LOS ANGELES (CNS) - An initiative to split California into three states has received enough signatures to qualify for the November ballot, its author said Wednesday.Venture capitalist Tim Draper said backers of what he has dubbed "CAL 3" would submit petitions with more than 600,000 signatures to election officials next week. The initiative needs signatures from 365,880 registered voters - five percent of the total votes cast for governor in the 2014 election - to qualify for the ballot."This is an unprecedented show of support on behalf of every corner of California to create three state governments that emphasize representation, responsiveness, reliability and regional identity," Draper said.   Splitting California into three states would require congressional approval. One proposed state would be called California or a name to be chosen by its residents after a split. LOS ANGELES (AP) — Two young sisters missing from their Northern California home since Friday afternoon were found alive Sunday following a massive search that included helicopters and tracking dogs.Leia Carrico, 8, and Caroline Carrico, 5, were found "safe and sound" on Sunday morning by a fire captain and firefighter who had followed the girls' boot tracks, Humboldt County Sheriff William Honsal said."This is an absolute miracle," he said.Though the girls were dehydrated and cold, they were uninjured and "in good spirits," Honsal said.He said the girls were trained in outdoor survival through their local 4-H club and that authorities believed that helped them. They also were wearing boots and had eaten granola bars at some point while they were missing, he said."To have a positive outcome like this is just absolutely amazing," Honsal said.Using helicopters and tracking dogs, dozens of police and rescue personnel combed a vast and rugged rural area in the frantic search for the sisters.The girls had last been seen around 2:30 p.m. Friday outside their home in Benbow, a small community about 200 miles (320 kilometers) northwest of Sacramento.The searchers included National Guard members from Fresno and the U.S. Coast Guard, which provided one of its helicopters on top of a Black Hawk helicopter also being used.Rescuers were hopeful about finding the girls Saturday after they came across prints from the girls' rubber boots and wrappers from the granola bars, Lt. LOS ANGELES (KGTV) -- A 5.3 magnitude earthquake shook the Los Angeles area Thursday afternoon. According to the United States Geological Survey, the earthquake struck about 35 miles southwest of Channel Island Beach. At this time there are no reports of damage or injuries. The National Weather Service added that there is no risk for tsunami. Shortly after the quake, the Los Angeles Fire Department went into earthquake mode. According to the department, during earthquake mode, firefighters from all 106 neighborhood fire stations survey all 470 square miles in the greater Los Angeles area. The department says crews are now inspecting dams, power-lines and large places such as Dodger Stadium to ensure public safety.  772
