BEIJING, Jan. 21 (Xinhua) -- Chinese leaders on Saturday offered festive greetings to people across the nation as well as overseas Chinese around the world at a gathering to mark the Lunar New Year that falls on Jan. 23.President Hu Jintao, top legislator Wu Bangguo, Premier Wen Jiabao and top political advisor Jia Qinglin attended the gathering, organized by the Central Committee of the Communist Party of China (CPC) and the State Council at the Great Hall of the People in Beijing.Hosting the gathering, Hu, also General Secretary of the CPC Central Committee, extended regards to Chinese people at home and abroad and foreign friends on behalf of the CPC Central Committee and the State Council, the Cabinet.Premier Wen delivered a speech at the gathering, saying that the country has made a good start to the Twelfth Five-Year Plan (2011-2015) at a time of an austere and complicated international economic situation.Wen said the government would maintain stable prices and steady, rapid economic development, accelerate the transformation of development patterns and adjust the economic structure in a bid to enhance sustainable development, as well as place more importance on people's livelihoods, letting the people share the achievements of reform."We are going to face bigger challenges in the new year," Wen said. "We have the will, determination, courage and ability to overcome any difficulties. (HP) on Monday reported that its profit in the most recent quarter fell more than 90 percent with sales also declining.In the company's fourth quarter of fiscal 2011 ended Oct. 31, the company posted net earnings of 239 million U.S. dollars, compared with 2.54 billion dollars in the same period a year earlier.HP's net revenue for the quarter reached 32.1 billion dollars, down 3 percent year-on-year.Excluding one-time items, HP earned 1.17 dollars per share, which topped estimates of analysts.According to Thomson Reuters, analysts had expected earnings of 1.13 dollars per share on revenue of 32.05 billion dollars.It was the first earnings report since Meg Whitman took over as chief executive officer (CEO) of the information technology giant on Sept. 22, replacing Leo Apotheker."HP has a great opportunity to build on our strong hardware, software, and services franchises with leading market positions, customer relationships, and intellectual property," Whitman said in a statement after the earnings announcement."We need to get back to the business fundamentals in fiscal 2012, including making prudent investments in the business and driving more consistent execution," she added.

BEIJING, Dec. 11 (Xinhua) -- A draft regulation on school bus safety management was made public Sunday by the Legislative Affairs Office of the State Council, with the public invited to submit comments on it.The draft stipulates that local governments above the county level should take "overall responsibility" in school bus safety, and authorities of education, public security, transportation and product quality supervision should also properly perform their respective duties.The government will establish and improve a system of mandatory technical standards for the quality of vehicles used as school buses, the draft stated. Primary school students queue up to get on the school bus to go home after school in Deqing County, east China's Zhejiang Province, Nov. 21, 2011. Local government of Deqing County has invested 20 million yuan (3.14 million U.S. dollars) to order 79 school buses, which are specially designed for children with smaller seats and seat belts as well as bright yellow color to have better warning function. Among the 79 buses, 14 ones have truck-style front ends, and this appearance like a long nose can effectively reduce the impact force and better protect children's safety. Drivers of such kind of school buses are required not to exceed 60 kilometers per hour. Nearly 6,000 children from 25 primary schools have benefited from the operation of this kind of school bus in Deqing County.China issued a set of technical standards for school buses for primary school students last year, and the drafting of another standard for buses for the kindergartners is also underway.According to the draft, the government will adopt a license system for school bus operation.Vehicles that are up to school bus standards and with a unified appearance will be first in line to obtain approval from education authorities, and the draft also requires buses to register at the traffic administrative agencies before they can be used as school buses.Instead of compulsory annual safety checks, the draft would require school bus owners to renew their safety qualifications every six months.Drivers should also check the safety condition of the buses before each commute, the draft said.The draft asks schools and the school bus service providers to intensify safety management and maintenance and assign special staff on buses to look after students on board.

  

BEIJING, Nov. 26 (Xinhua) -- In response to the government's call to build a greener economy, China's transport authorities have taken a slew of measures to promote energy saving and emission reductions in the sector.Under the sector's funding policy unveiled earlier this year, 122 emission-cutting projects in the industry have received financial support totalling 250 million yuan (39.3 million U.S. dollars). Encouraged by the special funds, another 8.06 billion yuan in investment went to the projects, according to He Jianzhong, spokesman for the Ministry of Transport (MOT).The projects were estimated to be able to save 315,000 metric tons of coal equivalent, replace 224,000 metric tons of fuel oil and reduce carbon dioxide emission by 1.14 million metric tons, He said.Meanwhile, the MOT has launched nationwide programs to promote low-carbon traffic. It has carried out 80 pilot projects on emission control and designated 10 cities as pilot areas to study and promote green transport system, including Tianjin, Shenzhen, Xiamen, Guiyang, Baoding and Wuhan.He said the ministry will continue to intensify efforts to regulate emissions in the sector to meet the industry's control target during the 12th Five-Year Plan period (2011-2015).In efforts to build a more environmental-friendly society, the government pledged that it will reduce the intensity of carbon dioxide emissions per unit of economic output in 2020 by 40 to 45 percent compared with the level of 2005.

  

ULAN BATOR, Dec. 1 (Xinhua) -- Mongolia will continue to curb the spread of HIV and strive to maintain a low prevalence of the AIDS epidemic, a government official said Thursday.Gansukh Battulga, an official with the National Committee on AIDS, told Xinhua that Mongolia is currently an HIV low-prevalence country with a total of 99 people, 15 of whom have died, infected with the virus that causes AIDS."Among the 99 HIV infected cases, 81 percent are men, and the remaining 19 percent are women," Battulga said. "Among the male infected cases, 83 percent belong to MSM (men who have sex with men) group while sex workers account for 54 percent of the female infected cases."The official said the government has launched a variety of programs and tasked the National Committee on AIDS to coordinate all organizations in fighting the epidemic.According to a National Strategy Plan for 2010-2015, Mongolia will strive to maintain its current low HIV-prevalence rate of below 5 percent in the most-at-risk population.
