(KGTV) — Every New Year's Eve, there's one thing humans look forward to and canines dread: Fireworks.And the threat to our four-legged friends is real, as thousands of dogs disappear from homes every year on holidays like New Year's Eve and the Fourth of July due to fireworks.Enter Ford's prototype noise-canceling dog kennel. The kennel uses the same technology found in vehicles and headphones in order to protect dogs' sensitive ears from fireworks that could cause them to panic.Here's how it works: Microphones inside the kennel detect the sound of a firework and then omit an opposing frequency to cancel out the noise or reduce it almost entirely. The walls of the kennel are designed using high-density cork in order to add another degree of silence.The result is a futuristic-looking kennel that keeps canines content amid the "booms" and "crackles" of fireworks:The prototype was inspired by some of the cabin technology Ford employs in its own vehicle designs.“We wondered how the technologies we use in our cars could be applied to help in other situations. Could dogs enjoy quieter New Year’s Eve celebrations through the application of our Active Noise Control system? (KGTV) - A bill that would create the option for a third gender marker on California driver's licenses and birth certificates is heading to the state Senate.SB 179, also known as the Gender Recognition Act and introduced by Senator Toni Atkins, passed through the State Assembly 50-13 and will now return to the Senate for approval of amendments made in the assembly.If approved in the Senate, it will head to Governor Jerry Brown's desk for signing.RELATED: San Diegan third in nation to change gender to 'nonbinary'California Assemblymember Todd Gloria (D-San Diego), a co-author of the bill, said the legislation aims to end the stigma and hardships Californians face when it comes to government documentation.“All too often, members of our transgender, intersex, and nonbinary community experience hardships and even stigma when their government documents don’t match their gender presentation," Gloria said in a release. "Despite the divisive rhetoric at the federal level, SB 179 demonstrates the inclusiveness of California and represents recognition from government that people can exist as more than just male or female."In addition to a third gender marker on state-issued identification documents, the bill is also designed to "streamline" the process for transgender, intersex, and nonbinary Californians to get those certificates.RELATED: Oregon becomes first state to allow gender-neutral licensesCurrently, changes to gender in California require proof of "clinically appropriate treatment." Atkins' bill does away with this requirement.Under the bill, anyone who chooses to change their gender would be allowed to "to attest, under penalty of perjury, that the request is to conform the person’s legal gender to the person’s gender identity and not for any fraudulent purpose."If approved, this portion of the bill would go into effect September 2018.In the case of driver's licenses, the bill would require an applicant to have the choices of male, female, or nonbinary, as specified, available. (KGTV) - Congressman Juan Vargas (D-Chula Vista) and Congressman Darrell Issa (R-Vista) announced Monday new bipartisan legislation to rehabilitate the Tijuana River Valley after ongoing sewage spills.The legislation would provide grant funding and develop a plan to update the South Bay region’s infrastructure, a spokesman for Rep. Issa said.“The impact of these continuing spills will be felt for generations to come unless we take action to stop it now. Allowing the sewage and wastewater to flow up into San Diego County not only hurts small business and our tourism-reliant economy but also poses serious health consequences for local communities and the border patrol agents who have been harmed in their ability to secure our border by the ongoing contamination. Solving this problem will come only with strong bipartisan and international cooperation. I’m proud of the work Juan and I have put into this bill to ensure that it gets cleaned up and that we take preventative measures to ensure it never happens again,” Rep. (CNN) -- Target's revamped loyalty program is ready for its nationwide debut.Target Circle will be available to shoppers in the United States beginning October 6. Program perks include earning 1% on Target purchases, personalized deals and early access to its sales. The launch follows an 18-month test in six cities that garnered 2 million members.The expansion of the loyalty program complements Target's branded credit card, Redcard, which only a quarter of its customers use. It also replaces Cartwheel, a separate discount program, in an attempt to offer a "more seamless, intuitive shopping experience."The program is free. Target will begin automatically enrolling members that have Target.com and Redcard accounts. To use it, customers can swipe a barcode from the Target app or provide their phone number at checkout.The company has said earlier this year that Target Circle also gives the company more data about shopping habits. For example, if Target knows a shopper frequently buys diapers and baby products, it could email the customer an offer for diapers."This will help Target build a more complete picture of shoppers," said Neil Saunders, managing director at GlobalData Retail previously told CNN Business.
