SAN DIEGO (KGTV) — For the first time Tuesday, 12-year-old Kiera Latulippe faced the man who killed her entire family in a drunk driving crash. The Valley Center girl was in the car with her family headed to the Austin, Texas, airport after vacation when the drunk driver hit their car head-on. Her father, Scott; mother, Nancy, and 14-year-old brother, Jackson, all died. Kiera was the only one to survive. On Friday, Guy Brasted was sentenced to 18 years in prison. After the sentencing, Kiera and her uncle and legal guardian, Mark Latulippe, took the stand with an emotional message for Brasted. "It made me miss out on so much, like daddy daughter dances," Kiera said, listing the things she can't do now that her family has been ripped away from her. Brasted had a blood alcohol level more than double the legal limit at the time of the crash."My brother, Jackson, and I had something I can never have with someone else, and it kills me to know I will never have that feeling with anyone else. Everyday I think about him," Kiera said.Since the accident happened two years ago, Latulippe has taken his niece into his own care."I can't replace, I'm a fill-in parent for someone who has tragically had everything robbed from her in one moment," Latulippe says.Latulippe is a CHP officer for California Highway Patrol. SAN DIEGO (KGTV) - Doctors across San Diego shared mixed emotions of despair and hope this week, as San Diego's COVID-19 cases surge while front line workers get the first doses of a vaccine."This is actually a really difficult time right now," says Dr. Holly Yang, the President of the San Diego County Medical Society. "Our hospitals are getting quite full and staff is getting really stretched.""It's tiring," says Dr. William Tseng, an Internist at Kaiser Permanente Hospitals. "But, as health professionals, we're here to take care of patients."They say this week has been particularly hard, as an influx of people who contracted the virus during the Thanksgiving holiday threatens to overwhelm the system."It gets tough," says Dr. Karrar Ali, an Emergency Room Physician at Sharp Chula Vista. "Now we're starting to make decisions based upon capacity... That's tough, when your resources start dwindling to the point where it's not just beds, but we're having staffing issues as well."Dr. Yang says, even as bad as things look right now, with the Southern California all but out of ICU beds, doctors in the SDCMS take hope from the vaccine."There's a light at the end of the tunnel," she says. SAN DIEGO (KGTV) -- Home sales in San Diego are starting to see a dramatic decrease, according to a new report by CoreLogic.Year-to-year, home sales fell nearly 18 percent from September of 2017 to September of 2018. From August to September of this year, home sales fell nearly 22 percent. Since 1988, the average change in sales between August and September is only 9.8 percent.“The nearly 18 percent year-over-year drop in Southern California home sales this September was the largest for any month in almost eight years,” said Andrew LePage, a CoreLogic analyst.Also in September, sales of newly-built homes in Southern California were 46.6 percent below the September average since 1988.The drop in home sales is due to higher prices and rising mortgage rates, according to CoreLogic. Those factors are pricing out some would-be buyers and prompting others to wait and see what happens with the housing market.The median home price in San Diego County in September of 2018 was 5,000, up nearly eight percent from the same time last year, however, the median price fell by 1.4 percent from August to September of 2018.“Price growth is moderating amid slower sales and more listings in many markets,” LePage said. “This is welcome news for potential homebuyers, but many still face a daunting hurdle – the monthly mortgage payment, which has been pushed up sharply by rising mortgage rates.” 1405

SAN DIEGO (KGTV) - Family and friends of a disabled Clairemont woman are making a plea for the arrest of a hit-and-run driver who left her with serious injuries.Last week, a beaming Delores Odom appeared at a surprise party for her 59th birthday. One of the attendees was her friend and neighbor Maritza Gates. "She was so happy that day. It breaks my heart to see her in the hospital now in so much pain," said Gates. On Saturday just before 6:30 p.m., Odom decided to take a walk to grab dinner. She was crossing westbound on Genesee Avenue in the south crosswalk when she was hit by a vehicle that had been going westbound on Derrick Drive and made a left turn to southbound Genesee Avenue, according to police.Odom's daughter Brianna says her mother broke her back in two places. Odom has feeling in her toes, but still faces possible paralysis and requires complicated back surgery. Her recovery and rehabilitation is made more challenging because of a decades-old diagnosis of multiple sclerosis. "There's a special place for people like that. I don't understand how you could hurt someone and then leave them. My mom is one of the nicest people ever. You don't know someone's story when you leave them to die on the street," she said.Police say there is no description of the vehicle and are looking for witnesses. SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously.
