BEIJING, Oct. 27 (Xinhua) -- Chinese Vice President Xi Jinping on Tuesday urged efforts to reinforce Party building at grassroots organizations so as to give full play to the Party's leading role in building civilized and harmonious neighborhood.     In a meeting on the study and implementation of the Scientific Outlook on Development, Xi urged members of the Communist Party of China (CPC) in city's neighborhood committees to promote local development and safeguard social stability. BEIJING, Dec. 18 (Xinhua) -- Chinese President Hu Jintao recently called for the whole nation to make further advancement in reform of the cadre and personnel system.     Vice President Xi Jinping, also a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, made the indications on the issue as well, noting that more achievement should be made in building a scientific cadre's selection and appointment system.     The CPC central committee has approved the outline of deepening the reform of cadre and personnel system (2010-2020) and it has been formally released. BEIJING, Nov. 17 (Xinhua) -- China and the United States have agreed to continue dialogue and cooperation in macroeconomic and financial policies as the recovery of the global economy remains unsteady, Chinese President Hu Jintao told the press here on Tuesday after his talks with visiting U.S. President Barack Obama.     Hu said he and President Obama exchanged views on the current global financial situation and held that given the positive signs of the recovering global economy, the foundation of it was far from solid.     "We both agreed to properly handle trade frictions between the two countries through negotiations on an equal basis, and to make concerted efforts to boost bilateral trade and economic ties in a healthy and steady way," said Hu.     "I stressed to President Obama that under the current situation, both China and the United States should oppose and resist protectionism in all forms in an even stronger stand," he said.

  

COPENHAGEN, Dec. 15 (Xinhua) -- UN Secretary General Ban Ki-Moon said on Tuesday that China, a developing country, has taken important measures in reducing its emission of greenhouse gas.     "China has also taken quite important measures by cutting forty to forty-five percent of energy intensity by 2020," Ban said at a press conference on the sidelines of the UN climate change conference in Copenhagen.     Ban arrived here earlier on Tuesday to open a high-level segment of the conference, which entered its ninth day of negotiations on a new global deal to push forward the fight against climate change.     The UN chief said he was fully aware of particular challenges faced by developing countries, in particular poor countries, calling on rich countries to improve their commitments in climate financing.     The climate change negotiations were now in a critical but difficult situation as developed countries and developing countries remain divided on key issues, including climate financing.     Developed countries have been reluctant to provide financial support to help developing countries mitigate and adapt to climate change. So far, they only indicated to give 10 billion U.S. dollars annually in the three years between 2010 and 2012.     Ban said developed countries should go beyond the fast-start support and also address medium and long-term financing scaled up to needs.     "I have been urging that developed countries should begin discussing the medium and long term financial support packages," he said, calling on all countries to overcome national interests or interests of any particular groups.     "That would be one of the keys in bridging the gap between developed and developing countries," he added.     Speaking at the same press conference, Danish Prime Minister Lars Lokke Rasmussen said he was encouraged by China's move to set national targets of reducing greenhouse gas emission.     "I am very encouraged by the fact that China has proposed, at this stage, nationally binding targets for mitigation which deviates from business as usual," he said.     But he added China should translate those national targets into some kind of international language.

  

BEIJING, Nov. 27 (Xinhua) -- China's promise on its carbon dioxide emissions cut target was "a serious and solemn one," said Premier Wen Jiabao here Friday.     Wen made the remarks in a meeting with representatives from India, South Africa, Brazil and the G77 group of developing nations, who were here for consultations with China on climate change issues. The State Council, or the Chinese cabinet, announced Thursday that China was going to reduce the intensity of carbon dioxide emissions per unit of GDP in 2020 by 40 to 45 percent compared with the level of 2005. Chinese Premier Wen Jiabao (2nd, R) meets with representatives from India, South Africa, Brazil and the G77 group of developing nations, who are here for consultations with China on climate change issues, in Beijing, China, Nov. 27, 2009.     Wen told the foreign representatives that the Chinese government set down the task plan"based on our own national conditions and long-term interests," and "in the spirit of being responsible for the welfare of all the people in the world."     China's target was made after full scientific research and conformed to reality, the premier noted.     "We need to devote great efforts to reach the target," he said.     Wen called for global cooperation in addressing climate change issues, saying that the developing nations enjoyed common interests in this sector.     China valued the mechanism of consultation with India, Brazil and South Africa, and would increase coordination with the G77 group, he said.     "We will work with all parties concerned to help bring about reasonable and realizable outcome of the upcoming UN climate change conference in Copenhagen," said Wen, who is scheduled to attend the conference next month.     The foreign representatives applauded China's efforts and achievements in tackling climate change issues.     They agreed that developing nations should work together to safeguard common interests and make contribution to coping with this challenge and achieve sustainable development.     Indian Minister of State for Environment and Forests Jairam Ramesh, Brazilian Presidential Advisor Marcel Fortuna Biato, and South African Minister of Water and Environmental Affairs Buyelwa Sonjica were here for the ministerial consultations on climate change on Nov. 28.     The Chinese representative to the consultations will be Xie Zhenhua, vice minister in charge of the National Development and Reform Commission.     Sudan's Lumumba Stanislaus Di-Aping, a representative of the G77, had concluded his consultations with Xie earlier Friday.
