SDG&E suggests customers turn off air conditioners and significantly reduce or avoid using other appliances and electric equipment. Refrigerator and freezer doors should also be kept closed and all unnecessary lighting should be turned off, health and safety permitting.The company suggested customers also reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said. 8939

SAN DIEGO (KGTV) - San Diego is home to the nation’s largest concentration of military personnel. As part of our Making It in San Diego initiative, we want to make sure veterans know there is potentially money available to them. 10News anchor Kimberly Hunt spoke to professionals in the field, as well as two veterans who are currently applying for benefits.Linda Urbina, Director of Client Services for Golden Care explains the different benefit packages. Aide & Attendance, while difficult to qualify for, will go a long way in paying a veteran's assisted living costs. A veteran would have to be found to have 30 percent of their medical needs deemed 'service-related.' Anything less than 30 percent could be covered by a benefit called Home Health Aide Care. That provides assistance with activities of daily living such as eating, dressing, personal grooming, bathing, toileting/incontinence care, transferring, and transportation. A veteran would have to need assistance with at least two of these ADL's to qualify for this program.Urbina has gone into homes to find a veteran whose needs are not being met and has called adult protective services. Later she finds out they could have received help from the VA. She sees wives "bent low from the burden of care giving" and veterans who "feel guilty" for being a burden. She wants to see veterans get the help they deserve for their service to our country.RELATED: San Diego leaders push measure that provides affordable housing for veterans, Californians in needSome veterans end up seeking help from a professional advocate such as Alan Watt. He strongly suggests a veteran "go talk with a veteran services officer at the VA., ask questions, sit down with someone and see if you might qualify for help." He acknowledges the VA is over-burdened, but he tells his clients not to give up. He says persistence pays off. It disappoints Watt to see someone wait years or decades before coming in. Among his clients are World War II veterans who waited more than 70 years to ask for help.10News called the local office of the Veteran's Administration. They recommended people go to the VA website. Once on, click the 'Benefits and Healthcare' tab. Once in that tab, you can click on the area you need including Healthcare, Housing Assistance, and Benefits for family members.If you can't navigate the website, you can walk into the Regional Benefits Office in Mission Valley at 8810 Rio San Diego Dr. The office accepts walk-ins. He recently entered the care of La Costa Glen Senior Living Community in Carlsbad. He and his wife Mickey are very happy there. Almost all of his Navy retirement goes to support the community in which they live. He recently applied for Aide & Attendance benefits. He says "having benefits would be a tremendous benefit to them financially." He's waiting to get a response.Vietnam veteran George Simons has multiple health problems and after recently having a stroke he says he's "basically bed bound." His wife Cyndy has been caring for him for years. The medical bills have mounted, and take the majority of their money. Other things around the house have had to go unattended. After years of what he and his wife describe as a frustrating battle with the VA, Simon now receives Homemaker benefits which give him an in-home caretaker 12 hours a day, and a pension benefit of 20 percent of his Navy pay. They are still pursuing greater benefits.Watt tells both couples to "keep at it. and don't take no for an answer." 3834

SAN DIEGO (KGTV) - Residents in many San Diego neighborhoods get a daily reminder of the odd inhabitants that are not native to the area.As the sun rises over the region, the squawks can be heard. The wild parrots are awake.While the sight of emerald, red-headed birds has long been gold for local photographers, what has remained a mystery to many is how they arrived in San Diego.Parrot originsAll of the wild parrots in San Diego are birds or descendants of birds brought to the area by people, according to Sarah Mansfield with SoCal Parrot, though some have speculated they migrated from Mexico. Mansfield added the birds weren't released in the area just once."Whether they were released intentionally or accidentally, several 'micro-releases' happened over many years," Mansfield said. "There are five established species of wild parrots in San Diego, and 13 species in Southern California, so it definitely wasn't just a pair or two that got out long ago."It wasn't illegal to buy wild-caught parrots until 1992, when the Wild Bird Conservation Act was signed into law in order to ensure exotic bird species were not harmed by international trade."The birds that were released came from the wild and have remained wild since," she adds.University of San Diego professor Janel Ortiz, who started the San Diego Parrot Project to research the parrots' eating habits and natural behaviors, says parrots may have been here longer than we think. "No parrots are native to California; there has been evidence of the parrots being here in the 1940s and weren't well documented until the 1960s," Ortiz says.Types of parrots in San DiegoCurrently, Mansfield says the main species in San Diego are Mitred Conures, Red-masked Conures, Blue-crowned Conures, Red-crowned Amazons, and Lilac-crowned Amazons.The Mitreds and Red-masked Conures can commonly be seen flocking together, while both Amazons species also live together.Residents may also notice both Consures and Amazons together in the same neighborhood at times, but usually they're not together, Mansfield says.How they survive hereSo how does a bird not native to San Diego find a way to survive?Find another non-native species. The parrots live off non-native fruiting and flowering trees, according to Mansfield. Ornamental trees, including magnolias, loquats, pines, eucalyptus, coral trees, and pecans, give parrots food and shelter all in one."They nest in cavities in the tall palms that line our beach community streets," Mansfield adds, something residents who aren't a fan of the birds' squawks know all too well.San Diego's climate makes their habitats all the more comfortable, as the warmth provides the perfect environment for the parrots. "While they could make a go of surviving in colder weather, they do better with our sunny San Diego temperatures," Mansfield said.Ortiz says San Diego may be one of the last locations where these endangered parrots can survive."Most of these parrots are endangered in their native ranges, but are thriving here in this new, urban habitat we've created," Ortiz said. "Urban places, like San Diego, may be one of the last locations these endangered parrots may be found if their populations continue to dwindle in their native ranges."While the birds are naturalized, meaning they are actively breeding in the area, it's unclear how successful they are at reproducing, Ortiz says.So far, the Parrot Project has observed some species-specific differences such as time to roost, or time they get together at night.Residents can help out by filing out a form online to document parrot sightings. 3607

  

SAN DIEGO (KGTV) - San Diego Police released a composite sketch Tuesday in the search for a man suspected of trying to kidnap a 3-year-old girl in the Morena area. The incident happened Sunday about 4:30 p.m. as the girl’s mother was taking her daughter for a walk in her wagon on Savannah Street at Buenos Avenue, police said. The area is residential and two blocks away from busy Morena Boulevard. A man parked his sedan but left the engine running, then approached the mother and child from behind, according to investigators.
