SAN DIEGO (KGTV) — San Diego's top Democratic candidates for mayor squared off on the debate stage Friday. The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started. SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt.
