UNIVERSITY CITY (KGTV) - A man led police on a short vehicle pursuit, before crashing into a canyon and running away. The pursuit started just before 9 p.m. Sunday night on Genesee Avenue and Governor Drive. The man was parked in a vehicle blocking a driveway to a business, according to San Diego Police. He was running up and down the street and took off in a vehicle when police arrived. Police pursued him for about 10 minutes, before he crashed into a canyon near the end of Governor Drive and Travers Way. The man immediately got out and ran into the canyon. According to police, the driver is a Hispanic male in his late 20s, 5'8", with a shaved head, short sleeved shirt and hoodie, and gray shorts. 730

Vanessa Bryant, the widow of basketball Hall of Famer Kobe Bryant, has filed a lawsuit against the Los Angeles County Sheriff's Department, alleging the department attempted to cover-up up the fact that deputies took photos with their personal cell phones at the scene of a helicopter crash that killed her husband and daughter.Kobe Bryant, his daughter, Gianna, and seven others were killed on Jan. 26 when their helicopter crashed in Calabasas, California, as the group was traveling to a youth basketball game. The helicopter reportedly crashed into mountains amid dense fog.In her lawsuit, Bryant alleges that eight deputies took "gratuitous images" with their cell phones after responding to the scene.Bryant's suit also alleges that one of those deputies showed images from the scene to someone outside the department. According to Yahoo, that deputy showed photos from the scene to a person at a bar and bragged "about how he had been at the crash site." A bartender who overheard the conversation later notified the Los Angeles County Sheriff's Department about the conversation.Los Angeles County Sheriff Alex Villanueva has already admitted that eight deputies took photos of the crash with their cell phones. According to an investigation from The Los Angeles Times, Villanueva allegedly told eight deputies who took photos from the scene that they would not face discipline if they deleted the crash photos from their phone — a move that some legal experts say amounts to the destruction of evidence.After The Times released its report, Villanueva asked the California Office of Inspector General to investigate the situation.However, Bryant's lawsuit alleges that Villanueva did not inform the crash victims' families that improper photographs had been taken. The suit also claims that Villanueva did not initiate an investigation or "inspect the deputies phones to determine whether and how the photos had been shared."According to The Times, Bryant is seeking damages for "negligence, intentional infliction of emotional distress and invasion of her right to privacy."Bryant and the families of other victims in the helicopter crash have also filed a lawsuit against the pilot and his employer, Island Express Helicopters. Two students were taken into custody after they set up a GoFundMe account to raise money for ammunition to "shoot up" Combs High School in San Tan Valley, Arizona, according to the Pinal County Sheriff's Office. Last week, deputies responded to the school for a report of a threat.According to PCSO, a student reported to school officials that they had overheard two students talking about bringing a gun to school. Deputies say a 15-year-old student had threatened to file off the serial number of a gun and bring it to campus. A second student reportedly helped the 15-year-old set up a GoFundMe account to raise money for ammunition. "The site explained that ammunition was expensive and they needed help to shoot up Combs High School," PCSO said in a statement. The first student did not have any weapons, but the second student did have access to weapons at his home, deputies said.The second student reportedly told deputies that he did not know who created the GoFundMe account but was there when it was created. The GoFundMe account has since been removed, deputies said. Both students were arrested and charged with conspiracy to commit terrorism and interference or disruption of an education institution.  1264

VALLEY CENTER, Calif. (KGTV) - A major San Diego County horse rescue is under fire for how it handles its horses and donations. The founder of Valley Center’s HiCaliber Horse Rescue is accused, in part, of raising thousands of dollars to rescue horses from slaughter, only to euthanize them by gunshot.The controversial nonprofit was just investigated by county officials and now state officials are looking into it.Michelle Cochran founded and runs the rescue, which has more than 150 horses on its property. She is the self-described “bad girl of rescue”, an edgy, foul-mouthed woman with purple streaks in her hair and facial piercings.Her rescue has more than 50,000 followers on Facebook. It’s where she posts videos of her trips to horse auctions, where she begs for money to buy livestock that she says would otherwise be shipped to slaughterhouses in Mexico. She also posts photos of malnourished and injured horses she says she hopes to rescue.Once donations come in, she and her volunteers and the purchased horses return to the Valley Center property. Some of the horses get rehabilitated. Some get shot.“You’re accused of buying horses that can’t be saved, raising money to save them and then shooting them,” we tell Cochran.She responds, “It costs money to save them. It costs money to diagnose them. It costs money to haul them. It costs money to get their [bodies] removed.”She tells us she knows that some of the horses will be euthanized when she purchases them. She calls them “compassion pulls”, horses she says are too sick to rehabilitate, but deserve a more dignified death than slaughter.Her veterinarian is Dr. William Talbot.He explains, “It’s not a pleasant thing but it is done properly and it’s a humane method of euthanasia.”Cochran adds that gunshot euthanasia is safer and faster than lethal injection, which can cause horses to thrash with fear, jeopardizing horse handlers' safety.10News independently verified that gunshot euthanasia for horses is legal in California. On their various social media platforms, Cochran’s critics express their negative feelings about this method, but their real problem is with the horses' living conditions and fundraising practices.“I think she needs to step away,” says Abby Kogler. She’s a professional horse trainer and horse owner who says she’s been on the rescue’s property. “The piles of poop are as big as my house. It’s a pest fest,” she says.Kogler believes money is Cochran’s motivator, adding, “We’re against buying really harmed horses from the abusers and then taking trusting people’s money [when they think] they’re saving horses from nonexistent slaughter pipelines and then [the horses are] just put down.”San Diego County officials tell us there’s no signs of abuse or neglect. That’s according to a recent investigation that was conducted by a contracted third party, since Cochran used to work for the county as an animal control officer.The nonprofit admits it purchased 17 “compassion pulls” last year. It reports it euthanized another 54 that could not be rehabilitated, but that’s out of a total of more than 400 horses it reportedly rescued. It reports it adopted out more than 150 horses.HiCaliber has not filed its 2016 taxes, citing getting an extension after an administrator had a family emergency. We found the rescue's 2015 IRS records, which showed it totaled more than 0,000 in revenue with only about ,000 going to management expenses. The rescue claims it spends up to ,000 a month on operations costs.Cochran acknowledges that she should reduce the number of horses on the rescue’s property and says she’s working on that with the county.The California Veterinary Medical Board is investigating the nonprofit.
