RAMONA, Calif. (KGTV) — A 53-year-old cyclist remains on life support after a hit-and-run crash in Ramona.Michelle Scott was biking to work Wednesday morning on State Route 67 when California Highway Patrol says a driver swerved onto the shoulder and hit her. Scott was wearing a helmet and had lights and reflective gear on her bicycle, her husband said."It was impossible not to have seen her," Don Scott said.RELATED: Bicyclist airlifted after being hurt in hit-and-run crash in RamonaThe crash happened on SR-67 north of Dye Road around 6:30 a.m.Investigators say the driver was in a black 2019 Ford Edge. They've since learned the vehicle had stolen license plates.CHP says the driver sped off from the crash site with Michelle's bicycle still lodged in the front grill, but Don isn't letting anger seep in."Anger is not going to help the recovery process," he said. "I'm actually most focused on the recovery of my wife."Both he and Michelle are Community Emergency Response Team volunteers through FEMA and the Ramona Fire Department, with training to respond to disasters."It's hard to accept the different stages of grieving when you already know them but you're the one that's going through the grieving," he said.Michelle was sent flying into the roadway after the crash. Several bystanders, including a nurse, stopped to help."I was just informed today by the doctors that had it not been for the people stopping, the Good Samaritans, the outcome could have been even worse than it already is," Scott said.Both the family and CHP are hoping a tip from the public will provide a break in the case. Kevin McCarthy was elected House minority leader Wednesday, according to members of Congress in the closed-door meeting where the elections took place, meaning the California Republican will lead House GOP members after Speaker Paul Ryan leaves Capitol Hill at the end of his term in January.The vote was 159-43.With Ryan headed for the exits, McCarthy, the current No. 2 House Republican, was long viewed as the heavy favorite to become minority leader in the new Congress, the highest-ranking GOP leadership post with Republicans in the minority after losing control of the House of Representatives in the 2018 midterms.McCarthy faced a long-shot challenge from Rep. Jim Jordan, the co-founder of the conservative Freedom Caucus, but the California Republican is expected to prevail in his bid to become minority leader. Ryan announced in April that he would not seek re-election and has endorsed McCarthy, the House majority leader for the past four years, to be his successor.Trump and McCarthy have spoken about leadership races recently, territory that Presidents usually avoid so not as to seem like they're alienating members of their own party. In private conversations, Trump has pushed for Jordan and another close conservative ally -- Rep. Mark Meadows of North Carolina -- to have the top Republican positions on key committees, according to a source familiar. McCarthy doesn't dole out those positions-- that's for the House GOP Steering Committee -- but plenty of people on the Steering Committee are loyal to McCarthy and would heed his word. "I don't want to keep doing the same dumb things that we're doing and lose races."Whoever wins out as minority leader will become the most visible face of opposition to the incoming Democratic majority. Dan Meuser, a member-elect from Pennsylvania, said he's spoken with both men over the weekend about their plans for the next two years, and he hasn't made a decision."I've gotten close with Kevin McCarthy. I think very highly of him. I think he's a very good conservative, showed up a lot of leadership. He certainly earned the position," Meuser told reporters on Tuesday. "On the same note, I think Jim Jordan is a smart, tough, focused individual. So I respect him as well. We'll see over the next couple of days."Next in line for the GOP leadership hierarchy in the new Congress is Rep. Steve Scalise, the current No. 3 House Republican, who is vying for the position of minority whip in the new Congress. Scalise, as majority whip, gained a higher national profile after he was injured last year in a shooting during a Republican congressional baseball practice. Scalise is not facing a challenge for the position.Rep. Public transit across the country has seen a roller coaster of ridership since the pandemic first hit. Now, it looks to the future and the hope that riders return."A lot of medical workers ride transit every day, people who work in distribution centers, grocery stores, these are people who keep cities running, and we really need transit to carry these workers through the depths of this pandemic," said Ben Fried of Transit Center, a non-profit that advocates for better public transportation in American cities.Fried says public transit nationwide has seen fewer riders than normal ever since stay-at-home orders were first enacted."We have seen transit climb back a little bit in terms of ridership. At the peak, it was down 90-95%. Now, depending on the system, it's typically down about 75% of normal rates," Fried said."(We've seen) a significant decrease. We normally carry 400,000 riders a day. We saw that drop to 100,000 early on," said Terry White, the Interim General Manager of King County Metro in Seattle.White said King County had to cut unused bus routes and then add service to the southern region of the county, which still saw a high number of passengers during the height of the pandemic."(We) almost didn't miss a beat in terms of the ridership coming out of that area," White said. "So, we assume there are a lot of folks in those areas that have to get to these essential services, food, healthcare, frontline jobs you can't do from home."While public transportation departments across the country reorganize their transit routes and implement new safety, cleaning and social distancing efforts on buses and subway cars, they're concerned about how the future of public transit will look. Fried hopes more people realize public transportation is still safe during the pandemic.Fried pointed to New York City as an example."Transit ridership has really increased a lot since the depths of the pandemic," Fried said. "We're not back to normal by any means, but as transit ridership has increased, we have not seen a spike in COVID cases. So, that's one indication transit may be safer than people think it is."Still, the overall decline in ridership isn't good for public transportation agencies' bottom lines."Transit agencies depend on revenue from a variety of sources," Fried said. "It's a mix of fare revenue, dedicated taxes, so like a local sales tax, a percentage of which will go to transit, and state and local government support and all three of these are getting hammered various degrees from COVID."In Seattle, King County Metro depends on local sales tax and money made from bus and subway fares to keep them going."Really, our outlook for the next 10 years in this COVID pandemic situation has us in a situation where we will have to make up probably about billion over the next ten-year period," White said.Recently, King County Metro laid off 200 part-time employees while also offering early retirement incentives to some full-time workers, despite receiving a good chunk of money from the CARES Act. Fried is advocating for more federal help to keep public transit moving.As the pandemic moves forward, Fried hopes passengers start to get comfortable with using public transportation again."I think the number one thing to realize is that our collective health and safety is dependent on people wearing masks," he said. "It's true in shared space, and it's true in transit."Fried hopes ridership in the U.S. can get back to normal levels soon, but King County Metro doesn't think that will happen anytime soon. 3563
