(KGTV) - The City of San Diego may want to learn a lesson from Santa Monica when it comes to rental scooters.Santa Monica just created new parking spaces for the electric scooters and e-bikes called Shared Mobility Drop Zones. After numerous complaints about riders leaving the scooters on sidewalks, the city decided to take action.San Diego has several bike and scooter companies providing rentals, including Bird and Lime.When asked about the possibility of creating similar parking spaces locally, a spokesman for Mayor Kevin Faulconer said, "The City is looking at a variety of ways to encourage the use of alternative modes of transportation, while keeping the public right of way clean and safe. As an example, we are in the process of installing more than 100 bicycle racks in different parts of the City. (KGTV) – Two teenaged girls had a frightening encounter with a stranger the parking lot Sportsplex USA Santee Thursday night.“He’s lucky I didn't walk out to minutes earlier,” Beau Branton said. His 14-year-old daughter was one of the girls involved.Branton plays in an adult softball league. Their game finished around 11 p.m. His daughter and her 13-year-old friend were there. After the game, they went to the pickup truck to get warm, while Branton finished up on the field.That’s when a man came over to the teens sitting in the car.“They saw him coming over and when they saw him coming over, they freaked out and locked it," Branton said. "He started yanking on the handle to get in.  When he realized he couldn't get in, he just stood there and didn't say anything, just a blank stare.”After a few seconds, the man seemed to give up and leave.“(My daughter) got out to come get me,” Branton said. “She came out from the truck, and towards the Sportsplex, that’s when (the stranger) came from behind a car and started chasing her.”His daughter got back into the truck in time to watch the man drive away.“He had a hoodie on, backpack,” he said, “cleanly shaven, he had two shaven notches on his eyebrows.  They watched him get into a red minivan and drive away.”San Diego Sheriff's Department said the suspect is described as a Hispanic man in his early 30s, about 5-feet 9-inches tall, and weighing about 170 pounds. He reportedly has short brown hair.He also had two shaved lines through his right eyebrow.The suspect reportedly fled in an early 2000's model, dark, red minivan with faded paint and a sticker on the back window.Deputies are working with the girls to create a sketch of the suspect and are asking any other witnesses to come forward.Lt. Chris Steffen says they are not yet sure of the man's intentions and that he might not have known the girls were in the car. SANTA BARBARA, Calif. (KGTV) -- A fast-moving fire broke out in the mountains near Santa Barbara late Monday afternoon. According to KEYT, the blaze, named the Cave Fire, sparked around 4:15 p.m. along Highway 154 and East Camino Cielo. By 5 p.m., the fire had burned 15 acres. That number quickly grew to 2,500 acres by 7:54 p.m., The Tribune reports. SAN YSIDRO, Calif. (KGTV) -- A new apartment complex in San Ysidro promises to offer more than 100 affordable apartments to residents. The building, called Paseo La Paz, was made possible in part due to a .3 million grant from the City of San Diego and will offer 137 affordable units. The complex targets families with incomes from 50 to 60 percent of San Diego’s median income – approximately ,000 per year for a family of four. Rents will range from 0 per month for a one-bedroom apartment to ,200 for a three-bedroom unit. Rents will remain affordable for the next 55 years as part of the agreement that secured the grant. SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school.
