San Diegans will soon have a new, and much more convenient way, to sell their homes. With a few taps on their computers or phones, they could get an all-cash offer from real-estate tracker Zillow for their property. The program, called Zillow Offers, adds speed, convenience and certainty to a process that often requires patience, home staging, visits from complete strangers, and frustration over transactions falling through."What we're trying to do is help homeowners solve one of the biggest problems they have," said Jeremy Wacksman, President of Zillow. "If you're selling and buying at the same time, trying to get all that done and project managing that even with the help of a great agent is hard."Zillow plans to launch the program in San Diego in early 2020. Homeowners would answer a few questions about their property online, getting an initial offer. If interested, they can arrange for an in-home inspection. A day or two after that, they'll get a formal cash offer they can consider. But that certainty comes at a price. Zillow makes its offer based on a variety of factors, including how long they believe they will have to hold the property and what they can sell it for. The company also deducts the costs of any repairs it deems necessary, with no room for negotiation. Typically, their offer comes with a 7 percent fee, which is 1 to 2 percent more than the average commission.Mark Goldman, a loan officer for C-2 Financial, said Zillow's offer likely comes with a cost. "For somebody who needs to do a fast transaction, it might be a suitable option, but you're not going to get top dollar for your house if you're going to do that," he said. San Diego Realtor Gary Kent said he could also negotiate on behalf of the seller in a traditional sale, not just to get the most money but also in case there are any requests over repairs. Zillow's program is currently active in Riverside County.Kristofer Kisner, who is selling his four-bedroom home in Lake Elsinore to Zillow for 0,000, said he believes he got fair market value.Currently, Redfin and Opendoor also offer online homebuying services. They also typically charge 7 to 8 percent commissions. 2181

SAN DIEGO (CNS) - A convicted rapist wanted in New York for violating his parole by leaving the state pleaded not guilty Monday in a San Diego courtroom to burglary charges. Dale Dulac, 57, faces charges in San Diego of auto burglary and possession of stolen property, according to the District Attorney's Office. Dulac is being held on 0,000 bail for the San Diego charges, said George Modlin, deputy district attorney. But he also remains jailed as a fugitive from New York, where authorities say he violated the terms of his parole on Sept. 20 by leaving the state. San Diego police arrested Dulac Friday after officers recognized him walking in the 1500 block of Imperial Avenue. New York authorities said last week that Dulac had been spotted at a San Diego bus station and in San Marcos. According to media reports out of New York, Dulac was released on parole in 2015. He served more than 20 years in prison for raping a woman in 1992. 953

SALT LAKE CITY, Utah – An officer with the Salt Lake City Police Department has been suspended after being accused of unnecessarily ordering a K-9 to attack a man who listened to commands from police.Additionally, Mayor Erin Mendenhall announced that the department is also suspending its use of K-9s to engage with suspects until the policies and practices of the program can be reviewed.Body camera footage from April 20 shows Jeffery Ryans getting attacked by a police K-9, even though Ryans was on his knees and had his hands in the air.The footage shows K-9 Tuco biting and tearing at Ryans' leg as another officer sat on top of Ryans and placed him in handcuffs.Mayor Mendenhall said she was disturbed by the content of the footage and concerned that the incident wasn't brought to the attention of senior police leadership before The Salt Lake Tribune published the video online Tuesday, nearly four months after the incident."We will conduct a thorough review of the breakdown in communication to ensure that it does not happen again. I am disturbed by what I saw in that video, frustrated by how the situation was handled, and am committed to working to ensure neither happen again," Mendenhall wrote on Twitter.Ryans ended up in the hospital before being booked into jail on a violation of protective order charge. He was released with conditions to follow. Now, nearly four months since the incident, Ryans' leg remains bandaged and he says the wound still hasn't healed. He explained he's gone through surgeries and racked up medical bills."I don't know why they had to use that type of force towards me," he said. "I was cooperating. I wasn't a threat to them."Ryans, a Black man, said police often treat Black people differently, and he wants people to see it happens in Utah too."It's very difficult not to see how race could play a factor here," said one of Ryans' attorneys, Gabriel K. White. He and Dan Garner are representing Ryans. They said they believe police violated Ryans' civil rights. They have filed a Notice of Claim with the Salt Lake City Police Department. If the city doesn't respond in 60 days, they said they will file a lawsuit."He wasn't running. He wasn't doing anything that would have the officers have used this type of force," Garner said. "And so, his biggest goal in this ... is to add to the conversation that we're having as a nation. That this can't happen again. We need to learn from this."On Wednesday afternoon, Salt Lake County District Attorney Sim Gill announced his office will screen the evidence for any criminal conduct.“I read the story yesterday in the paper like everyone else. What we witnessed was concerning enough to ask for all relevant material. We will be screening the evidence to see if any criminal conduct was committed," Gill said in a statement. The Salt Lake City Police Department responded with this statement Tuesday: 2900
