(AP) — Prosecutors say California’s system for paying unemployment benefits is so dysfunctional that the state approved more than 0 million for at least 20,000 prisoners.On Tuesday, they detailed a scheme resulting in payouts in the names of well-known convicted murderers like Scott Peterson, who was sentenced to death after being found guilty of killing his pregnant wife. His death sentence has since been overturned and a court is reviewing his conviction.Sacramento County District Attorney Anne Marie Schubert said at least 158 claims were made for 133 death-row inmates, resulting in more than 0,000 in benefits paid.“It involves rapists and child molesters, human traffickers and other violent criminals in our state prisons,” said Schubert. “Hundreds of millions of dollars that may well amount to upwards to billion, having already been paid in their names.”Schubert said the scheme will be one of the biggest frauds of taxpayer dollars in California history.“And with this fraud means that victims that have been victimized by these inmates aren’t getting the restitution that they so deservedly have been owed,” said Schubert.So far, at least 22 people have been charged in San Mateo County, The Associated Press found. More charges could be forthcoming as several other investigations continue across the state.Prosecutors say the Employment Development Department has been overwhelmed by benefit claims since the pandemic began, and in its haste to approve them, didn't check unemployment claims against a list of prisoners.Gov. (AP) — California's attorney general is accusing a car dealership of false advertising and lying on loan documents to boost the company's profits at the expense of its mostly low-income customers.Attorney General Xavier Becerra sued Paul Blanco's Good Car Company on Monday.Becerra said the company's prolific TV and radio ads would boast about 2% interest rates and approving people for loans over the phone. But Becerra said those were lies designed to lure customers to the dealership. Once people came, Becerra said the company would then lie about their incomes and the value of the vehicles to convince lenders to approve the loans.Representatives from the dealership did not respond to a request for comment. (KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

  

Rocky, the owl recently rescued from the Rockefeller Christmas Tree, was released into the wild on Tuesday, completing a long journey that started from the world’s most famous Christmas tree.The Ravensbeard Wildlife Center showed video of Rocky’s majestic release into the wild on its Facebook page. The center is located about 100 miles north of New York City.The wildlife center said it released Rocky shortly before nightfall so the owl could find safe harbor for the night. It is believed that Rocky will join other owls in the region and head south for the winter.“She is a tough little bird and we're happy to see her back in her natural habitat. We are sure that Rocky will feel your love and support through her journey south,” the Ravensbeard Wildlife Center said in a Facebook post.It is believed that Rocky made the 170-mile trek with the tree. The owl was found when the tree made it into Manhattan. 919
