SAN DIEGO (KGTV) - A handful of parents attended a meeting with San Diego Unified School District officials, after lead was found in drinking water at Garfield Elementary.Parents were notified of the discovery last week when the school made calls and sent letters.“It seems like the infrastructure is kind of old and replacing that stuff seems to get longer and further down on the back of the list,” said parent Jared Stodelle.Tuesday, a doctor and an SDUSD representative answered parents questions at the elementary school. They broke down the water sampling reports and gave parents tips and advice about lead exposure.52 water fixtures on campus were tested. Three were above the district action level of 5 parts per billion (ppb), while one was above the federal action level of 15 ppb. According to the district, the fixture above the federal action level tested at 17.28 ppb, but had been out of service for an entire year. They say no students had any access to that specific fountain.“Now that it's been brought up to me, I'm going to look into it a little more and that's why I was trying to understand what the levels were and what they actually meant,” said parent James Smith after attending the informational meeting.As soon as the results came back, the fountains were secured and taped off, parents were notified, and an informational parent meeting was scheduled.According to SDUSD Facilities Communications Supervisor, Samer Naji, the district now has three options on what to do next: either repair or uninstall the fixture completely, put in a lead certified water filter, or install new plumbing.In the meantime, children will be given bottled water.Parents who spoke to 10News say they were happy with the way the school and district notified them and took immediate action.“We give them credit because if you see a problem, you take care of it,” said Stodelle. “You don't want to hide it from anybody especially the students and parents.”At the meeting, the doctor told parents concerned about the potential lead exposure to schedule an appointment with their child’s physician to request a blood screening for lead. SDUSD’s Nursing and Wellness staff is prepared to assist families who aren’t sure how to request a screening. 2259

The concern comes after Thursday's bloody battle involving Mexican federal troops and the son of notorious drug lord Joaquin "El Chapo" Guzman.The USD Kroc School's Trans-Border Institute has been regularly taking graduate students to Culiacán for the last five years, offering seminars and certificate programs in peacebuilding that have had an impact on the region, said program director Ev Meade."It's one of the only states in Mexico that's actually improved with respect to violence and was on the upswing until 3:30 yesterday afternoon and now all bets are off," Meade said in an interview.Meade was scheduled to speak at a conference on Friday but had to cancel the trip abruptly when cartel shooters laid siege to the city.The incident began when members of the Mexican National Guard patrolling a neighborhood in Culiacan and were ambushed by members of the Sinaloa drug cartel. Among those members of the criminal gang was Ovidio Guzman Lopez, the son of "El Chapo" Guzman.Cartel forces blocked roads with burning cars and demanded the release of El Chapo's son, who had been captured by Mexican security forces.Violence spread across the city until authorities suspended operations and released Ovidio Guzman Lopez.At least seven people were killed in the battle, one Mexican National Guard member, one civilian, and five cartel members, according to Security Minister Alfonso Durazo."It was terrifying. I had friends who were trapped in their offices. Other friends who were trapped in restaurant bathrooms," said Meade.The USD program in Culiacán has trained hundreds of local activists, public officials, and entrepreneurs in peacebuilding and social innovation, according to the Kroc School.Thursday's violence showed an entire militia of criminals could descend on the city in less than an hour, Meade said. He and school leaders are now weighing whether to send students back."I mean this is the point of a school of peace studies to go to places in conflict and help. Apply our best knowledge and methods. So have not given up," he said. "But our calculations as to what is safe and what is not -- a lot of that stuff remains to be seen." 2333

SAN DIEGO (KGTV) - A 13-year-old Tierrasanta boy is battling for his life after family members say he was diagnosed with bacterial meningitis.A week ago Sunday, Grant Eyles started throwing up while his mother drove him and his siblings back from Los Angeles.  He quickly developed a fever, but didn't get worse until Thursday, when he lost mobility on his right side and became confused.His mother says a battery of tests pointed to bacterial meningitis, where membranes around the brain and spinal cord become inflamed, and it started with a common ailment."It was a complication essentially from a sinus infection.  The infection breached the sinus cavity and went into the brain," said family friend Vanessa Bredehoft.Over the weekend, seizures forced doctors to place Grant in a medically induced coma.  Grant remains in critical condition.County health officials say many strains of bacterial meningitis do not require an alert for person-to-person prevention, and this appears to be one of those cases.A fundraiser dubbed "Dance for Grant" is scheduled for March 3rd from 8 a.m. to 11 a.m. at Studio K Dance and Fitness.A Gofundme campaign has been set up to help with the family's expenses. 1221

  

SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud.  The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun. The Taxpayer Advocate Service can be reached https://taxpayeradvocate.irs.gov/   2371

  

SAN DIEGO (KGTV) -- A 13-year old girl, waiting for her mother to pick her up in Grant Hill, was attacked by a knife-wielding man Friday afternoon.San Diego Police are now using surveillance videos in their search for the suspect, who yanked a gold necklace from the teen's neck before making his getaway near the intersection of 26th and K Street.The girl wasn't hurt, but parents like Elizabeth Alvarado, whose twin 12-year-old daughters walk by that same spot each day, are hoping he doesn't strike again.Alvarado saw surveillance video after the principal of her daughters' school sent parents a link, suggesting they talk to their kids about staying safe.Andy Trakas of Albert Einstein Charter Middle School said the girl who was attacked wasn't one of his students, but there are several other schools in the neighborhood."We decided to be very, very proactive because the safety of our students," said Trakas, adding that all children in the community are a concern."These things can happen anywhere," Trakas said. "They can happen in La Jolla, they can happen in City Heights, they can happen in Del Sur or La Mesa, whatever, but, by being part of the community we can all work together to make sure that our eyes and ears are open so we can find out who this person is and make this place a better, safer community for our kids."Trakas suggested parents talk to their kids about being aware of their surroundings and the importance of staying in groups, not alone, after school. San Diego Police stepped up patrols in Grant Hill after school and are following every lead to catch the thief.The suspect is describe as a black male five feet, eight inches tall with a stocky build who was wearing a plain black hooded sweatshirt, a black cloth covering the lower portion of his face and dark-colored pants. Authorities say the suspect was driving a white Hyundai Elantra  (pictured below.) 1919
