SAN DIEGO (KGTV) - For one local woman, President Trump's proposal for the death penalty for some drug dealers is sparking an emotional, internal debate."My daughter's character was so gracious. She was beautiful inside and out," said Eva Faure.Her daughter, Eva Anderson was a trainer and aspiring journalist. Six years ago, Anderson's life was cut short at the age of 23. She was Faure's only child."The pain ... is an indescribable," said Faure.Faure says her daughter's opiate habit started when she tried her boyfriend's Oxycontin pills. She says within 3 months, Eva was an addict. Around that time, Faure confronted Eva after she got sick, lost weight and her personality changed. Eva revealed her addiction and agreed to enter rehab. Faure says after nearly 2 years of being sober -- Eva's landlord found her dead from a methadone overdose in her La Jolla apartment. While Faure still has questions about how the methadone got into her daughter, there's no questioning how she feels about those who traffic large amounts of opioids. 1114
SAN DIEGO (KGTV) — Hundreds of students at nearly a dozen schools walked out of class Friday in protest of the planned layoffs by the Sweetwater Union High School District.The district says cutting the teachers is the last resort to fixing a million budget deficit. Teachers and Students at Southwest High say cutting the Learning Center program will cause students to be enrolled in Independent Studies, which is similar to homeschooling. This program only has a 7 percent graduation rate. About 1,300 students use the district’s dozen learning centers.The state is auditing the district for potential money mismanagement, but the district says the shortfall is because of the decline in student enrollment and revenue.Students say they believe the district should cut the salaries of administrators instead of cutting hundreds of teachers. SUHSD's superintendent took home 7,000 in 2018.During the meeting where board members approved the cuts, Superintendent Dr. Karen Janney said they have looked at ways to save the positions.“Even in the most challenging financial times, layoffs for this governance team have been a last resort,” said Janney.Teachers and staff at risk of being laid off will receive pink slips in early March, though a final decision on the fate of their employment won't come until May. 2023
SAN DIEGO (KGTV) -- For the first time since mid-July, several San Diego County businesses were allowed to resume indoor operations.Under Gov. Gavin Newsom's new tiered system for businesses reopening during the pandemic, several more industries can welcome customers inside, but with modifications and or capacity limits.Danny Daniels owns Barbers Den in Chula Vista. He was thrilled to have customers back inside Monday afternoon."This is my passion, I love barbering, I love everything about barbering," said Daniels, who has been cutting hair for nearly 20 years."I truly believe something as simple as a haircut can go a long way in making someone feel good," he added.Austin Campbell is the managing partner of Sola Salons Studios in San Diego. He owns and helps run 15 locations.Campbell is among the owners who traveled to the state capitol to protest the governor's second shut down back in July."On the first shut down everybody said, this is going to be tough, but it's the right thing to do, everyone just hunkered down and said we gotta get through it, but the second shut down, people took it; personally, they thought this was uncalled for, unfair, completely arbitrary and not researched," said Campbell.Many stylists said the governor's decision to allow salons to move services outside made no sense."The whole offer of outside hair, to be honest with you, was kind of a slap in the face of our industry," said Campbell, adding that inside was safer and more sanitary.Everything that the state recommended we could do, really pretty much was in complete contradiction to what everyone has been taught and been practicing for their entire careers," said Campbell. Salons don't have capacity limits, but social distancing and mask mandates must still be followed. Campbell said the impact of the shutdowns has been far more than just financial."A lot of people are not just financially struggling, but mentally, emotionally, professionally, the beauty industry is more than just a job; it's a true career and identity," said Campbell.Campbell said his salons employ roughly 600 people. Many have already moved out of state.He has a message for the governor."Our industry has been prepared for this long before covid existed, and we take it very seriously. SAN DIEGO (KGTV) - Finding a place to live is about to get easier for low-income San Diegans.Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019, a new amendment to San Diego's source of income ordinance will prevent landlords from declining a tenant-based only on the household receiving rental assistance."It's safe and everything is right across the street from me," said Maria Hernandez.That's how Maria Hernandez describes her neighborhood in Poway.Maria uses the Section 8 voucher program to help pay the rent. She says she waited about five years for that help."You know without Section 8, I don't know where me or my daughter would be," Hernandez said.Hernandez is lucky. Her landlord accepts Section 8. That's not always the case."I guess there's like that stereotype of people that are on Section 8, you know they think people are going to destroy their homes that people are poor who live on Section 8."Starting August 1, 2019 landlords and property managers in the City of San Diego cannot refuse an application from a prospective tenant, charge a higher deposit, or treat them differently in any other way based on their source of income.According to the San Diego Housing Commission, under the new ordinance, landlords and property managers cannot advertise or state a preference for certain sources of income. The tenant must still meet other requirements for tenancy and have the financial resources to pay any rental amounts not covered by the voucher/subsidy. Landlords and property managers must include any rental payments made by the voucher/subsidy when determining whether the applicant meets the minimum income requirements. Landlords and property managers may ask what an applicant's source of income is as long they do not discriminate based on that information."I want to give an equal treatment to every single San Diegan," said San Diego City Council President Georgette Gomez. "No matter how you're going to pay your rent, everyone should be looked at as an equal applicant."Gomez championed the changes to the city's law. She says for some it could be life-changing, allowing renters to choose what part of town they live in not just who accepts their form of payment."It's not just about housing, but better jobs and just an ability to not have that stress," Gomez said.The anti-discrimination policy is just one move making things more comfortable in San Diego.According to SDHC, "Effective July 1, 2019, SDHC increased its payment standards for the Section 8 Housing Choice Voucher rental assistance program, which helps more than 15,000 low-income households pay their rent. Raising the "payment standard" expands rental opportunities for families by allowing them to consider housing units with higher monthly contract rents, which are paid by a combination of rental assistance from SDHC and a portion of the tenants' income."Also, starting in August, the SDHC will launch the Landlord Partnership Program, which provides incentives to landlords to rent housing units to SDHC Section 8 Housing Choice Voucher rental assistance participants. SDHC tells 10news it will expand the Landlord Services Team, composed of specialized staff, to provide quality customer service to landlords and support families in the move process to ensure timely lease-ups.The agency also launched The Landlord Advisory Committee to identify best practices, programs, and incentives to attract new landlords to the Section 8 Housing Choice Voucher program.
