SAN DIEGO (KGTV) - As the San Diego Airport plans a Billion expansion to Terminal 1, concerns over how to get people to and from Lindbergh Field are creating problems for the project."We are the first and last impression people have of San Diego," says Dennis Probst, the Airport VP of Development. "We want to make it a good one."The airport served a record 22 million passengers in 2017. They expect that number to grow to 28 million by 2035. Getting all of those people to and from Lindbergh is a big part of the expansion.Plans put forward by the airport call for a new three lane roadway connecting Harbor Drive to Lindbergh. It would start near Laurel Street and take people directly to the new terminal and proposed parking garage."No stop lights, no stop signs, free-flowing," says Probst. "It's gonna take about 45,000 cars a day off Harbor Drive."But other San Diego agencies say the airport needs to think bigger and focus on different modes of transportation, instead of just cars."Connecting the airport to transit is something we've been talking about for a long, long time," says Rafael Castellanos, the Chair of the Port of San Diego. "If San Diego wants to be a world class city, we need to have world-class infrastructure."The Port owns the land that the airport sits on. They've proposed a light rail-style people mover that would connect trolley stations nearby to the terminal.Meanwhile, SANDAG and the County of San Diego released a study proposing a skyway with gondola rides that could run from the Convention Center to the Airport."I think the only obstacle is getting everyone to the table quickly," says Castellanos. "That's something that can be easily overcome."The airport says they're willing to look at all options, but they can't take a stand or incorporate any into their current plans because they can only control what happens on airport property."The view from the airport's side is that we're not the region's transit planning agency," says Probst.Funding is also an issue. The expansion project will only use FAA and airport-generated money. Because of that, FAA rules say they can only spend money to improve things at the airport or directly related to the airport. A tram or skyway that spans all of Harbor Drive would require an exception to that rule and would need money from other agencies as well.Probst says the airport has already started talking to the FAA about that option. They got a similar exception to help with infrastructure improvements when the airport built the rental car center a few years back.Right now, the airport is reviewing comments from their Environmental Impact Report. The next step is to put together environmental quality reports for the state and the federal government. Probst says the debate over transit is slowing down the process, to the point where he doesn't think they'll be able to start construction until after 2020. 2932
SAN DIEGO (KGTV) — Uber recently released a safety report highlighting the number of sexual assaults reported by passengers between 2017 and 2018.In the two years, nearly 6,000 people reported being sexually assaulted. Of those, 464 reported being raped.“When you get in the car you should be able to feel safe, like nothing is going to happen to you,” said attorney Mike Bomberger. That feeling of security is quickly evaporating in an age where it is completely normal to jump into a car with a stranger.RELATED: Uber safety report reveals nearly 6,000 reports of sexual assaultBomberger’s firm, Estey & Bomberger, represents more than 100 women in approximately 40 states who reported being sexually assaulted in Uber and Lyft rides.Three of the women reported incidents that happened in San Diego.“Each situation here in San Diego is different,” he said. “The one common theme is that a driver, a predator, took advantage of a vulnerable female in the backseat of a vehicle.”He said in most of the cases he represents, the women are intoxicated and trying to get home safely.“You're getting into a car with someone you know nothing about,” he said. “Every single woman that we represent that has been assaulted has Post-Traumatic Stress Disorder.”RELATED: Uber, Lyft riders report being charged for cleanup fees for messes they didn't makeAccording to the report, more than three million Uber trips were taken daily in 2017 and 2018.Bomberger said a key part of the solution, is to install cameras or other recording devices in every Uber and Lyft driver's vehicle."What’s the likelihood of a driver who knows there’s a camera in the car to sexually assault or rape somebody in the car?" he asked. "It doesn’t take a rocket scientist to realize the changes of that happening are going to be exponentially lower."Uber has already started doing this in some states."I hope their intent is to roll that out in other states as well because that is the single biggest way they’re going to prevent women from being harmed and assaulted," said Bomberger. SAN DIEGO (KGTV) -- With just weeks to go before the first day of school, parents across California are trying to figure out the best way to ensure their kids get a quality education.For some families, that means pulling their kids from a traditional district school."We're going to be homeschooling them," said parent Sarah Farsian.The Farsians have two kids, a first- and second-grader."In the pandemic, we are really afraid of sending them back to a campus," Farsian said. "Even though they're disinfected, what if they get sick."Her family is not the only one across the state making the same decision. Along with setting up their home school, some families are looking into micro-schooling or a small school. It could have regular classroom space or operate out of someone's home, using remote curriculums."First, it's going to be just us, but we are a member of a Facebook co-op group that also has accredited tutors, accredited teachers all different grades," Farsian said.Parents' decisions on where and how to educate their children could have impacts on the schools they leave."The overwhelming majority of the money to the overwhelming majority of districts from the LCFF, Local Control Funding Formula, which comes from the state, the dollars come from the state and go to the school districts based on the number of students they've got and also the distribution, the demographics of those students," said Bob Blattner with Blattner and Associates, an education lobbying and consulting firm.In a May revision to the governor's budget, the Local Control Funding Formula took a significant hit. The proposal states, "Absent additional federal funds, the COVID-19 Recession requires a 10 percent (.5 billion) reduction to LCFF."Lawmakers pushed back and passed a budget that kept school funding at current levels. Schools will get the same amount of state funding as they did this past school year. However, billions of dollars will be deferred, and schools won't be able to get it until the next school year."If we don't get federal dollars, the final budget deal starts borrowing from the next year," Blattner said."Districts are either going to have to go into their savings, and many have enough, or they're going to have to borrow. If they can't do either, the budget does have a provision giving support for districts that can't access the borrowing tools they need."Deferrals will impact districts and public charter schools a bit differently."Everybody is going to be subject to deferrals, and what that means basically is you will be reimbursed at a later date," said Myrna Castrejón, president and CEO of the California Charter Schools Association.Castrejón said in the last recession when they saw a lot of deferrals impacting the charter school sector, many of their school networks had to file for bankruptcy or borrow at commercial interest rates."Charter schools can't levy taxes, they can't pass bonds," Castrejón said."It's creating a particularly precarious perfect storm of fiscal challenge for charter schools when you can't get reimbursed for the students that are coming. You have limited access to borrowing capital to withstand the impact of deferrals," she said.Castrejón said there is a concern for some school entities when it comes to average daily attendance.The budget made it so growing schools and schools that have seen enrollment drop still get funded at the same level."Which means that for our charter schools that are growing and for district schools also that are experiencing enrollment growth, which is about 30 percent of districts across California, we're not going to be reimbursed for those students that we're serving," she explained.Castrejón said the governor did ask lawmakers to pursue solutions to fix the issue.As for Sarah Farsian, she said her kids will go back to a physical school location when they think it's safe."This is only for right now," she said. San Diego (KGTV)- A high school teen decided to use his passion for science and astronomy to create a virtual space camp. The teen hopes to spark the interest of kids around the county and beyond.Ryan Clairmont is a junior at Canyon Crest Academy High School. He says his interest in astronomy started at a young age.“I remember when I was 6 or 7 years old, I went to the Palomar observatory,” says Clairmont. “I was able to look through their 60-inch telescope at Jupiter and the moon. It was an eye-opening experience for me.”The teen had plans to participate in a bio-physics internship this summer, but it was canceled due to the pandemic.“At that point, I realized there must be a lot of other children in San Diego and across the country, whose in-person summer programs have been canceled for the summer.”That’s when Clairmont created Cosmoto, a free virtual space for kids.Each day kids will learn about a different space topic and participate in hands-on science experiments and activities. All of the materials for the activities are low-cost items you can find at home. The full list of supplies is located on the Cosmoto website.So far, more than 100 kids have signed up for the virtual space camp.There are five weeks of lessons. Kids can start at any time. 1278
