More than 20 fire departments are working to burn down a Beaver Dam, Wisconsin apartment building where a deadly explosion happened last week. City officials said dangerous chemicals inside of the structure made it too dangerous for residents to re-enter, and that burning the building to the ground is the safest way to prevent any injuries."We have carefully reviewed this, and we firmly believe this is the action that needs to be taken, unfortunately," said Beaver Dam Fire Chief Alan Mannel at a Wednesday evening news conference. The five, neighboring buildings in the apartment complex were evacuated ahead of Thursday's controlled burn. Streets in the area were shut down at 9 a.m.Around 10 o'clock, firefighters lit both ends of the apartment building at 109 Knaup Dr. on fire and allowed it to burn towards the middle. Large shipping containers were placed around building 109 to help contain the heat and flames. Mannel said staffing of the fire trucks surrounding the building is minimal, and that firefighters only plan to step in and control the flames if they threatened any of the nearby structures. Police on Wednesday identified 28-year old Benjamin Morrow as the man killed in last Monday's blast. According to authorities, Morrow lived in one of the units.Beaver Dam Police Chief John Kreuziger said investigators continue to suspect that Morrow was building a bomb inside of the apartment. According to his obituary, Morrow worked in the quality department at Richelieu Foods in Beaver Dam for almost a year. His obituary describes him as "a hard worker" who "had a good rapport with all those around him."Police and the FBI continue to investigate why Morrow was in possession of the volatile chemicals that required them to eventually burn the building down.Kreuziger on Wednesday declined to comment on what the chemicals inside of the apartment were. City officials said the plan is for evacuated residents to be allowed back into their homes this evening. That's also when they plan to re-open nearby streets. The EPA has placed air monitoring devices in the area. Mannel said the EPA can also test the air in individual apartments within the evacuation zone at the request of residents. 2336

(KGTV) — A nursing student's trip to a Starbucks in National City turned into an knock-down struggle and dramatic chase in pursuit of her laptop.With three finals next week, nursing student Jacqueline Ang spent the Friday using a computer at a library Bonita. "Grateful for the resource, but it's not the same," said Ang, who is wrapping up her first year in the nursing program at Southwestern College.It's not the same, because it doesn't have what she really needs: a year of notes. "It's devastating," said Ang.On Monday afternoon, she was studying with her MacBook Pro at a busy Starbucks on E. Plaza Boulevard. "Both earphones are in listening to lectures. One hand on my laptop, and the other hand taking notes," said Ang.Ang says she was at a table near the middle of the Starbucks when an older black teen in a hoodie walked in, and right up to her. He unplugged her earphones and turned to her computer. "Grabs it by the screen, closes it and starts running," said Ang.As the man ran off, Ang screamed to get someone's attention. She then took off after him. "When he's at the door, I'm able to grab him by the hoodie and bring him down. I'm saying, 'Please don't take it. Please don't take it,'" said Ang.On the ground, a struggle unfolded. Ang weighs just over 100 pounds."It's all that's on my mind. 'Omigod, everything I worked hard for is on that thing. I need that. I need to fight for that,'" said Ang.At some point during the struggle, she says the man was able to hand it off to another young man in a hoodie. Ang chased the other man, who slipped into a van in the parking lot. She was close behind, opening a side door. "I see three or four people in the van. I was holding onto the handle, running with the car as they're moving," said Ang.A bystander's short video shows her being dragged, before she let go. The incident left her with a sprained wrist and no laptop, but one big clue. Because Ang made the thieves' plans go awry, a witness was able to get the license plate number.National City Police asked 10News not to release the license plate in order to not endanger the investigation. While some are excited about lighting-fast internet, others are concerned about their health.Everyone is connected, everywhere, thanks to wireless technology. Traditionally, large cell towers placed around the city would have enough capacity and power to accommodate cellphone users. With the increased popularity of smartphones and social media, the FCC says 4G is not enough to demands. It is now the 5G age. The federal government is now requiring larger connectivity, with smaller infrastructure called "Small Cells.""We're looking to see community wants," Deputy City Attorney for National City Robby Contreras said. National City is asking for community input on how they should proceed with their "Small Cells" roll-out. "Small Cells" are little, low-powered wireless base stations, installed onto already existing traffic lights. They provide 5G speeds without new huge towers.The City of San Diego already began its installation of "Small Cells." Many of them can be seen along First Street downtown. At this point, National City has only a handful of Small Cells that were installed after a pre-existing agreement from a decade ago. Now they are considering placing many more around the city."We're trying to get a Master License Agreement," Contreras said.
