BEIJING, June 2 (Xinhua) -- China opposes the U.S. decision to set final duties of up to more than 200 percent on imports of steel gratings from China, the Ministry of Commerce (MOC) said in a statement Wednesday.This came after the U.S. Commerce Department Tuesday announced final anti-dumping duties of 136.76 to 145.18 percent on the gratings to "offset below-market pricing." It also set a countervailing duty of 62.46 percent.MOC said the United States had acted "discriminatorily" in the anti-dumping and anti-subsidy investigation and made the wrong conclusion, and China is dissatisfied and is opposed to this.Such move could hurt the interests of China, which both Chinese government and enterprises would not accept, the ministry said.China urged the U.S. to take effective measures to correct the mistake, it said.According to the U.S. trade remedy procedure, the U.S. International Trade Commission (ITC) will also make its final injury determination about the product soon.If the ITC makes affirmative final determinations that imports of steel gratings from China materially injure, or threaten material injury to, the domestic industry, the Commerce Department will issue anti-dumping duties and countervailing duties orders.In 2009, the United States imposed a series of trade remedy measures on Chinese products, and the value involved was eight times more than that in 2008, the MOC statement said."Such action not only hurts the interests of China, but also has an adverse impact on bilateral economic and trade ties," it said.China hoped the United States could show restraint in using trade remedy measures and act to fight trade protectionism, it said.

BEIJING, April 5  --The People's Bank of China says the country will be more open to foreign capital this year even though the prospect of a strong economic recovery is still unclear.Although the impending withdrawals of various countries' economic stimulus packages may also complicate the efforts to end the global economic crisis, the Chinese government has decided to increase the penetration of foreign capital into the country's financial industry in an appropriate way.An editorial in the "Global Times" quotes some western officials who said if China opened its market to western financial institutions the way it opened its market to five-star hotels, the potential risks would be huge for the country itself and the world at large.The editorial warns the doors to free trade should not swing open too quickly and that market openness should be managed at the right pace, as China has done during the past three decades. But it also notes that the stakes are higher in the country's financial industry. It argues that if China is fully open to foreign capital, the capital operation pattern common in developed economies such as the United States and several European nations will not suit its existing financial system on such short notice. As a result, chaos would erupt sooner or later in the financial sector.The editorial concludes that China should gradually liberalize its financial industry, because a sudden torrent of foreign capital would be undesirable. It calls for a prudent approach to financial liberalization that would yield a productive outcome as evidenced over the past three decades of gradual financial reform whereby more market competition has been encouraged and distressed loans have been effectively curbed. LOS ANGELES, April 2 (Xinhua) -- Some U.S. experts on China suggested that the United States and China have different perceptions towards each other, but cooperation on critical global issues is essential and will necessarily involve sacrifices at home.Clayton Dube, Associate Director of U.S. China Institute at the University of Southern California, told Xinhua in a recent interview that domestic political concerns drive leaders in both countries, and neither side wants to be perceived by their fellow citizens as not standing up for core interests of their own countries.However, he said, what is vital is for leaders on both sides to convince their fellow citizens that cooperation on critical global issues is essential. Although it will involve sacrifices at home, ultimately those sacrifices will be rewarded to progress in addressing climate change, furthering economic growth and constraining the proliferation of nuclear weapons."Strong leaders know that they must sometimes yield on important measures in order to attain even more crucial aims. That must happen now and it must happen on both sides," stressed Dube."Leaders must always be sensitive to domestic pressures, but they also have a responsibility to look forward and to take action that will yield a better tomorrow, even if there are political costs today," said Dube.Stanley Rosen, Director of the East Asian Studies Center at the University of Southern California, told Xinhua that the political system, the role of media, ideology, political culture and political history between the two countries are very different, therefore it is easy for the two countries to misunderstand each other.However, in Rosen's opinion, both sides do not want the situation to get out of control."It is a two level game," he said, explaining that the U.S. leaders will deal with China, and Chinese leaders will deal with the U.S., then the U.S. leaders will deal with the U.S. and Chinese leaders will deal with China.He said the Obama Administration will have to worry about the U. What they care about is to get re-elected every two years. Therefore, whether a small business will be closed and several dozens of employees will lose their jobs in their district is certainly a big concern for them, while whether what they have done will impact U.S.-China relations is not what they are caring about.Ben Tang, Director of Asian Studies at the Claremont Institute, told Xinhua that nationalism in both countries is on the increase and China has felt the pressure. However, he said the importance for the U.S. and China to cooperate should be carefully taken into consideration while making big decisions.Tang said that there is a trend of trade protectionism in the U. S. and some Americans attempt to let the world share the burden of its economic recession, that will set a very bad example in the world.But in Tang's opinion, the increasing trade protectionism and voices to be tough on China in the U.S. are partly fueled by the mid-term election to be held in November this year.
