NANNING, April 1 (Xinhua) -- South China's Guangxi Zhuang Autonomous Region became the 10th Chinese locality to have replaced gasoline and diesel oil with bio-ethanol fuel on Tuesday out of environmental and energy efficiency concerns.     Petrol stations in all the 14 cities of Guangxi began to sell bio-ethanol fuel on Tuesday and in two weeks, traditional petrol and diesel oil will be phased out, said Fu Jian, an official in charge of transport with the regional government.     Fu said about 350,000 motor vehicles and more than 3 million motorbikes will have their tanks cleaned up for the fuel change.     Presently nine other Chinese provinces are using ethanol fuel including Jilin, Liaoning and Heilongjiang provinces in the northeast, Henan and Hebei provinces in the north, Anhui, Shandongand Jiangsu provinces in the east and the central Hubei Province.     Guangxi is the first Chinese locality to commercially produce ethanol fuel with cassava instead of grain. The region produces 7.8 million tonnes of cassava a year, more than 60 percent of China's total.     It is home to China's first bio-ethanol fuel production base that went into operation in December in the coastal city of Beihai. The base is designed to produce 200,000 tonnes of biofuel annually out of about 1.5 million tonnes of cassava.     China banned the use of grain for ethanol production last year to ensure sufficient food supplies, and biofuel manufacturers havesince turned to sweet potatoes, sorghum and straw stalks instead.     Ethanol fuel is believed to help ease China's energy supply bottleneck. Customs statistics say China's net crude oil import climbed at least 12 percent year on year to reach 160 million tonnes in 2007, and the country's reliance on crude oil import is at least 46 percent.     It is also believed to help cut carbon monoxide and carbon dioxide emissions, by around 30 percent and 10 percent respectively.     Chinese officials said the country's ethanol fuel sales will reach 30 million tonnes in 2010 to make up half of the total gasoline supplies.

BEIJING, May 30 (Xinhua) -- China and Vietnam will complete erecting markers along their land border by year end, a visiting Vietnamese leader said here on Friday.     In talks with Chinese President Hu Jintao, Nong Duc Manh, Communist Party of Vietnam (CPV) Central Committee general secretary, reaffirmed efforts to meet this deadline set in 1999. China and Vietnam signed a treaty in December that year delineating their 1,350 kilometers of frontier. They officially started to plant land markers in 2002.     The two countries finished their latest round of talks on land border demarcation in Beijing last week, vowing to speed up the work. According to the list, Vietnam will provide 150 tents and 10,000 boxes of milk to the areas hit by an 8.0-magnitude earthquake on May 12.     After inspecting the honor guards of the People's Liberation Army, Hu and Manh held a two-hour talk in the Great Hall of People.     The two reviewed the traditional friendship forged by the older leaders in the last century. They hailed the rapid growth of bilateral ties in recent years, citing Sino-Vietnam cooperation in trade, rule of country, regional and international issues, as well as problems left over from history.     Hu proposed China and Vietnam seek stronger ties in culture, education, science and technology, agriculture and youth exchange.     Manh echoed Hu's view, reiterating his country's efforts to work more closely with China in various fields.     Hu called for an early blueprint outlining a five-year trade cooperation between the two countries.     In response, Manh encouraged Chinese businessmen to invest in big projects in Vietnam and help his country develop in a sustainable manner.     Hu suggested a proper solution to existing issues between the countries on the basis of friendly consultation and mutual benefit.     Manh shared Hu's view and said the two countries should communicate promptly about their concerns.     They also exchanged views on party building and international issues.     After the talk, Hu and Manh witnessed the signing of several bilateral deals on protection and quarantine of animals and plants, as well as in other fields.     During Manh's four-day tour, he will also visit the east Jiangsu Province.

BEIJING, April 9 (Xinhua) -- Chinese President Hu Jintao inspected the southern province of Hainan before attending the annual meeting of the Boao Forum for Asia (BFA) opening on Saturday.     The forum, April 11-13, is a platform for high-level interaction between leaders from Asia and the world. Boao has been the permanent venue of the annual regional economic forum since 2001.     Hu, also general secretary of the Communist Party of China Central Committee, discussed reform and development issues with local officials and visited with a public made up of various ethnic groups during the inspection tour that started on Monday.     The island province marks the 20th anniversary of the founding of the Hainan special economic zone (SEZ) later this month. Hu visited an exhibition marking the anniversary at the provincial museum.     "Over the past two decades, Hainan's economic and social development has made a remarkable progress. The appearance of cities and villages has undergone profound changes. Practice shows the policy of setting up SEZ in Hainan is completely correct," said the president. Twelve years before, he had been to the zone.     Hu was very happy to learn that last year Yangpu's economy increased by 60 percent and its import and export value was up by 213 percent.     The president said he hoped Hainan to deepen reform, further implement the Scientific Outlook on Development and play a leading role in reform and opening up.     He later inspected a Sinopec oil refining company in Hainan and visited a 300,000-ton crude oil dock.     Leaving the oil-handling terminal, Hu went to the Yangpu Harbor, which boasted the best natural conditions among all deep water ports of the island. The throughput of the harbor, launched in 1990, reached 4.27 million tons in 2007.     Hu encouraged officials and workers to seize the regional economic cooperation opportunity. WASHINGTON, Oct. 11 (Xinhua) -- Deputy Governor of the People's Bank of China Yi Gang called for international cooperation here on Saturday to restore global financial stability.     "Our current priority is to enhance international cooperation to prevent further deterioration and spillover of the crisis and restore global economic and financial stability," Yi said.     The deepening and widening of the U.S. financial crisis have triggered a major global slowdown and escalating uncertainty, Yi Gang said in a statement at the 18th meeting of the International Monetary and Financial Committee (IMFC) held here Saturday.     While the advanced economies have slowed significantly since the U.S. sub-prime crisis, the emerging market economies have maintained robust growth but the deteriorating external environment is putting the resilience of their macroeconomic policies to the test, he said.     The crisis has underscored shortcomings in the financial markets, Yi said. He expressed his hope that the stabilizing measures of the advanced economies will have the positive effect of calming the markets and restoring confidence.     "China is willing to strengthen its cooperation with other countries and, through such joint efforts, we hope global financial stability can be safeguarded," he said.     In line with their status, Yi said, the major reserve currency issuing countries should shoulder the responsibility for preventing further spillovers and minimizing shocks to other economies -- especially to the emerging markets.     To promote balanced and steady global growth over the longer term, efforts should be made to advance structural reforms and increase savings, he pointed out.     The International Monetary Fund -- at the core of the international monetary system -- should carry out its mandate to safeguard global economic and financial stability, he said. The IMFC is the steering committee of the 185-nation lending institution.     Yi also noted that as the impact of the crisis on the real economy is much worse than expected and the recovery more protracted and difficult, the risks of deflation in some countries as a result of the credit crunch have increased significantly.     "It is imperative that the major advanced economies coordinate rapid implementation of bailout packages to avoid deflation and facilitate the global recovery," said Yi.     "However, we should be aware that the injection of liquidity from these emergency measures could be a potential source of inflation in the medium and long term," the deputy governor said.

  

LANZHOU, Sept. 14 (Xinhua) -- Inspectors had found poisonous chemical in the Sanlu infant formula produced by one of its partner producers in northwest China's Gansu Province, an official said on Sunday.     Two out of the 12 samples randomly selected from the Sanlu milk powder produced by the Haoniu Dairy Co., Ltd. in Jiuquan City had tested positive for melamine, said Xian Hui, vice-governor of Gansu.     "The products of Haoniu have been sealed up," he said.     The test was conducted after the Sanlu Group, a leading Chinese dairy producer based in northern Hebei Province, admitted that it had found some of its baby milk powder products were contaminated with melamine, a chemical raw material strictly forbidden by the country to be used in food processing.     As of Saturday, a total of 432 babies throughout the nation have been sickened with kidney stones after drinking the contaminated milk powder.     Haoniu was founded in 2002 with the registered capital of 51 million yuan (7.45 million U.S. dollars). Its production was in line with the Sanlu standard and its products use the Sanlu trademark.     As of Saturday night, Gansu has reported 102 cases of infant kidney stone caused by the Sanlu milk powder. Two babies have died, Xian said.     The province has so far seized altogether 164,000 packs of Sanlu milk powder.
