SAN DIEGO (KGTV) -- California health officials released new guidelines for indoor and outdoor youth sports, whether it is school-related, community sponsored, or club sports.The new guidance from the state’s Department of Public Health also applies to recreational adult sports.According to the state, inter-team competitions will not be allowed until Jan. 25, 2021, at the earliest. State officials will revisit this plan during the first week of January to see if any changes need to be made.Players and teams are allowed to practice, but health and safety measures -- such as social distancing -- must be in place.In the new guidelines, sports are categorized by indoor or outdoor, and then they are classified under three categories: low-contact, moderate-contact, and high-contact. The sports are then grouped based on risk tier.For San Diego County, which is in the state’s purple tier as of Dec. 15, only outdoor low-contact sports -- which includes golf, tennis, and swimming -- are allowed to compete.Once the county reaches the red tier, sports like baseball, softball, and cheerleading will be able to compete.Sports such as basketball, football, soccer, and volleyball would not be allowed to compete until San Diego County is in the state’s orange tier.The state’s new guidance comes months after children, parents, and coaches held rallies and voiced their frustrations about not being able to play.Because of the state’s rules, many teams -- specifically baseball and soccer -- have traveled to states like Arizona to play competitively because of less strict rules.Under California’s new guidance, teams can only compete against teams from the same county, and they cannot compete outside of the state.Click here to view the state's complete guidelines 1777

SAN DIEGO (KGTV) - Court services are being drastically reduced due to the Covid-19 pandemic, which affects both civil and criminal proceedings. The closure will last until April 3rd.“My fear is that we’re going to have situations where individuals are going to stay in custody longer than what the law permits,” said David P. Shapiro, a criminal defense attorney. “What happens to the individuals who are in custody who have a future court date?”By law, you should have your first court appearance within 48 hours after your arrest. That excludes weekends and holidays, according to a spokesperson with the District Attorney’s Office.“We are in constant meetings with the court and the Public Defender and the Sheriff, our law enforcement partners,” said District Attorney Summer Stephan.Stephan said they have dealt with closures, such as during our past major wildfires. They are working on a system to review criminal cases to see who is suitable for community release.“This is an evolving process, but what we’re trying to do is to maintain due process in the time of crisis,” Stephan said.A Sheriff’s Department spokesperson told 10News they are “working with the District Attorney’s Office and evaluating the impact” the court closures might have.“I was personally hoping they would have an emergency department available through all this just for arraignments, just for in-custody arraignments. Then we can at least address individuals who have been arrested,” Shapiro said.The court will still be available for restraining orders, emergency conservatorship, and search warrants. SAN DIEGO (KGTV) - As businesses continue to reopen, it's becoming the newest requirement for entry: your signature.Step into any of three Gila Rut salons in the county, and you'll see COVID-19 safety is being taken seriously. Clients' temperatures are taken. Their hands are sanitized. Their personal effects are placed in a bag. In another bag is everything needed for their appointment, from combs to scissors."So they can feel comfortable that when they sit down, everything has been sanitized for them," said Gila Rut President Keri Davis-Duffy.Inside the salon: masks, social distancing, and capes disposed of after each appointment. The owners are intent on protecting clients, staff and also, the business. A day head of an appointment, clients are emailed a waiver."They have to sign a waiver releasing Gila Rut of any liability should anybody contract COVID-19," said David-Duffy.Davis-Duffy is hardly alone. At the Point Loma Sports Club, set to open Friday, a liability waiver is also required before you can enter. Across the county and country, at salons, gyms, offices and even the New York Stock Exchange, waivers are quietly becoming the new normal. It's unclear how much they're really needed. Attorneys tell us it would be hard to prove a business caused an illness. and the waivers don't protect a business against 'gross neglience.'"If someone signs a waiver, that means they agree not to hold someone else responsible for any damages. What we're seeing here are businesses trying to avoid liability when a patron is exposed to covid-19 at their place of business. Waivers are not, however, ironclad. For a business to be protected, the business must show that such a waiver was signed and that it covers the potential claim. Even if a business shows that, a waiver is invalid if the business was grossly negligent or reckless. Also, a person could challenge a waiver by claiming it was signed under duress or that it was unconscionable," said attorney Evan Walker.For Davis-Duffy, the waiver is simply another precaution."We're in a vulnerable business ... We just want to make sure we're protecting are business and create some sense of sustainability," said David-Duffy.Davis-Duffy says all but a handful of clients have agreed to sign the waiver. 2279

SAN DIEGO (KGTV) - Commuters trying to avoid traffic along the 56 in Carmel Valley are using side streets, worrying people who live in the Pacific Highlands Ranch neighborhood."It's the worst between 7:30 and 8:30 in the morning," says longtime resident Randy M. She lives in the Portico West part of the development and says she sees cars going 50-60 miles an hour down her block every day."Sometimes, if I'm walking my dog, they'll almost run me over," she says. "So I have to be really careful."The traffic is coming from State Route 56. When that backs up, people will use Carmel Valley Road as an alternative. But that gets jammed as well, leading some drivers to turn into the neighborhood and use side streets and alleys.Making traffic worse, a half dozen schools are in the area (see map above) and all of them start between 8 and 8:40 am."It's a nightmare," says Naz Nahani, who drives her daughter to Pacific Trails Middle School every morning."When you reach this area, you're pretty much at a stand still," she says.The Carmel Valley Planning Board has held a pair of meetings about the issue. Chairman Frisco White says they're trying to find a solution."If the streets are private, we may look into blocking them from traffic during the morning," he says. They've also looked into placing no turn signs on Carmel Valley Road to discourage drivers from entering the neighborhood.Another option that White has heard would be to ask the school districts to further stagger the start times, so the traffic will be spread out over a longer period of the morning.White says the problem may get worse before it gets better, as hundreds of new apartments and homes are being built in the area.Nahani thinks the city should add more lanes to SR-56 and to Carmel Valley Road."We're planning to move closer to the school because of this," she says. 1864
