SACRAMENTO, Calif. (KGTV) — California has become the third state to declare a state of emergency due to the threat of the coronavirus.Gov. Gavin Newsom told reporters Wednesday that the state is declaring a statewide emergency in order to take advantage of additional government resources. The declaration comes after developments that a California patient died of coronavirus after reportedly being infected on a cruise from San Francisco to Mexico from Feb. 11 to Feb. 21.The victim was an elderly adult with underlying health issues and was in isolation at the time of death, Placer County health officials said. The cruise ship that the victim had been on earlier is currently being investigated by the Centers for Disease Control and Prevention. Another passenger who is infected is in stable condition at a Sonoma County hospital.The ship is currently at sea, but testing kits will be flown out to its crew for passengers to be tested before the ship docks in San Francisco."There’s a reason that we didn’t want the ship in the Port of San Francisco and in the state of California at this time," Newsom said. The CDC is working to identify other passengers from the ship's previous trip and where they got off the vessel. (AP) -- California's earthquake early warnings will be a standard feature on all Android phones, bypassing the need for users to download the state's MyShake app in order to receive alerts.The Governor's Office of Emergency Services worked with Google, the maker of Android, to build the quake alerts into all phones that run the operating system.The technology does not predict earthquakes. It is designed to take data from seismic sensors and send warnings to potentially affected areas if projected shaking is at a certain level of intensity.The MyShake technology was developed by the University of California, Berkeley, and released in 2019. 673

(AP) — An investigation has found many California state agencies have failed to provide sexual harassment training for all their supervisors as required by state law.Capital Public Radio reported Tuesday its investigation found nearly 60 percent of agencies surveyed by the State Personnel Board did not provide the training, up from 25 percent in 2016 and 32 percent in 2017.The public radio station reports that since 2016, the State Personnel Board has identified nearly 1,800 state government supervisors at dozens of agencies who did not receive the required training.A state law requires businesses with 50 or more workers and all state agencies to provide two hours of sexual harassment training to new supervisors within six months of being hired or promoted. 794

(AP) — California’s attorney general has dropped a lawsuit seeking the names and contact information of every person who used one of the state Republican Party’s unofficial ballot drop boxes. The party used the boxes to collect ballots in some counties with closely contested U.S. House races. It’s legal in California to collect completed ballots and turn them in on behalf of voters. But state law says only county election officials are allowed to deploy ballot drop boxes. Friday, the attorney general’s office announced it was able to ensure that voters’ ballots were counted. SACRAMENTO (KGTV) -- California ranks 37th in the nation for DUI fatalities and some cities have a DUI fatality rate two times higher than the state average, according to a new study.According to the study by ValuePenguin.com, mid-sized cities in The Golden State pose the largest risk.The study shows that several mid-sized cities, Barstow, Desert Hot Springs and San Pablo had an average of more than 10 DUI-related fatalities per 100,000 residents in recent years, or more than 10 times the state average.The study also found that five California cities, Vista, Hemet, Delano, Murrieta and Pittsburg saw DUI fatalities increase between 140 to 700 percent between 2012 and 2017.See the chart below for the complete list of cities with the highest DUI fatalities: 783
