RALEIGH, N.C. – The Associated Press has declared President Donald Trump the winner in North Carolina, though Joe Biden is still projected to win the presidency. The AP concluded Friday that there were not enough outstanding ballots remaining to be counted in the state that would allow Joe Biden to overtake Trump’s lead of 73,697 votes.Friday was the deadline for counties in North Carolina to certify their results. Following updates from most counties in the state, Trump leads Biden by 1.3 percentage points.Trump campaigned aggressively in North Carolina with in-person rallies at the height of the coronavirus pandemic, including gatherings in Fayetteville, Winston-Salem and Greenville in the weeks before the election.He was scheduled to hold the Republican National Convention in the state but pulled out after a fight with the state’s Democratic governor over coronavirus restrictions. It was moved to Jacksonville, Florida, before being largely canceled all together.Trump’s win in the Tar Heel State puts the president at 232 electoral votes and Joe Biden remains at 290 votes.Biden is still projected to win the presidential election, since he has surpassed the 270-vote threshold needed to claim victory.The only state the AP has yet to call is Georgia, which is conducting a recount because neither Biden or Trump leads by more than .5 percentage points. RANDALLSTOWN, Md. — The current wave of COVID-19 continues to put a strain on doctors and nurses.There are concerns that the rapidly increasing number of hospitalizations and patient deaths is putting the mental health of health care workers at risk.After dealing with the coronavirus for nine months, with doctors and nurses already stretched thin, they brace themselves for what another wave of COVID-19 will bring.An intensive care unit nurse at Northwest Hospital in Randallstown, Maryland, said “at the height of this pandemic, we were essentially in survival mode, going to work everyday with this new virus, being fearful. Fearful that we're going to take this home to our families, not really knowing enough about it to know are we really protected with what we're doing.”The ICU nurse admits the ongoing pandemic doesn't just have frontline workers concerned about their physical health, now there's also a concern for the state of their mental health.“The patients are sicker, than our traditional, regular ICU patients that come in, which in itself has taken a toll because we are exhausting all medical intervention possible and as a nurse, putting your heart and soul into taking care of and trying to save a patient and we fail,” the nurse said.COVID safety protocols leave patients to die alone, without anyone by their side except for a nurse.“You know, I’m going into a room, to hold a hand, or to hold an iPad and let a family say goodbye. That probably has been the toughest part for me. As an ICU nurse, I’m used to that. I’m used to hearing from patients and families at end of life but not to this capacity that we're seeing with the virus. Not these numbers of patients. And also not being the only contact that they're getting,” the nurse said.A recent survey by the non-profit organization Mental Health America, found the pandemic is taking a toll on the mental health of doctors and nurses.Mental Health America president and CEO Paul Gionfriddo said “the majority of them are experiencing conditions like stress and anxiety but more than half are questioning whether or not they're in the wrong profession at this point. Three-quarters are concerned about their kids and whether or not they're going to physically, negatively affect their kids or even emotionally whether or not they're giving the support to their children and families that they need.”Gionfriddo worries about the long-term effects the pandemic will have on frontline workers.“Some people will develop PTSD, others will develop psychosis, others will develop depression. The whole range of mental health conditions will emerge out of this pandemic among people who were healthy going into it, and who would have remained healthy if they were not put under the stress and pressure that they've experienced in trying to provide care to others during the pandemic,” Gionfriddo said.Considering the increasing level of stress from dealing with life and death on a day-to-day basis, some may wonder what keeps this ICU nurse going to work everyday instead of calling out or just calling it quits.“I took an oath as a nurse, and I think that's instilled in a lot of us. We have that responsibility, to the community and our families,” the nurse said.She decided to become a nurse and she said it's in her family. (KGTV) - The Rancho Bernardo Development Review Committee heard comments Tuesday night regarding an application for a recreational marijuana store.The owners of the store Urbn Leaf have applied to open a new location at 16375 Bernardo Center Drive, the site of the former Mexican restaurant El Torito.The committee was expected to vote on whether or not they would recommend approval of the conditional use permit, a non-binding decision that would be sent to the Rancho Bernardo Planning Community Planning Board.However, in a 3 to 2 decision, they voted to postpone the vote to a later date pending traffic and environmental studies of the potential impacts. 692
President Donald Trump told lawmakers on Thursday he was scrapping a planned pay raise for civilian federal workers, saying the nation's budget couldn't support it.In a letter to House and Senate leaders, Trump described the pay increase as "inappropriate.""We must maintain efforts to put our Nation on a fiscally sustainable course, and Federal agency budgets cannot sustain such increases," the President wrote.An across-the-board 2.1% pay increase for federal workers was slated to take effect in January. In addition, a yearly adjustment of paychecks based on the region of the country where a worker is posted -- the "locality pay increase" -- was due to take effect.Trump said both increases would no longer happen."I have determined that for 2019, both across the board pay increases and locality pay increases will be set at zero," he wrote.He stressed the change wouldn't affect the federal government's ability to attract qualified workers, and wrote the government would focus on "recruiting, retaining and rewarding high-performing Federal employees and those with critical skill sets."The implications of Trump's decision on the locality pay increase were not immediately clear. Workers based in more expensive parts of the country are paid higher salaries to compensate for the higher cost of living.In his letter, Trump wrote the locality increase in 2019 would average 25.70% and cost the federal government billion. But he did not say whether the locality adjustments already in place would remain in effect and the White House did not immediately clarify.Pay for military personnel will not be affected by Trump's decree; instead, US troops are due a 2.6% pay increase next year. Trump frequently trumpets the military pay raise while listing his administration's accomplishments. The raise came as part of a massive 6 billion defense spending bill that Trump signed earlier this month.That measure, along with a new two-year federal budget and tax cuts heralded by Republicans, have led to accusations Trump is ignoring the federal deficit, despite promising he would address it as president. Racial disparities and bias in health care can be a double whammy for multi-generational families of color — specifically when Black men are the caregivers."We tend to think of the male caregiver as that individual that comes helicoptering in and pays the bills or take care of yard work. But that's not all that male family caregivers do," said Rita Choula, the director of caregiving at the AARP Public Policy Institute.AARP has found that there are nearly 3 million African-American men taking care of an adult family member or non-relative — usually someone with memory, emotional or mental health conditions.Conversations with those caregivers reveal the unique challenges and stereotypes they face, including health care bias."If he is going into a situation with an understanding that there may be a bias — when we talk about higher levels of stress, that would be one thing that could cause more stress for an African American male caregiver," Choula said.Black men are also less likely to ask for help, which can add to the stress. They're often still working essential jobs and facing financial impacts due to tough choices about balancing careers with their caregiving responsibilities.That stress has been amplified by the COVID-19 pandemic, as caregivers now face the risk of bringing the virus home to loved ones.But these Black men are dedicated. A majority of all African-American caregivers find a sense of purpose or meaning in that role — more so than other caregivers."Increasingly, male family caregivers are bathing their mothers. That's a difficult thing," Choula said.
