WAUKESHA -- A train struck and killed a pedestrian and their dog Monday morning in Waukesha, Wisconsin.Waukesha Police Captain Dan Baumann told Scripps station WTMJ in Milwaukee that the train hit a pedestrian and a dog around 6:40 a.m. near Barstow and Carroll.The train ended up stopping at Broadway Street in Waukesha for roughly two hours -- which blocked eight streets in the downtown Waukesha area during the morning commute.Police are still at the scene investigating and have not released any other information.  558

WASHINGTON (AP) — With virus numbers rising locally and nationally and the holiday travel season looming, the nation’s capital is revamping its COVID-19 travel restrictions. Starting next week, visitors coming to Washington, D.C., from a state classified as high risk will be required to take a COVID-19 test and receive a negative result within 72 hours before traveling. They will also be asked to take another test locally if they plan on staying in Washington more than three days. The new system replaces the one in place since July, which required visitors from hot spot states to quarantine for 14 days upon arrival. WASHINGTON (AP) — President Donald Trump is insisting the Navy “will NOT be taking away Warfighter and Navy Seal Eddie Gallagher’s Trident Pin” that designates him a SEAL.Attorneys for Chief Petty Officer Edward Gallagher had accused the Navy of trying to remove the designation in retaliation for Trump’s decision last week to restore Gallagher’s rank.Gallagher was acquitted of a murder charge in the stabbing death of an Islamic State militant captive, but a military jury convicted him of posing with the corpse while in Iraq in 2017. WASHINGTON (AP) — The Department of Homeland Security is moving 1 million from FEMA, the Coast Guard and other agencies to fund immigration detention beds and support its policy forcing asylum seekers to wait in Mexico.Homeland Security officials say they will transfer 5 million for temporary hearing spaces along the U.S.-Mexico border to help hear asylum cases faster. They will also transfer 6 million to fund Immigration and Customs Enforcement detention bed space, though Congress specifically did not authorize additional ICE funding.Democratic House lawmakers are objecting. The chair of the Homeland Security Appropriations subcommittee says the change would support "inhumane" programs and take away necessary funding for other agencies.The news comes as hurricane season is ramping up and Tropical Storm Dorian is barreling toward South Florida. 873
