SAN DIEGO (KGTV) - San Diego Police released a composite sketch Tuesday in the search for a man suspected of trying to kidnap a 3-year-old girl in the Morena area. The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators. SAN DIEGO (KGTV) - San Diego Police officers who fired shots at a man in Rolando last year were justified in their use of deadly force, the San Diego District Attorney’s office announced Monday. Body camera video recorded by San Diego Police shows the officers engaged in gunfire with Joe Darwish on June 23, 2018. Police responded to a disturbance call at the condo on Rolando Court. When they smelled smoke, they called firefighters to the scene, the DA’s office said in a news release. Firefighters forced entry into the home but were met with gunfire. Darwish shot one officer in the back with a large caliber weapon, according to the DA’s office. Two officers returned fire as they provided cover for the wounded officer, who couldn’t move for several seconds. The wounded officer eventually managed to roll onto his stomach and crawl away from the line of fire. Darwish also shot a second officer during the exchange of gunfire. Darwish had also been hit in the face and arm from one of the officers’ shotguns. “This harrowing incident shows just how quickly a routine call for service can turn deadly for police officers who suddenly found themselves in the line of fire, trying to protect their wounded fellow officers and keep the shooter from endangering members of the public,” said District Attorney Summer Stephan. “It’s a tribute to these officers’ bravery and quick response that the gunman didn’t injure more people or kill the officers and firefighters involved.” Darwish had been wearing a bulletproof vest. He was armed with two homemade guns: an assault weapon and a 9 mm semi-automatic pistol, according to the DA. Neither gun was registered. However, the Office of the San Diego County District Attorney did not attempt to get a search warrant. In the days after the shooting, 10News was tipped off by a law enforcement source that the FBI’s Joint Terrorism Task Force had wanted to search Darwish's home because they thought he had a weapon and was buying parts to make more weapons.Darwish wasn't supposed to own any weapons because of his criminal history. Our source said the FBI asked the District Attorney's Office to sign off on having a judge issue a search warrant, but the DA’s Office did not do so.For 7 weeks, 10News had been trying to confirm this with the DA’s Office. After our 10News attorneys got involved, the DA’s Office sent us a letter reading in part, “On June 13, 2018, the San Diego County District Attorney's Office received a request by law enforcement to review a draft of an affidavit in support of a search warrant to conduct a search of Mr. Darwish's person, property and residence. The District Attorney's Office determined that the warrant was legally deficient and so advised law enforcement.”June 13th was 10 days before the big shooting. 10News asked the DA’s Office why it turned down the FBI’s request to do a search warrant, but the DA’s Office stated it was "exempt from disclosure".This afternoon, we emailed the DA's Office for new comment. SAN DIEGO (KGTV) -- San Diego Police arrested nine people suspected of driving under the influence Saturday night. According to the department, the checkpoint was held on the 1400 block of G Street between 11:30 p.m. Saturday and 3 a.m. Sunday. A total of 2,403 vehicles went through the checkpoint, police say. More than 400 vehicles were screened, 13 drivers evaluated and nine people arrested on suspicion of driving under the influence of alcohol. San Diego Police said in a news release that they plan to conduct another DUI checkpoint at an undisclosed location on Halloween. The department also plans to increase patrol on Halloween to screen for intoxicated drivers. This week, companies like Uber are offering tips on how to get around for Halloween. SAN DIEGO (KGTV) -- San Diego County officials are once again sounding the alarm, asking San Diegans to follow all health guidelines to slow the spread of COVID-19.On Wednesday, local leaders held a press conference to discuss the county's latest numbers and their placement on the state's colored tier system. The county stayed in the red tier, but was dangerously close to slipping into the more restrictive purple tier. In fact, County Public Health Officer Dr. Wilma Wooten said San Diego County was only two cases away from the purple tier."Yesterday we dodged a bullet. We could not have gotten any closer without tripping into the purple tier," County Supervisor Nathan Fletcher said at Wednesday's press conference. "But we don't want to live or die on the tiers by how many tests we've done."The county's unadjusted case rate is 7.7, while the adjusted rate is 7.0. Officials said the county's testing efforts allowed for that adjusted number. The county's health equity metric also improved, going down from 5.7% to 5.5%; the metric looks at the most undeserved, impacted communities.On Wednesday, health officials reported 263 new COVID-19 infections and six additional deaths, raising the region's cumulative totals to 53,263 cases and 863 fatalities.Six new community outbreaks were also reported Wednesday, two in businesses, two in restaurants, one in a restaurant/bar setting and one in a healthcare setting. In the past seven days, 32 community outbreaks were confirmed, well above the trigger of seven or more in a week's time.A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Wooten said the best way to keep cases down is to continue following all health guidelines in place, like wearing a mask, staying home if you're sick, social distancing and avoiding indoor gatherings. The county is also looking ahead to Election Day, urging San Diegans to vote via mail-in ballot, but also reassuring in-person voters that it will be safe to cast a ballot. County Registrar of Voters Michael Vu is asking all in-person voters to wear a mask and be patient on Election Day. Vu said all 4,500 election workers will undergo two days of training before the election so they can handle sanitization procedures and how to direct crowds.
