a slight decrease in the homeless population.Two years ago, voters passed a tax hike and housing bond to make massive investments to help solve the homeless crisis.Officials said Tuesday the same people have not remained on the streets.The Los Angeles Homeless Services Authority, a county agency, said it helped 21,631 people move into permanent housing during 2018 — a pace that could rapidly end homelessness if economic pressures had not pushed thousands more into the streets.About a quarter of the people became homeless for the first time in the past year, and about half of those cited economic hardship as the primary cause, the authority said.To catch up, cities need to overcome resistance to the placement of housing and shelters, officials said.Supervisor Janice Hahn called the numbers "disheartening.""Even though our data shows we are housing more people than ever, it is hard to be optimistic when that progress is overwhelmed by the number of people falling into homelessness," Hahn said.The Los Angeles County numbers mirror similar point-in-time tallies across California, as state officials struggle to address a lack of affordable housing.
