BEIJING, Feb. 24 (Xinhua) -- The Standing Committee of the National People's Congress (NPC) will vote on draft laws on vehicle and boat taxes at the end of its bimonthly sessions on Friday.The group is also expected to vote on protecting the nation's intangible cultural heritage and a draft amendment to the Criminal Law.The Chairperson's Council of the NPC Standing Committee adopted the decision at a Thursday meeting presided over by NPC Standing Committee Chairman Wu Bangguo.The three drafts will undergo further deliberation and revision based upon the opinion of the members of the NPC Standing Committee before the laws are put to a vote.Under the draft law on vehicle and vessel taxes, there will be a reduction in taxes for vehicles with engines smaller than 2.0 liters, which accounts for 87 percent of China's cars. Vehicle owners would also be required to submit tax certificates in order to qualify for a road-worthiness certificate.

BEIJING, Feb. 8 (Xinhua) -- Forty people died in more than 118,000 cases of fire reported across China from February 2 to February 8, as Chinese revelers celebrated the Lunar New Year holiday with fireworks, according to a statement released Tuesday by the country's Ministry of Public Security.The number of cases jumped from the 7,480 fires reported during last year's Spring Festival holiday, which caused losses worth 28.5 million yuan. The incidents also injured 37 people and caused more than 56 million yuan (8.5 million U.S. dollars) in damages, which is almost double the figure from last year.However, this year's losses did not include a case in northeastern Liaoning Province where a five-star hotel in the city of Shenyang was set ablaze by fireworks on February 3.The fire, which caused no casualties, is possibly the country's largest fireworks accident during this year's Spring Festival celebrations.According to the statement, some 260,000 police and fire fighters across the country were mobilized for 24,800 fire control missions.The personnel rescued more than 1,600 people and evacuated tens of thousands. BEIJING, Feb. 9 (Xinhua) -- China's Ministry of Agriculture on Wednesday urged more measures be taken to minimize the impact of a drought due to the possibility that the winter drought may continue into spring.The country's winter wheat producing regions have suffered severe drought since October last year, and the possibility of spring drought is surfacing, Minister of Agriculture Han Changfu said in a statement posted on the ministry's website.Spring drought following the winter one will be a significant threat to summer grain production, he said.As of Wednesday, the drought had affected about 115.95 million mu (7.73 million hectares) of winter wheat in the country's eight key producing provinces, which account for 42.4 percent of the total winter wheat growing areas in the regions, the statement said.China's main wheat growing regions include the provinces of Shandong, Henan, Hubei, Anhui, Shanxi, Shaanxi, Gansu and Jiangsu.Han urged agricultural authorities to be "fully aware of the extreme significance" of a summer harvest this year and strengthen their efforts to assure a successful harvest.Summer grain and oil production is crucial to easing inflation pressures and stabilizing grain output for the entire year, he said. "To have a summer harvest, the current pressing job is to protect winter wheat from drought," he said.There are currently positive factors for a summer harvest, including an adequacy of water for spring irrigation, according to Han.He ordered local agricultural officials to work to stabilize spring planting areas and ensure that the areas for grain planting will be equal to that of last year.Local agricultural officials were also asked to strengthen supervision over market supplies of agricultural materials to keep prices stable.Also on Wednesday, the State Council, or the nation's cabinet, pledged to boost grain production by raising minimum purchase prices of grain, subsidizing the purchase of anti-drought technologies and adding funding for farm irrigation.
