BEIJING, Jan. 10 -- Shanghai has set a GDP growth rate target for the year of more than 8 percent, almost the same as 2009's economic development rate.     Party Secretary Yu Zhengsheng yesterday announced the target at a one-day session of the Shanghai Committee of the Communist Party of China.     He added the growth rate of value-added output from the service industry should be much higher than the GDP rate.     The city didn't set a higher GDP goal because it wanted to put more effort into restructuring the economy than simply seeking more GDP growth, Yu told the meeting.     The city's GDP growth was estimated to be more than 8 percent last year, a little lower than the average national level. Total retail sales of consumer goods rose by about 14 percent and growth of fixed assets investment was around 10 percent in 2009.     Yu said the targeted rate was a suitable development speed for Shanghai, which was hit by the global financial crisis during its economic restructure transition.     He told the session that the World Expo 2010 Shanghai was the most important task for the government this year.     It requires not only coordination of all districts and departments but also active participation and devotion by citizens, he said.     "We should spare no efforts to ensure a successful, wonderful and unforgettable Expo," he said.     "We should make full use of the opportunity to stimulate investment and consumption, enhance friendly cooperation with the world and build a city with international influence."     Yu emphasized the importance of security during Expo. He requested government officials to strengthen anti-terrorism efforts, guarantee food and drug safety and quality, and keep monitoring and preventing public health events, such as outbursts of swine flu.     To enhance transport during Expo, the government will continue a series of infrastructure works. More Metro lines and cross-river projects will be completed this year.     Construction of the Bund, Shanghai-Nanjing inter-city railway and the Hongqiao transport hub are planned to be finished this year.     Yu stressed that government officials should consider people's interests at all time and listen to their advices. He said the government should reduce impact on life during Expo as much as possible.     Also, Yu said regulation and control in the real estate market will be improved to help it develop in a healthy and sustainable way. And 500,000 new jobs will be created to keep the unemployment rate around 4.5 percent.

BEIJING, Oct. 27 (Xinhua) -- China's anti-graft chief He Guoqiang on Tuesday urged discipline and supervision authorities to press ahead with the building of a clean government and strengthened efforts in corruption prevention.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China (CPC), said in a meeting that efforts should be made to handle people's complaints and embrace innovation in the establishment of anti-corruption mechanism.     He asked discipline and supervision authorities to combat extravagance, intensify crackdown on the practice of "small coffer", which refers to fund, securities and assets that should be but fail to be listed into the account books of CPC and government organizations in accordance with relevant laws and regulations.     He also called for authorities to make public Party affairs, especially at grassroots organizations, and investigate and prosecute corruption cases.     Efforts should be made to expand channels for the general public to be involved in anti-corruption endeavor, said He, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee.

BEIJING, Oct. 22 (Xinhua) -- China's anti-graft chief He Guoqiang Thursday hailed an online interview program on rectifying officials and government agencies' misconduct.     He, secretary of the Central Commission for Discipline Inspection of the Communist Party of China, said the program by the People's Daily Online has made full use of the Internet media to answer people's questions and help solve their problems.     The program will undoubtedly help promote the government's efforts in rectifying misconduct of officials and government agencies.     The program started on July 16 to encourage people's participation in the government's rectifying campaign.     Officials in charge of the rectification work are invited to answer netizens' questions, which cover a wide range of hot topics including farmers' benefits, education, medical treatment, transportation, food and drug safety among others.     Netizens can also disclose misconduct of government agency staff during the online interview, and authorities will start investigations, according to the State Council's rectification office.     Currently rectification offices in 31 provinces, autonomous regions and municipalities have set up their official Web sites.

BEIJING, Dec. 26 (Xinhua) -- China's top legislature ended its five-day bimonthly session Saturday, approving tort liability and island protection laws and an amendment to the renewable energy law.     Wu Bangguo, chairman of the Standing Committee of the National People's Congress (NPC), told the closing meeting that the Tort Law was significant in "protecting civil rights and people's interests, preventing and punishing infringement acts, reducing conflicts and promoting social harmony and stability."     The top legislator said the amendment to the renewable energy law would "greatly promote a healthy and rapid development of the renewable energy sector and adjust energy structure to strengthen the building of an environment-friendly and resource-saving society."     The island protection law would play a key role in protecting islands' eco-system, rationally utilizing natural resources and safeguarding the country's marine rights, Wu said.     The session also examined two reports from the State Council on employment and boosting development of small and medium-sized enterprises.     It also voted to ratify a United Nations protocol to combat human trafficking -- the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the UN Convention against Transnational Organized Crime.     The session also approved a pact on criminal judicial assistance between China and Malta.     It voted to appoint Han Changfu, former governor of northeastern Jilin Province, as agricultural minister.     The meeting also decided to open the annual plenary session of the NPC on March 5 next year. BEIJING, Oct. 29 (Xinhua) -- Sino-U.S. ties have been warmed up for U.S. President Barack Obama's upcoming China visit by frequent contacts between high-level officials from both sides, Chinese experts said Thursday.     The 20th meeting of China-U.S. Joint Commission on Commerce and Trade (JCCT) was officially convened on Thursday morning in China's eastern city of Hangzhou.     This year's JCCT talks, highlighted by U.S. Commerce Secretary Gary Locke, Trade Representative Ron Kirk and Agriculture Secretary Tom Vilsack, were widely seen as part of preparations for the presidential summit next month.     "Today's JCCT meeting laid a solid groundwork and made full preparations for President Obama's visit in two weeks, which will help build the positive, cooperative and comprehensive China-U.S. relations toward the 21st century," China's Minister of Commerce Chen Deming said at the end of talks.     In the meantime, Xu Caihou, vice chairman of China's Central Military Commission, was paying his first visit to the United States under the Obama administration.     During his talks with U.S. Secretary of Defense Robert Gates, Xu and Gates explored ways to further military-to-military cooperation and reached agreement on seven points, which included Gates' visit to China in 2010 and mutual visits of warships.     The agreement on conducting joint maritime searches and rescue exercises has already had the embryonic form of crisis management mechanism, said Ding Xinghao, president of the Shanghai Association of American Studies.     During the 11-day visit, the Chinese general was also invited to visit some sensitive military sites, including the Strategic Command Headquarter, which was in charge of nuclear weapons and cyber war.     Xu's visits to the sensitive military sites showed the U.S. military's willingness to promote mutual trust with the Chinese military, said Fu Mengzi, a researcher with the China Institute of Contemporary International Relations.     Since the Obama administration took office, Sino-U.S. relations have witnessed a smooth transition and maintained a good momentum of development.     In June 2009, the defense ministries of China and the United States held the 10th defense consultation. "It is aimed at realizing the strategic mutual trust between the two countries."     The foundation for the sustained and stable development of bilateral ties lies in mutual trust, he said, but trade frictions between the two nations show that mutual trust still needs to be strengthened.     Obama announced in September to impose 35 percent punitive tariffs on all car and light truck tires from China for three years.     Just on Tuesday, the U.S. Department of Commerce announced preliminary determination that intended to impose a tariff up to 12 percent on the steel grafting and steel strand imported from China, valued 269 million U.S. dollars.     In addition, China and the United States still have differences on some issues concerning China's core interests, such as U.S. arms sales to Taiwan and Tibet-related issues.     Although both sides have the willingness to enhance mutual trust, it is still difficult for them to fulfill the goal, said Fu Mengzi, adding it needs sustained efforts from both sides.     "Sino-U.S. relations are now standing at a new historical starting point," said Chinese Vice Premier Wang Qishan at the opening ceremony of the 20th JCCT meeting. "President Obama's first China visit will surely provide new opportunities for bilateral cooperation."
