SAN DIEGO (KGTV) -- San Diego Police are searching for a man who reportedly tried to stop a woman from leaving a locker room at a clinical training facility.According to police, the man entered the women’s locker room at the UCSD Clinical Training Facility around 11:15 a.m. on August 20.Police say the man walked in as the victim was using the restroom. The woman tried to leave, but the suspect blocked her, asking “don’t you want this,” gesturing to his body, police say.The man then left the bathroom before walking back inside and blocking the victim’s exit once again. SAN DIEGO (KGTV) - San Diego County is nearing a move into the state's most restrictive tier of COVID-19 regulations.California launched a tier system in late August to measure COVID-19 risk within a county. San Diego County is now moving into the so-called purple tier, or widespread tier. Moving into that level would trigger stricter regulations, including the indoor closure of several businesses like restaurants and gyms.Some restaurant owners say if San Diego County moves into that tier and they are ordered to close their indoor dining areas, they will not follow the orders."We really want to push against it. There's no other way of making it nowadays," said Nick Kacha, the manager of Rudford's Restaurant in North Park.On Thursday, they put up a sign outside the restaurant that says, "Stand Up Small Business. #Defy""We're hoping other businesses will stand up with us and join the wave," Kacha said. He says nearly a dozen other businesses have said they will also stay open.Restaurant owner, Todd Brown, says he's still deciding what to do. He owns several restaurants, but the one is focused on is Bub's at the Beach in Pacific Beach. Brown says he is worried if they have to close again, they might close for good.Both businesses have followed the public health orders since the pandemic started. But for Brown, he says this time he is thinking it through."If we decide to stay open, it's not because we're trying to make a political statement. It's because we're trying to survive," he said. "You have the option of defying an order and staying open. How does that work? I have no idea, and it's not something I'm really interested in doing. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed in Encanto Wednesday night as 24-year-old Gai Wal.Police were called to the 6100 block of Imperial Avenue just before 6 p.m. on December 23 after receiving reports of shots fired.When they arrived, officers found Wal in the parking lot of a nearby business with an apparent gunshot wound to his upper torso.RELATED: San Diego police: Man shot in Encanto neighborhoodWal was taken to the hospital in critical condition. SAN DIEGO (KGTV) — San Diego County has issued eight cease-and-desist orders to College Area homes, including six affiliated with Greek life organizations, ahead of reported Halloween gatherings.The orders say the eight residences, "intends to hold large gatherings on October 30, 2020 - November 1, 2020 in blatant violation of the Order of the State Health Officer, the County Order of the Health Officer and Emergency Regulations, and CDPH's October 9, 2020 gathering guidance."If the residences hold large gatherings, the cease-and-desist letters say they may face, "actions necessary to enforce the orders and the gathering guidance," which can include criminal misdemeanor citations and a ,000 fine for each violation.RELATED: Stay-at-home advisory issued for San Diego State students over HalloweenGatherings in the state's Oct. 9 health order must include no more than three households.In a statement, County Public Health Officer Dr. Wilma Wooten said the county's livelihood is directly tied to the actions of all residents."We were compelled to take this action because there is a great deal at stake. SAN DIEGO (KGTV) — San Diego leaders are asking the state to provide guidance on how the city can reopen the convention center safely during the pandemic.Mayor Kevin Faulconer and Councilmember Chris Cate signed on to the letter requesting that Gov. Gavin Newsom provide rules to reopen the convention center, which has been shuttered since March.According to the city, because of the coronavirus pandemic, the convention center has lost out on more than 100 events between March and December of this year. That factors out to a loss of about 7.8 million in direct attendee spending and .2 billion regional impact.Cate says guidelines to safely reopen convention centers have been awaiting Newsom's approval since June, and must be approved by November in order to host events in 2021 — many events that are already in jeopardy."We are respectfully requesting that the Governor approves the Safe Reopening Guidelines for convention centers statewide. These guidelines were submitted to his office in June. When conventions can reopen is just as critical as how they will be allowed to resume, and the state should be proactive in approving these guidelines well in advance. The world’s fifth-largest economy cannot turn on a dime and this guidance has been thoughtfully developed with an emphasis on public health and safety by leaders in the industry," Cate said in a statement.(See the letter here.)Last fiscal year, the convention center hosted 143 events that generated 5.3 million in direct attendee spending, million in hotel and sales tax revenue, and .3 billion in regional impact.Leaders say the city relies on tax revenue generated by conventions and visitors who stay in the region.Though during the pandemic, the convention center has become a different necessity. The property was transformed into a temporary shelter for the city's homeless population. Since April 1, about 1,100 individuals experiencing homelessness have been sheltered at the center per day. The city says that through its Operation Shelter to Home program, it has helped 525 people find housing to transfer into support housing, longer-term housing, rentals, living with friends or family, or rapid rehousing.Recently, the city also purchased two hotels — a Residence Inn on Hotel Circle and a Residence Inn in Kearny Mesa — to transform into housing units with supportive services as another method to bring individuals off the street. 2442
