SAN DIEGO (KGTV) — Documents show the man accused of pummeling a teenage Syrian refugee on a trolley car has a history of run-ins with authorities.On Oct. 15, Adrian Vergara was accused of the crime after approaching the teen and asking him if he's Mexican."He responded, no I am Arab. He does not speak a lot of English, and with that response the person began to pummel him in the face," Geneviéve Jones-Wright, Legal Director, Partnership for the Advancement of New Americans, said.Tuesday, San Diego Police said they had arrested Vergara on suspicion of assault with force and violation of civil rights.RELATED: Man accused of attacking Syrian refugee aboard trolley car arrested10News dug into Vergara's background and found a history of violent incidents. In 2012, court documents say Vergara threatened a man with a billy club. He did community service in the South Metro Career Center. A letter says he worked well there with special needs students as well as general students. A certificate also showed he completed a 12-hour anger management program in 2013 and was called an outstanding professional candidate.RELATED: Teen attacked on trolley in possible hate crimeIn 2015, a case was dismissed accusing Vergara of attacking another man. And in 2016, he was charged with grand theft and burglary for breaking into the Central Library.Later that year, documents say Vergara violated a restraining order against his ex-girlfriend, kicking her front door, texting her and in a phone call, cursing at her and saying, "if you don't talk to me I'm going to go to your job and cause a scene. I don't care about my life." Documents show he called her 20 times in 30 minutes.Court documents also show a carjacking charge at the beginning of 2017.In October 2017, Vergara was charged for beating up a man and given a stay away order from the MTS Imperial Transit Center.The most recent document shows he violated a court order, put in place to prevent domestic violence in January 2019. 1996

SAN DIEGO (KGTV) - Hawaii recently passed a ban on sunscreens containing certain chemicals deemed harmful to their coral reefs.With more than 70 miles of coastline in San Diego County, the question of whether a similar ban could affect our region has been brought to light.The chemicals in question are oxybenzone or octinoxate, both of which are found in many commonly purchased sunscreens.RELATED: What ingredients to avoid, look for in reef-safe sunscreensA study by the Haereticus Environmental Laboratory found the chemicals seep into young coral and lead to coral bleaching, which occurs when an increase in sea temperatures kills the algae that grow inside coral, turning reefs white. This eliminates other nutrients that sustain marine life.Researchers say 14,000 tons of sunscreen lotion gets into reefs around the world every year.We asked our 10News Facebook fans how they would feel about a similar ban in California. SAN DIEGO (KGTV) -- First responders late Sunday morning rescued a man from sunset cliffs they say was intoxicated and naked. San Diego Fire-Rescue was called to No Surf Beach near Hill Street just before 11 to perform the rescue. According to the department, the man was exploring down by the water when waves picked up. SAN DIEGO (KGTV) - Evacuations across San Diego County during large wildfires will look different this fire season due to the pandemic.Sean Mahoney, Regional Chief Executive Officer for the American Red Cross Southern California Region, said they've put together a plan for families that could be impacted by wildfires this year.Mahoney said it starts with the temporary evacuation points, where families can initially go after being evacuated. That is a place for them to safety wait until firefighters can get the fire under control and to receive information.Mahoney said buildings like community centers and libraries have traditionally served as temporary evacuation points, but putting people indoors now carries risk due to COVID-19.This year, the Red Cross has identified several possible temporary evacuation points that would be safer during the pandemic. Many are local school parking lots. Instead of waiting indoors, they will ask for families to remain in their vehicles until a Red Cross worker can attend to them."We would approach their window, we would have a mask, and we would get their cell numbers, and from that point on, we can use cell phones to give them updates," Mahoney said.Mahoney added they picked parking structures with shade so families can be more comfortable.In cases where families need to be sheltered overnight, Mahoney said they have two plans, depending on the situation."If there are just a small number of people displaced, we'll put them in hotel rooms we'll have Red Cross people in the hotels, and then we'll just have to adjust feeding them as well," Mahoney said. "It'll be much more costly, but we have a responsibility, and it's our mission to provide sheltering and feeding folks on the worst day of their lives, and we take it very seriously."In cases where they have to establish an overnight shelter, Mahoney said they would look to set up several shelters with fewer people at each one. Space and capacity would be factors."Certainly at the shelters, our staff will be wearing masks, and taking those precautions as far advanced cleaning and separating people and separating cots. We will also provide masks to people that come in and make sure they do health checks as they come in," Mahoney said. 2262
