BEIJING, Aug. 3 (Xinhua) -- China kicked off a five-day military exercise in two provinces on Tuesday in which 12,000 military personnel and seven types of military aircraft are taking part.The military exercise, code-named "Vanguard-2010", was carried out simultaneously in seven cities across the provinces of Henan and Shandong at 8:21 a.m. Tuesday and featured simulated emergency evacuations and planning for combat.The drill, consisting of two phases from Tuesday to Saturday, will feature emergency evacuations, war planning, reconnaissance, early warning activities, ground-to-air attacks and evacuations of command posts during its first phase ending Thursday.Its second phase consists of testing Chinese air defense troops' ability in fighting air units in a "complicated electromagnetic environment."At 8:21 a.m. on Tuesday, air defense forces from the People's Liberation Army (PLA) and paramilitary forces in the seven cities including Qingdao, Jinan, Zhengzhou and Kaifeng began evacuation plans and successfully moved to designated areas, screens at the drill's commanding headquarter showed.By about 10:10, an air defense brigade from the PLA Jinan Military Command led by its commander, Zhao Geng, had already traveled 100 km and begun to formulate war plans.

XINING, June 20 (Xinhua) -- Chinese Vice Premier Hui Liangyu said Sunday the government would soon implement the reconstruction plan for quake-hit Yushu in northwest China's Qinghai Province.Hui made the remarks at a meeting of the State Council's earthquake relief and disaster control headquarters held Sunday in Xining, capital of Qinghai, according a statement released after the meeting."We must strive to accomplish major reconstruction tasks in three years in a coordinated and scientific way and in accordance with the law," Hui said.Yushu was hit by a 7.1-magnitude quake April 14, with more than 2,200 people being killed and thousands of homes being flattened.The State Council approved the reconstruction plan for Yushu prefecture on June 14.Chinese Vice Premier Hui Liangyu (C) speaks at the reconstruction meeting for the quake-hit Yushu of northwest China's Qinghai Province, in Xining, northwest China's Qinghai Province, June 20, 2010. BEIJING, Aug. 13 (Xinhua) -- The State Administration of Civil Service Thursday announced a plan to select personnel for central government organizations from the grass-roots level.In all, 30 civil servants will be selected and assigned to 11 ministry-level organizations such as the ministries of foreign affairs, education, agriculture and culture.Civil servants working in government organizations in the province, city, county and village levels can apply for these posts.However, those at the provincial level will have to have two-years of grassroots work experience while village-level civil servants must have at least three-years of work experience.The written test and interview for the selection will be held in September.According to a statement released by the administration, the plan aims to create a system of cultivating civil servants from the frontline and grass-root levels for optimizing the structure of civil servants in central government departments.
