CARLSBAD, Calif. (KGTV) - “Right now, it’s worse than I’ve ever seen it in my life. I see a new face come through here every day,” says Gregory Parada of Carlsbad. He has been homeless for several years.The City of Carlsbad reports there’s a growing number of homeless people in the community. A team of specially-trained police officers have been doing homeless outreach for the last eight months. As of last week, the City Council approved a 5,000 contract with Interfaith Community Services which will provide two full time socials workers to assist with outreach in the field. On Saturday, 10News was granted permission to ride along with law enforcement during “compassion enforcement”, as the city calls it. “That's as simple as connecting them to a family member [or they] might have hygiene needs and we have hygiene kits that we got from a bunch of nonprofits," says Sgt. Bryan Hargett. These officers are working to get the homeless population the items and services they need. The city of San Diego still has a much bigger homeless population than Carlsbad. According to San Diego County’s WeAllCount report, there are 4,912 homeless people in the City of San Diego. There are only 210 homeless people in the City of Carlsbad, but that’s up from 160 homeless people in Carlsbad last year.Davye Sauermilch tells us she’s considering getting help after her interactions with the officers. "My boyfriend's now in rehab because of these guys,” she adds.“I guess they protect me. I feel fine about them,” says Parada. Sgt. Hargett explains, “If they don't trust us, we're not going to be able to work together.” He adds, “One of the things we're learning about being out here is consistency. It could take us 30 contacts [with a person] and on the 31st they're like, ‘Hey, I want help now.’”Outreach coordinators will report back to the City Council on the progress of the initiative later this year. 1927

CARLSBAD (KGTV) - In response to a four year construction project that recently kicked off, California Highway Patrol has lowered the speed limit on a stretch of interstate 5 by 10 miles per hour. Despite the many signs drivers are ignoring the change and sticking to their normal speeds upwards of 70 miles per hour. The signs have been up for about a month but Latulippe says, "we are sending enforcement units out now to start that ticketing process of trying to slow this down". Drivers can now expect to get pulled over and ticketed from here on out. Because the area is a work zone, the tickets will be double the normal speeding fine. 1202

CHARLOTTE COUNTY, Fla. -- A Polk County, Florida man is pleading for a thief to return a sentimental wedding gift that was stolen out of a family member's truck in Port Charlotte.Boomer Bass left for a fishing trip on Little Gasparilla Island last week, and thought it was best to leave his Springfield 1911 Range Officer Gun with a family member, rather than bring it with him.On April 19th, Bass's mother reported that the gun was stolen out of his truck in the Water's Edge neighborhood in Englewood. The gun holds sentimental value to Bass. "I had a gun very similar to this one when I was younger," he said. "I sold it to help a friend of mine out, and I really regretted selling that gun." With this in mind, his wife, Stefanie, made the decision to buy him that same gun on the morning of their wedding. They married in October of last year. "She went and bought that gun for me and gave it to me that night at our wedding reception, actually," Bass said. "I think the gun signified, really, that she understood the generosity I showed when I was younger, and she wanted to show me she would be the kind of wife that would do those things for me."Stealing a gun is a felony in the state of Florida. However, Bass says if the thief wants to return his gun, he would accept it with no questions asked. "Hopefully, you feel like you made a mistake. I will not prosecute, I will not pursue any legal action. All I want is this gun back," he said. Bass said he is willing to pay the retail price for a brand new gun if his is returned safely. It is a Springfield 1911 Range Officer with wood grips, night sights, blued finish, serial # NM502637. "I'm begging you...to anyone else, this is just a gun," he said. CARLSBAD (KGTV) -- A San Diego couple is missing their cruise over coronavirus concerns after they say the cruise company changed the itinerary without a refund.Lisa and Luis Revilla are cruise ship connoisserus. They've sailed through the Greek Islands and along the Italian coast. Their next trip was supposed to be through the Pacific Islands on the Norwegian Jade. But, due to coronavirus concerns that ship set sail without them. RELATED: Second case of coronavirus confirmed in San Diego County"I don’t need to go and risk my life," said Lisa Revilla. "We were sailing from Singapore and were being dropped off in Hong Kong. Hong Kong in the end closed their port."So, Norwegian changed the itinerary to leave Singapore, spend time at sea and head back to Singapore. It also wouldn't be your typical trip. "They were gonna implement certain temperature gauges, every time we got off and got back on from every port we were traveling to," said Revilla.
