DEL MAR, Calif. (KGTV) -- Scott Eastwood was caught on video taking down signs as Del Mar residents protested a proposed luxury resort Sunday. A protestor, Spencer Gobar, who confronted Eastwood in the video, told 10News that the actor identified himself to the group as an official from the city.Eastwood reportedly told demonstrators to take down signs and banners at Del Mar Plaza. However, Gobar said she recognized Eastwood as soon as she saw his face, having seen him numerous times around the area. She asked him by name to stop trying to remove the sign. Eastwood then walked away as the protestors heckled him about his actions and about his famous father, Hollywood icon Clint Eastwood."It all happened so fast," Gobar told 10News. "The last thing I was expecting was for this D-list celebrity to show up and try to dismantle the sign."Eastwood owns at least one business in the North County, a clothing company based in Encinitas. However, it is not clear why he wanted the protest signs against Del Mar Measure G removed. Maxine Waters of California was the intended recipient of a suspicious package intercepted at a congressional mail sorting facility outside Washington, according to two sources.Later on Wednesday, a spokesperson for the Bureau of Alcohol, Tobacco and Explosives, Ginger Colbrun, said a second package addressed to Waters had been found at a postal facility in south central Los Angeles. Colbrun told CNN the package matches the description of those sent to CNN and Democratic political figures. DESCANSO, Calif. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy.
