Jingjing was in possession of her passport at the time.Airport surveillance video shows the woman helping the girl put on some clothing, and when they left together, the 12-year-old was wearing a white T-shirt, blue jeans and a black jacket.Huchler said Jingjing and the woman got into a white, late-model Infinity QX60 with unknown New York tags. The vehicle was being driven by an unknown man. The woman is described as 5 feet, 2 inches to 5 feet, 5 inches tall, weighing about 130 pounds and with dark hair.Huchler said at a news conference Friday that authorities are investigating whether Jingjing and the woman know each other."The child appears to have left without any force," Huchler said. "She entered the vehicle without any force but that does not release any of our concerns."Authorities also are looking into whether Jingjing had previous contact with the man and woman. Huchler said the girl was approached by two individuals as her tour group visited the World Trade Center in New York. The extent of that contact is unclear."It appears there was some familiarity, but I don't know if it was a cordial exchange and that is something that we are trying to verify at this time," Huchler said.It also is unclear if the individuals from the airport are the same as the couple in New York, but it appears that they are "connected," Huchler said.Jingjing had been traveling in the United States since July 26 with a group that was visiting schools and sightseeing, Huchler said. The group was en route to California after visiting New York. Sometime after arriving at Reagan Airport, Jingjing became separated from the group, Huchler said. (KGTV) One of the biggest city-owned office spaces sits vacant and may do so for a little while longer.The City of San Diego acquired the 19-story tower at 101 Ash St. in the beginning of last year in effort to consolidate staff into a new space, but various delays have kept the renovation from being completed.Officials signed a lease-to-own contract for the old Sempra Energy building and have been paying more 5,000 a month plus operational costs since January of 2017.The city was supposed to move in July 2017 and the estimated daily cost for the vacant structure is a little less than ,000.“I do believe the city has bungled this decision from the beginning starting with the purchase,” said San Diego City Councilmember Barbara Bry.Bry was elected to council after officials voted to acquire the building for million and says the issue can be traced to how city staff briefed council just before the purchase.“At the time city staff told the council that the building was in excellent shape and the million in tenant improvements was enough,” added Bry.Records indicate the city has paid more than million in rent and roughly million in operating costs since taking over the property.Bry is working behind the scenes to mitigate the matter before the costs balloon any more, but estimates it will be at least six months until staff can move into the 101 Ash Street building.The City of San Diego says more than 1,100 employees will work there when the renovation is complete and they plan to move into the building sometime in fiscal year 2019 — which begins in July. 1617
