SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county.The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote.The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) — Poway Unified School District has approved a plan for some students to return to in-person classes starting as soon as this month.The district's board on Thursday approved a phased reopening plan for elementary schools starting on Oct. 1, with the first group of schools opening with an AM/PM schedule.Abraxas High School will reopen with an A/B schedule on Oct. 8, and PUSD's remaining elementary schools will reopen with an AM/PM schedule on Oct. 12, according to the district.The board also approved resuming on-campus special education services and in-person instruction for small groups after Sept. 24.RELATED: San Diego County schools allowed to reopen for in-person learningAll students, from preschool through 12th grade, will be required to wear a mask when returning to campus. Virtual class options will continue to be made available for families.Board leaders reached an agreement on allowing small groups of middle and high school students to return to campus for targeted learning support, social-emotional groups, special education services, and co-curricular and extra-curricular activities. Dean Riggott says he watched as his wife Karen fell off a Bird scooter, her head crashing into the pavement. "She hit the back of her head with such force and ferocity, that scooter threw her with such force, that she only hit the back of her head, and broke the bones all the way around the side of her face to the front of her eyes, above her eyes," said Dean.Doctors told Dean to expect the worse, that she would likely not survive the head trauma."I cry literally every morning, every morning."But Dean says his wife is a force of nature and is now defying the odds."She can open her eyes, and she can even smile if you let her know you're in the room, and you're here for her."Karen has some movement in her arms and legs but still cannot support herself. "Unfortunately the families who's lives have been damaged by these scooters, it's going to be a reminder and a remainder in their life for a long, long time," said Dean. While Dean's focus is on his wife's recovery, he can't help but warn others about the dangers of scooters."It's pretty simple. When people are dying, something is wrong."He's reached out to all nine city council members asking for help; so far only three have responded to his pleas for action against scooter companies. Until there are stricter scooter regulations, Dean hopes Karen's story will remind people to think twice about riding them. 1507

  

SAN DIEGO (KGTV) - Police body-worn cameras captured the parents of Trevor Heitmann pleading with officers to hospitalize their son just hours before he killed himself and two others in a high-speed car crash.In August 2018, Trevor Heitmann, known on his popular YouTube channel as McSkillet, ultimately drove the wrong way down the 805 at speeds over 100 miles per hour before the fatal accident.A lawsuit filed against the City of San Diego claims, police officers failed “to act in accordance with the statute and carry out their mandatory duty,” and as a result, Heitmann, “subsequently and predictably endangered the lives of others and himself and drove his vehicle at speeds in excess of 100 mph, striking Aileen and Aryana Pizarro's vehicle and endangering other members of the public.”The lawsuit goes on to say, “Because he was not evaluated by defendants to determine if he was a danger to himself or others, he was able to carry on with his erratic and mentally unstable behavior, and ultimately colliding head-on with Aileen Lydia Pizarro's vehicle, and thereby, causing fatal injuries to Aileen and Aryana Pizarro." 1137

  

SAN DIEGO (KGTV) -- Officials have identified the recruit who died after going into cardiac arrest Sunday morning.The Marine Corps Recruit Deport says 21-year-old Private Patrick Armando Vega was pronounced dead just before noon on Sunday.A drill instructor found Vega unresponsive in his bed around midnight Sunday and conducted CPR. Vega was then taken to the Naval Medical Center where he later died. RELATED: E.coli outbreak reported at Marine Corps Recruit Depot in San Diego“Our thoughts and prayers are with the family and friends of Pvt. Vega during this difficult time,” said Brig. Gen. William Jurney, the commanding general of MCRD San Diego and the Western Recruiting Region.MCRD is looking into the death and the Navy Medical Center is conducting a medical review. Both are standard procedure, according to MCRD. 853
