SAN DIEGO (KGTV) — A repeat DUI offender who pleaded guilty to hitting and killing a tow-truck operator on SR-52 in 2017 has been sentenced.Michael Gilbert Gray, 50, pleaded guilty to second-degree murder in August in the death of 55-year-old Fred Griffith.Gray was sentenced Friday to 25 years to life in prison.On Feb. 23, 2017, Griffith, a single father of three, was aiding a stranded trash truck on the freeway near Tierrasanta when he was struck and killed by Gray's Ford Expedition.RELATED 514
SAN DIEGO (KGTV) — A non-profit organization held a first-of-its-kind seminar to teach law enforcement officers, first responders, and legal professionals how to understand and handle incidents involving people with intellectual and developmental disabilities. More than 100 individuals representing a variety of agencies, including the San Diego Police Department, Chula Vista Police Department, and the public defender's office attended the Arc of San Diego's "Pathways to Justice" training at the Handlery Hotel in Mission Valley. In recent years, law enforcement agencies from across the country have been under attack about their handling of cases involving witnesses, victims, and suspects with disabilities. Arc of San Diego hopes to bridge the understanding gap. On April 30, 2015, San Diego Police officer Neal Browder responded to a call about a man reportedly wielding a knife. He rolled into the alley with no lights, sirens, nor was he wearing a body camera. But a nearby surveillance camera caught the entire encounter. Within three seconds of opening his door, Browder fatally shot the man, Fridoon Nehad. It turned out, Nehad was an unarmed, mentally disabled man. Since this incident, the American Civil Liberties Union has questioned the officer's use of lethal force. Would this have happened if San Diego Police officers had the proper training?The Arc of San Diego hopes this never happens again, which is why they invited agencies to join their training seminar."We want to help first responders have a better understanding of what it is to interact with people with intellectual and developmental disabilities," Arc of San Diego CEO and President Anthony Desalis said.San Diego was chosen as one of four cities nationwide to run this three-pilot program. The others are Monmouth County, New Jersey, Loudoun County, Virginia, and Columbia, South Carolina. The program includes this one-day seminar where each department will create its own Disability Response Team. Finally, the departments will hire disabled individuals as intern cadets through the "Growth Through Opportunity" program. "That gives the officers at those stations a chance to interact with someone who has a disability," SDPD Sgt. Jonathan Lowe said. While his primary assignment is recruiting, he is also the Chief's Liaison for the Disabled Community. So how do you deal with a situation like Nehad's? Experts say step one is to be patient. "Don't automatically assume they are somebody who is drunk or somebody who is on drugs," Desalis said. "It may just be that it takes a moment to process what you're saying to them."Giving that person that extra moment could be the difference between life and death."No situation is ever going to be perfect in the field," Sgt. Lowe said. "But at least we can do our best to be proactive about training our officers the right way." 2871
SAN DIEGO (KGTV) -- A San Diego man convicted of murder will be a free man, decades before his scheduled release.Donnell Fulcher’s conviction for a Barrio Logan murder in 2006 was overturned due to changes in DNA standards, said Deputy District Attorney Hector Jimenez.On Tuesday, Fulcher pleaded guilty to voluntary manslaughter and assault with a firearm rather than go through a third trial. The judge sentenced Fulcher to 14 years, but he received credit for time he already served.Because of that, Fulcher will be released from custody tonight or tomorrow. This result comes after the San Diego County District Attorney’s Conviction Review Unit took a second look at cases involving DNA mixtures, meaning more than one DNA source is found in a sample. Fulcher’s case relied heavily on this type of evidence.The top forensic science group that analyzes DNA released guidelines that are now more conservative, which affected Fulcher’s case. Earlier this year, the District Attorney’s office agreed to give Fulcher a new trial.“We still believe that we have the right guy, but we lost confidence in the conviction so we wanted to give the defendant a chance to have a new trial if he wanted. He chose to plead guilty instead, so at the end of the day, I believe justice was done,” Jimenez said. Fulcher has always maintained his innocence.“I don’t think you can put any limit on the happiness that going free can have for someone who’s serving a life sentence. He is very, very happy. His family is very happy. This is really a joyous moment for all of them,” said Fulcher’s defense attorney Knut Johnson.This would have been Fulcher’s third trial. SAN DIEGO (KGTV) - A handful of San Diego County fire departments have sent crews across the state to help with the Woolsey and Camp Fires. But Cal Fire officials tell 10News they're making sure that enough resources are left behind to cover any emergencies that happen here."We have an obligation here to make sure we keep enough strategic reserve to stay safe in San Diego," says Cal Fire Battalion Chief Jon Heggie.Through a process called "Mutual Aid," Heggie says Cal Fire sent three strike teams, consisting of 15 engines, to help around the state. That leaves 32 engines in San Diego. Heggie says those engines are placed around the county ready to pounce on any fires that spring up."The conditions they've seen up there are very similar to what we're seeing right now," says Heggie. But, he added that all time off had been canceled for Cal Fire employees while San Diego is in a Red Flag Warning."Everyone from the Chief down to the firefighters, they're staying in a heightened state of readiness," he says. "We'll never exceed those thresholds to make sure that we have enough adequate resources available for any fire that starts here in San Diego."Cal Fire's ability to respond quickly was put to the test Monday, when a house fire erupted in Ramona. This ride would be powered by a little something extra, in the form of an electric motor. Taddeo bought an electric bike in October."I feel like a fast biker," said Taddeo.Pedaling more will cause the motor to kick in when he needs it. For Taddeo, it's a big difference compared to riding a pedal bike."17 miles per hour up a hill. Before it was four or five miles per hour, huffing and puffing," said Taddeo.That means arriving at work less tired and sweaty. Long popular in Europe and Asia, e-biking has surged in popularity in the U.S. in the past few years.Taddeo's commute from Carmel Valley to Miramar College took about 30 minutes, only a few minutes slower than his average drive."I feel good. Blood flowing, refreshed and ready to work," said Taddeo.He also feels pretty good about his savings. Before, he spent about 0 a month on gas for his commute. That's now down to pennies, basically the cost of charging the motor battery."It'll definitely go a long way.
