On a recent house call, they visited Lee Armstrong, whose gout made it nearly impossible to make it to the doctor.  "Is it this toe?" Womack asks. "Yes," Armstrong replies. "Right there where I'm touching?" Womack confirms.  After evaluating him, Womack was able to give Armstrong a dose of medication on the spot.  "Okay I'm going to print you up some instructions here," Womack says.  He was relieved.  "It's a shame that you can be so sick that you can't travel," Armstrong said. "I couldn't hardly walk to the door in there. I really appreciate it. I really do."  "I like going into the home with the patients," Womack said. "And seeing the challenges they might have in the home that if you came into the emergency room you might not see."  "People would come to the emergency department just for simple things like that which we can do quickly and easily at their own home," says Phil Mitchell, an ER physician and Medical Director at DispatchHealth.Dr. Mitchell said that experience is a catalyst for the work dispatch health does.Nationwide, 50 percent of emergency rooms operate at or above capacity. In a survey of 1,000 small business owners conducted by the US Chamber of Commerce, 57% ranked the economy as the first or second most important issue influencing their vote in the 2020 Election. With 30.2 million small businesses in the US, according to 2018 US figures, these voters make up a significant chunk of the electorate. “Small businesses provide so much to our economy,” Pete Mikulin, CEO of 3R Technology Solutions said. The company focuses on electronics recycling and data destruction.“We’re fortunate in that we’re OK. We’re just OK,” he said. The pandemic hit businesses hard like Mikulin's hard. “It wouldn’t take much right now to ruin, completely destroy the small business landscape.”Many are not sure what the future holds.“Your plans go out the window,” Mikulin said. “So you deal with it everyday, day by day, and it’s survival.”“It feels like we’re alone. It feels like there's no one in our corner as a small business owner,” he added.“There’s concern of the small businesses that not enough attention is being paid to them in Washington, that Washington is looking at some of the bigger items in the election and they’re forgetting about the fact that small businesses is the major driver of our economy,” Mac Clouse, business expert for over 40 years and professor at University of Denver, said.“The stock market is a general indicator of what's going on with stock prices, and stock prices are usually reflective of your larger firms, firms that are publicly traded,” he said. “That really doesn't measure what's happening with the mom and pop businesses, the small businesses. The only way we know how they’re doing is to ask them.”Of those surveyed, 78% said the economy was “average," “somewhat average," or “very poor” in August.“When you have people saying the stock market is doing great but 78% of business owners are saying the opposite, clearly there's a breakdown, not in what's being discussed, but what is meaningfully being discussed and taken action on,” Carlin Walsh, Owner and CEO of Elevation Beer Company, said. His business was impacted by shutdowns and restrictions.“Total, our revenue was cut 60% for what we normally would be,” he said. “I am not comfortable with what the next three to four months brings, so because of that, we've been putting more money than usual into savings.”Without the same safety net some of the larger companies have, small businesses are taking things day by day.“For them, what’s important is what’s going to happen in the next three to six months,” Clouse said.Many are waiting to see if they’ll see any help from the government. Surveys from the U.S. Chamber of Commerce show a majority of small business owners are more interested in the 2020 election compared to 2016.“We need our elected leaders to come together and provide targeted relief to the industries of small businesses that have been most deeply impacted, and that doesn't necessarily mean financial help although that's required as well,” Mikulin said. “All we’d like to do is keep our doors open and people employed. IMPERIAL BEACH, Calif. (KGTV) - South San Diego County families were left in tears. A single mother and her kids were forced to sleep in their car. 10News investigative reporter Jennifer Kastner is exposing the man accused of running an elaborate housing rental scheme and preying on people who are struggling to make it in San Diego. Deputies believe that Daniel Uriarte pretended to own a house and scammed more than ,000 from several families that were looking to rent. Jacenia Ramos was crying when she met with 10News. “I mean, he didn't only do it to us, he did it to other people, too. That's just wrong,” Ramons says. Two weeks ago, 10News connected with Ramos’ family and other families after someone posted a warning about Uriarte on an Imperial Beach community Facebook page. Multiple people told 10News that Uriarte was operating a fake rental on a property in Imperial Beach.When 10News arrived at the house, there were signs in the window. “I basically placed [the signs up] that the house is not for rent and if someone did rent it out to them, to contact the local deputies and they'll help them out,” says Eric Leon Estrada.Leon Estrada cares for the house for his mother, who owns it. They started renting it out to Uriarte and his family in 2018. Leon Estrada and his mother tells 10News they came across a Craigslist post a few months ago advertising a two-room apartment for ,200 a month. The ad said the unit -- which was a garage converted to an apartment -- was still under construction, according to Estrada. Leon Estrada says that Uriarte knew that subletting was not allowed. He showed 10News a copy of the lease, which clearly states that they agreed "not to transfer, assign or sublet the premises or any part thereof." Leon Estrada and his mother say that they told Uriarte’s family that they had 30 days to leave.Leon Estrada says he noticed "mail coming in from different families with different last names, so it doesn't take a detective to figure that out.”“I’m very grateful that we had a car to sleep in. We could have been sleeping on the sidewalk,” says a young woman who 10News is not identifying. She’s overcome with shame and embarrassment. She says her family fell for Uriarte’s Craigslist ad and handed over a massive deposit, thinking that he was the owner. Yet when they tried to move in, they tell 10News that Uriarte kept making excuses to delay their move-in. “There was lead paint. There was something wrong with the electric cables. It was just excuse after excuse,” she adds. Ramos tells 10News that Uriarte gave her a similar run-around. “I was so stressed out. I ended up in the hospital because of all the stress,” she explains. She shared with 10News a voicemail that she says Uriarte left her. In part of it, the man’s voice is heard saying, "It’s not that I don't want to rent to you. It's not. I'm telling you, and it's the truth, it's the fact that I don't have enough time to finish up that job.” A few days after 10News interviewed some of the families at the house in Imperial Beach, this station received a call from a San Diego County Sheriff's detective. He told 10News that they planned to arrest Uriarte soon. Over the phone, Uriarte denied doing anything wrong. Last Friday, he was scheduled to meet 10News, but he never showed up. He texted that his attorney would contact 10News, which never happened. This Tuesday, deputies notified 10News that they'd arrested him. Part of the statement reads, “From June 5 to July 24, 2019 Daniel Uriarte…misrepresented himself as the owner and manager of a rental property located in the 800 block of 10th Street in Imperial Beach. Uriarte advertised the property via Craigslist and presented fraudulent rental agreements to his victims. To date, Uriarte has scammed six known victims out of more than ,000. On August 23rd, Detectives from the Imperial Beach Sheriff's Substation arrested Uriarte for six counts of obtaining money by false pretenses. He was booked into the San Diego Central Jail. Uriarte's first court appearance is scheduled for August 28th at 1:30 p.m. at the South Bay Courthouse. While this case has been submitted to the District Attorney's Office, the investigation is ongoing. The Sheriff's Department is looking for additional victims or witnesses.
