PHILADELPHIA, Pa. – Around the world there are more than 100 safe injection sites, in countries like Canada, Australia and Spain. However, in the U.S. there are none. “In 2017, 1,217 Philadelphians died of overdoses. Last year about 1,150,” said Philadelphia’s former mayor, and the state’s former governor, Ed Rendell. Rendell has been leading a fighting for Philadelphia to open the first safe injection site in the country. He joined the organization Safehouse in this effort shortly after his best friend’s son overdosed on heroin. “When John Decker died, it became personal,” added Rendell. “Decker wasn’t my son, but I knew him since he was a 2-year-old boy.”Safe injection sites provide a place for users to inject drugs under medical supervision. The proposal has landed Rendell and supporters of the plan against the federal government. The Department of Justice sued Safehouse last year to block the site but then earlier this month this call happened. “It’s kind of a nuance. He just said it’s not unlawful activity,” said a board member of Safehouse who was on speaker phone in Rendell’s office. The call described a judge’s decision minutes earlier. The federal judge denied the Trump administration’s motion to block Safehouse from opening a safe injection site under the federal Crack House Statue. “It is clearly a victory,” said Rendell during the call. A victory against the D.O.J for now, but Rendell and Safehouse still have to win over the public. There’s a lot the criticism around the idea of a safe injection sites, some argue one in the U.S. would be promoting the use of opioid drugs rather than curbing it. “Ridiculous! No one is going to get hooked on opioids because they think of themselves well if I get her back and always inject in front of a medical personnel,” Rendell responds. However, many in the community of Kensington, where the safe injection site would be located, add additional concerns. Some neighbors fear a site would bring addicts from all over the city to a neighborhood already struggling and possibly take that neighborhood to a new low. “If you have time I’d say go out to Kensington and look at what’s there right now couldn’t get any worse,” argues Rendell. “My message to the neighbors is that we are going to bring it all indoors no one is going to be shooting up in front of your kid

MARLBOROUGH, Mass. – On an old road in rural Massachusetts, comes a new technology that could change everything about drunk driving – by eliminating it. “Clearly it's a big problem and we need to do something about it,” said Dr. Bud Zaouk, president of KEA Technologies. The company is currently testing alcohol sensors in cars that would prevent a drunk driver from hitting the road. “It's a public-private partnership between the auto industry, all 17 automakers in the U.S. and the federal government,” Dr. Zaouk said. How does it work? There are two technologies: one that measures the level of alcohol in someone’s breath, similar to a breathalyzer. Another device detects alcohol through a touch of fingertips. The technology would allow you to start a vehicle, but if alcohol is detected, that vehicle would not move at all. Outside of the lab, the real-world testing involves using passengers with varying levels of intoxication. It’s more complicated than just getting someone drunk on vodka. “A lot of science actually goes behind that. So, we have something that we call a ‘drink master,’” said Dr. Kelly Ozdemir, director of applied sciences at KEA Technologies. “We can calculate milliliters how much alcohol to give for them.” Kristin Davis is with Mothers Against Drunk Driving. A few days before Christmas 2016, a drunk driver blew through a red light at 55 miles per hour, hitting Kristin’s car. She was 7 months pregnant at the time.“Every time I got in my car after the crash, I would replay it in my head,” she said. “I had to be cut out and I didn't know whether or not my baby had survived until they could get me to the hospital.” Her baby did survive, but she hopes the alcohol sensors can help others avoid the ordeal she went through. “I hope to see it one day as standard as seatbelts and airbags and backup cameras,” Davis said. That day might be coming sooner than you think. A bipartisan bill making its way through Congress, could make alcohol sensors standard in all new vehicles, possibly within the next four years. “This technology can't be optional,” said J.T. Griffin, chief government affairs officer for MADD. “It needs to be in everybody's car for it to be effective.” Back in Massachusetts, the testing to make the alcohol sensors road ready keeps going, in the effort to save the more than 10,000 people killed each year in drunk driving crashes. “We need to make sure that this doesn't happen on our roads and make sure that we're able to save these lives,” Dr. Zaouk said.The first vehicles to see these alcohol sensors installed will likely be government fleet vehicles used by local, state and federal agencies. Justin Paperny has a unique career, one he helped invent after stock fraud landed him in federal prison a decade ago. "I made a lot of bad decisions, including lying to the FBI; I lied to my family, lied to my lawyers,” he says.Now, he's a self-described prison coach, teaching criminals the ropes of prison life. His expertise includes everything from how to get the best job in prison to living "under the radar," and doing it all safely.His clients usually include white collar defendants, doctors, lawyers, executives, he says. However, his new client is one of the major players in the college admission scandal. Paperny starts his work early in the legal process. "What we helped them do is obtain the shorter sentence, in the most favorable prison, and we do that by telling the judge who they are through their own efforts,” Paperny says. “Lawyers are great, but they aren’t paid to say great things about their clients.” Paperny does something some find more valuable later. He helps those about to walk the halls of prison have an easier time while serving time."There's a social order you have to understand that includes not speaking too loudly on the phone. Whenever you change clothes, you go into a shower stall because [they] don't want to see you naked. Not cutting the line to go to the chow hall. Every time you use the restroom, you wash your hands because you may go touch the handle to the TV room, and if you don't, you're going to get reprimanded and embarrassed in 40-50-60 people,” Paperny says. Another thing Paperny suggests is not having to associate with prison staff more than you need to. “Why? Something happened. You go complain to a guard. Twenty minutes later, that guard is searching someone's locker and another prisoner may say, ‘wasn't that the new prisoner talking to that guard?’” Paperny says.Most of Paperny’s clients have cash to pay the cost, which can be anywhere from ,000 to ,000. But some spend much less to learn the inside track of things like what type of food will be served and what are the showers like. Brian Cisco hired Paperny for ,000. Cisco turns himself in on April 16 for a two- year sentence after growing weed in Tennessee, where it’s not legal even at the state level. To critics who say Paperny is helping the rich essentially avoid the full punishment of prison, Paperny argues that isn’t the case. "We're not trying to buy them out of jail early,” he explains. “Let me tell you what we're trying to do. We're trying to show the judge that they are more than some bad decisions they made." Paperny says prison is neither as bad nor as good as some people think, but it is survivable. He says assaults don't happen like in the movies. Prison should be a time to think about making victims whole, taking responsibility and preparing for life after barbed wire, he says. "I hope that anyone who may be embroiled in the criminal justice system recognizes just because you go to prison, doesn't mean your life stops,” Paperny says. “Doesn't mean that it has to end. There's a whole lot that you can do there, and I want people to know that growth and better opportunities are possible." 3174
