Identity theft, or identity fraud, once meant crooks were churning out fake credit cards. But as that became easier to detect, a more insidious crime has evolved: the creation of completely new identities.Known as “synthetic identity theft,” it involves fraudsters using a combination of fake information, such as a fictitious name, and real data, like a child’s Social Security number, to create fraudulent accounts.It is a growing problem, says Eva Casey-Velasquez, president and CEO of the nonprofit Identity Theft Resource Center.But the scope of the problem is difficult to determine because the crime can go undetected for years, she says. However, the rate of children’s identity theft was more than 50 times that of adults, according to a 2011 report by Carnegie Mellon University’s CyLab, which studied the identities of over 40,000 children. IMPERIAL BEACH (KGTV) -- Just in time for spring break, county health officials announced Saturday that it's safe to go back into the waters of Imperial Beach. The re-opened beach-line includes the south end of Seacoast Drive to Carnation Avenue (including Camp Surf) in Imperial Beach.The ocean shoreline from the International Border to the south end of Seacoast Drive will remain closed until sampling confirms these areas are safe for water contact, officials said."Testing confirms water quality along the Imperial Beach shoreline meets State health standards following recent Tijuana River sewage impacts," said the Department of Environmental Health and Hazardous Materials Division."Recent water quality testing conducted by DEH confirms that Tijuana River flows are no longer impacting these beaches," the DEH said.The announcement comes after weeks of beach closures due to a sewage-contaminated runoff into the Tijuana River valley which flowed into south county beaches. HUNTINGTON BEACH (CNS) - A 60-year-old Huntington Beach woman who went missing while walking her dog in the Bristlecone Pine Forest in Inyo County was found alive Monday on the fourth day of an intensive search.Inyo County sheriff's officials announced shortly after 2 p.m. that Sheryl Powell had been found near the Montenegro Springs area, near the area where her dog had been found earlier in the day.``Searchers describe her as resilient and strong but exhausted after being lost in an extremely remove area above Big Pine,'' according to the sheriff's office.She was being taken to a hospital to be checked out. Powell was reported missing by her husband at about 2 p.m. Friday, Inyo County sheriff's officials said.Powell's husband told deputies they had just arrived at a campsite and she took their 5-pound, black-and-white dog for a walk while he was parking their Jeep. When he got out of the vehicle, she was nowhere to be found, officials said.Powell's husband told deputies he searched for almost an hour before contacting authorities, officials said.A California Highway Patrol helicopter with a thermal imaging device flew over the area and the Inyo County sheriff Search and Rescue team began searching immediately, sheriff's officials said.The air and ground search continued over the weekend, officials said. 1334

IMPERIAL BEACH, Calif. (KGTV) -- The city of Imperial Beach voted to create a committee to take a look at their contract with the San Diego County Sheriff’s Department and the department’s use of force policies. During a city council meeting Wednesday night, the council also passed a Black Lives Matter proclamation.The committee will be tasked with looking to see if there are any necessary changes that should or could potentially be made when it comes to spending, looking at the possibility of redirecting funds to other community services. The council agreed that this committee should also make sure the sheriff’s department can still ensure public safety.The vote also came with the condition that the city will hire a consultant to advise them and help with the review.The council agreed to come back with their findings and any recommended changes in 90 days. 877
